Statement of Work (SOW) Phoenix Lidar Recon XT Lidar System Package
OR EQUIVALENT

1. BACKGROUND
Established in 1905, the USDA Forest Service (FS) is a federal agency that manages public lands in national forests and grasslands under a founding principle, "To provide the greatest amount of good for the greatest amount of people in the long run". The agency’s mission is to “sustain the health, diversity, and productivity of the Nation’s forests and grasslands to meet the needs of present and future generations”. The FS has the responsibility for stewardship of more than 193 million acres of the nation’s forests and grasslands; for developing and communicating scientific knowledge through research and development that leads to informed natural resource decision-making; for delivering technical assistance through state and private forestry programs; and for sharing knowledge and experience with others in the global community through international forestry.
The Forest Service has been utilizing remote sensing since the 1920’s, when the first aerial reconnaissance efforts began. Currently, the agency utilizes satellite, airborne and terrestrial-based remote sensing capabilities to monitor, analyze, and record changes on the landscape These activities promote continued informed economic expansion, well-managed natural resources, environmental awareness, national security, and the advancement of scientific knowledge.
2. BUSINESS REQUIREMENTS
The FS Geospatial Technology and Applications Center (GTAC) provides technical support to the FS Unmanned Aircraft System (UAS) Program and agency practitioners of the technology. This support includes evaluation of sensors and relevant technologies as well as consultation and direct project support to field units. UAS imagery, lidar, video and analytical derivative products complement other geospatial data/information sources and significantly improve Forest Service remote sensing capability for a number of natural resource management use cases. This procurement provides sensors compatible with UAS platforms currently approved by the agency to GTAC staff for evaluation and operational use. It also supports the UAS Program and GTAC efforts to expand the use of these sensors in the agency and enable the development and integration science-grade geospatial data and products for resource management activities.
3. KEY DELIVERABLES
The vendor shall provide the following deliverables to GTAC:
3.1 Lidar System (x3)
• Includes an integrated lidar scanner
• Integrated IMU
• Integrated Camera capable of at least 20MP
• On board memory with 256GB
• Power source separate from UAS platform to allow for at least 45 minutes of operation
• Carrying case
• Delivery
• Warranty

5. SECURITY REQUIREMENTS
• No contractor access to facilities or equipment is required under this requirement.
Requested equipment will be delivered only.
6. DELIVERY INSTRUCTIONS
• This acquisition shall be delivered in 45 days of date of award.
• Delivery to be made to GTAC located at 125 South State Street, Suite 7105, Salt
Lake City, UT 84138.
• Delivered equipment will be inspected by Contracting Officer Representative (COR) and accepted at destination.
7. SPECIAL INSTRUCTIONS
