About this file

This document is a six-month reporting survey completed by the South Carolina Guardian ad Litem (GAL) program, a member of the National CASA/GAL Association for Children, covering the period of July 1 through December 31, 2022. The survey was submitted on January 30, 2023, by the Cass Elias McCarter South Carolina Guardian ad Litem program based in Columbia, South Carolina, which reports on behalf of 45 local programs across the state. The reporting period captures volunteer advocate activities and outcomes for children who have experienced abuse or neglect, including placements, case closures, and demographic information. The program served a total of 5,361 children during the reporting period, including 1,735 new children and 3,626 existing cases carried over from prior periods.

During the July 1 through December 31, 2022 reporting period, the South Carolina Guardian ad Litem program documented 1,348 active volunteer advocates, including 107 newly sworn in volunteers available to serve. Of the children served, 2,988 were in out-of-home placements, with 2,427 newly placed in kinship care and 310 entering group homes. The program reported 1,837 children who left foster care or other out-of-home placements, with 777 transitioning to legal guardianship, 451 through reunification, and 140 through adoption. The demographic breakdown of children served showed 3,042 Caucasian/Non-Latino, 1,704 African American/Black, 338 identifying as more than one race, 248 Hispanic/Latino, 14 Asian or Pacific Islander, and 10 Native American or Alaska Native. Volunteer advocates reflected similar diversity, with 1,045 Caucasian, 243 African American/Black, 27 Hispanic, 26 identifying as more than one race, 5 Asian or Pacific Islander, and 2 Native American or Alaska Native volunteers.
