Attachment 2

UAS Lidar Sensor/Mapping System Package Evaluation Factors for Best Value Basis of Award

Basis of award will be based upon price and specification factors.

Evaluation Factors:

Quotes submitted in response to SAM.gov will be evaluated in two steps:

Factor (1) Technical Specifications:

Offers will be determined technically acceptable. To be technically acceptable the vendor’s bid package shall readily demonstrate an ability to meet or exceed the technical requirements and specifications.

Bid Packages that pass Technical Specification factor will be further evaluated for Best Value to the Government based upon the following factor:

Factor (2) Past Performance: Vendors shall submit not less than two references for existing customers with experience collecting data with and processing data from the proposed product.

Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es). References provided may be contacted by the Government. References will be asked for their experience with these questions:

• How many flights have you performed with the product?

• What platforms do you use with this product?

• How reliable is the product?

• Does the product behave as expected consistently?

• What kind of troubleshooting have you done?

• Have you ever lost data?

• How long does the battery last?

• Have you lost data because battery died?

• How long does it take to setup the product in the field?

• How long does it take to download data?

• How long does it take to process data?

• What accuracy are you seeing from the data?

• How have you verified accuracy?

Their statements will be used in the evaluation of the offeror’s quotation. In addition, any information obtained by the Government from references outside of the offeror’s quotation may also be used, in a similar manner, in the technical evaluation of the offeror’s quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, Attachment 2 https://www.cpars.gov/ may be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision.

Factor (3) Price: The government will evaluate bid packages for price purposes by adding each line-item amount to get an overall total cost. Please be sure to factor shipping and handling in your line-item cost.

Award:

Award shall be made to the vendor whose bid package, conforming to this acquisition, is determined to be the most advantages to the government, cost or price and the other non-cost or non-price factors listed above. In determining which bid package offers the greatest value or advantage to the Government, overall non-price merit will be considered more important than price or cost. The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the non-price merits of the bid packages. Between acceptable bid packages with a significant difference in non-price merit, a determination will be made as to whether the additional non-price merit or benefits reflected by a higher priced bid package warrants payment of the additional price or cost.

Quotation Preparation The vendor is cautioned to study the Evaluation Factors stated above along with their relative importance. Your bid package shall address each of these factors since these are the standards against which your bid will be evaluated. It is the vendor’s responsibility to include the appropriate documentation in its bid package to allow a complete technical/price evaluation.

Failure to submit the appropriate documentation may result in the rejection of the vendor’s bid.
