ATTACHMENT 3: Technical Requirements for Buckets
If you are offering a product, packaging, printing etc specification with any modifications to BHA Requirements, clearly state/highlight/mark the modifications in your offer, against the original BHA Requirement. For any of the preferred environmentally sustainable criteria listed in the specifications below (in green), please state whether you are able to meet those preferred criteria as well, whether technical, packaging, or branding/marking. Note: there are environmentally sustainable criteria listed below that are required; these are not highlighted in green and will be stated as a specification that offerors must or will adhere to, or that it is a requirement.
a. Technical Requirements:
Capacity: 14 liters
Material:
Manufactured of food grade virgin HDPE high density polyethylene and virgin LDPE low density polyethylene safe for food and water storage OR: Virgin food grade Polypropylene Copolymer (PPCP). Should not contain toxic elements according to EN 1186-3-9 standard.
Preference for recycled content, as long as test results demonstrate similar quality and strength of bucket;
manufacturer to advise what is possible, while maintaining product integrity (see Performance/Quality Control below). Preference for UV resistance according to ASTM D4329-99 standard or others; manufacturer to advise what is possible, while maintaining product integrity (see Performance/Quality Control below).
No holes, no tear, no sharp edge, smooth and clean surface finish.
Dimensions: ±5%: Height 300 mm, Top diameter external: 300 mm, Bottom diameter external: 240 mm. Stackable.
Weight:
Bucket min. 600g, lid min. 150g, handle min. 30g. Maximum weight 1kg for bucket+lid+handle Minimum weights for PE: bucket 600g, cover 150g, handle 30g Minimum weights for PP: bucket 550g, cover 140g, handle 30g
Handle: Plastic, to ensure easy carrying by hand with a strong flat handle (i.e. without sharp edges) or on the head with a round bottom shape and a reinforcement ring. The handle will be the principle means of carrying the bucket.
Lid: A tight-fitting Lid to cover the top of the bucket. The lid will have an outlet of 50 mm ±10% (internal diameter) with a clip-on cap. The clip on cap shall be attached to the lid by a plastic cord.
Reinforcements:
The top ring of the bucket will be reinforced to prevent ovalling of the bucket. The bottom ridge of the bucket will be reinforced/ribbed to prevent scraping or damaging of the base. The bottom must be smooth and spike-free for improved comfort when carried on the head.
Curved Base: The walls should meet the bottom of the bucket with a curved inside surface to prevent dirt accumulation and facilitate cleaning.

Color:
The bucket will be white. The tap (if ordered) will be white. The lid and handle will be USAID Blue (pantone # is provided https://www.usaid.gov/branding). Other colors may be considered if alternative, sustainable material composition is possible and has been tested.
Tap:
If specified in the order, buckets are to be supplied with a tap and fabricated with a predisposed hole. Each bucket with tap is to be supplied with a loose, sturdy plastic tap, stored during shipment according to 'Packing - General' below. At destination, the tap can be put in the predisposed hole in the bucket from the outside and fixed by screwing the locking nut from the inside. The tap and its connection must be leak tight.
Performance / Quality Control:
Impact Resistance \ Drop Test (This test is only applicable to buckets without taps).: The buckets must be impact resistant on a hard surface (smooth flat concrete floor). To ensure minimum quality standards, the bucket filled with 14L water 20oC must resist without damage at least two (2) consecutive drops from 2m high from the bucket’s bottom to smooth flat concrete floor. The bucket must be elevated on a remote-activated rocking platform, so that the lowest point is at 2m from the ground.
Flexibility test: The bucket must get back to its original shape (+/- 10% to its original diameter after one hour) without damage after applying a pressure on the two sides of the top rim to make them touch one another in the middle.
Handle test: The handle must resist folding flat on the cover, pushed on left end, and pushed on right end. The handle must also resist to 28 kg traction in normal use position.
Lid test: The lid should be able to close tight, but easy to open and close. For testing the lid’s performance: the bucket filled with 14L water, placed on the floor, is pushed until it falls on the side. The lid and cap do not open.
It is expected that the bucket will last for a minimum of 2 years. The product should have a shelf life of 10 years. The bucket can partially be repaired in small workshops, mainly the handle is repairable.
b. Packaging/Dimensions:
U.S Agency for International Development (USAID) Page 2 of 4 https://www.usaid.gov/branding
General:
Individual buckets must be stacked/packed directly on pallets, without cartons, in the smallest volume possible without becoming compressed and stuck one inside the other. The buckets are separated by craft paper to ensure buckets do not get stuck one in the other, which could lead to breaking buckets at arrival to unpack them.
Two hundred (200) buckets with clipped-on handles must be packed on each pallet. An additional ten (10) spare lids will be provided per pallet of 200 buckets making a total of two hundred ten (210) lids per pallet.
If the buckets are supplied with taps, all taps will be placed in a carton, in the center of the pallet. An additional ten
(10) spare taps will be provided per pallet making a total of two hundred ten (210) taps per pallet. An instructional sheet/image printed in black ink only shall be placed prominently on each pallet to show where the taps are located.
The vendor is welcome to suggest alternative packaging that would optimize sea and air shipment of this commodity.
Strength: To withstand 6m high stacking or more and 10 logistical handlings. The final package should resist without any damage to a weight or a pressure of 230kg applied on a strong rigid board on top of the box.
Palletization:
The sealed cartons must be loaded on a standard four-way 48” x 40” (1.22 m x 1.02 m) EU compliant and full oak heat-treated wooden pallet fumigated as per ISPM 15 standards. Pallets should be shrink-wrapped and strapped to secure the cartons to the pallets without damaging or warping the cartons. No opaque stretch wrap is to be used; clear stretch wrap is required. Bio-based (PBAT) or compostable stretch wrap and bio-based straps are preferred. The palletized goods must not exceed the length and width of the pallet. The pallet dimension must not exceed L 122cm x W 102cm x H 122cm (L 48” x W 40” x H 48”).
c. Marking and Branding
Printing:
All printing on all surfaces must be indelible or of a non-smudge nature. Durable eco-friendly ink is preferred for all printing. All logo printing must be done in accordance with USAID Branding Instructions https://www.usaid.gov/branding
Branding of buckets:
Each bucket is to have printed on one side the USAID Logo in conformity with USAID Branding Specifications:
Vertical logo full color or black on a white background, to be confirmed at time of Order.
The logo should be 18cm high and 22.5cm wide, while respecting the proportions specified in the USAID Branding Specifications and without any distortion to the logo and lettering.
If the buckets being supplied are to come with taps, the logo should be printed above the center of the predisposed hole for the tap assembly.

Labeling of pallets:
Each packed pallet shall have 4 labels (approximately A4 size paper, preferably recycled, printing paper ~ 80gsm), placed in the upper right corner of the pallet and in between the straps. Printing will be in black ink. Final label text will be available following the award. Sample label is available upon request.
Manufacturer marking:
Offerors should state whether they’re able to include the following data with each product, whether printed on the product, or as a label or packing slip, or other options that the offerors can provide. This marking may be requested on a case-by-case basis.
● manufacturer’s name
● unique reference batch number
● date of manufacturing
● material composition (type of material(s)) and the ratio of each material in the product
● certified sustainability claim/eco-labelling
● information related to the reuse/recyclability of the item
● QR code
No company logo should be included with the manufacturer’s marking. A sustainability claim can be added, but it must be proven accurate.
