About this file
This is a Decision to Restrict Competition under the Simplified Acquisition Threshold document for the U.S. Department of Agriculture's Economic Research Service (ERS).
The ERS, located at 1400 Independence Avenue SW in Washington, DC, is acquiring renewal of the agency's Global Trade Analysis Consortium Project (GTAP) membership through the Contracting Operation Branch in Beltsville, Maryland. The requisition number is 1162161. The GTAP membership provides access to publicly available datasets for computable general equilibrium models used by ERS for agricultural policy analysis. The membership includes standard data, land-use data, and greenhouse gas data, along with participation in annual planning meetings where the consortium decides which data to pursue in the coming year. The sole suggested source is Purdue University (2550 Northwestern Avenue #1100, West Lafayette, IN 47906-1332; SAM UEI: YRXVL4JYCEF5).
The justification for restricting competition is that the GTAP Database is exclusively available through the GTAP Consortium, and Purdue University is the only entity where membership can be obtained. The GTAP Database is constructed by the Center for Global Trade Analysis with data supplied by the GTAP Network of international individuals, agencies, and institutions. The fully documented database and associated GTAP software are designed to allow research applications to be readily replicated. The document includes certifications from technical personnel and the contracting officer affirming that the requirement meets the government's minimum need and that the justification supporting this non-competitive procurement is complete and accurate.

United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold
Identification Number: 1162161
Rev. 10/29/25
In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR
12.102 (a), the following documents the decision to restrict competition for this acquisition.
(1) Mission Area and Contracting Activity.
Requisition Number: 1162161
Requesting Activity Agency: Economic Research Service 1400 Independence Ave SW, MS 1800
Washington, DC 20250
Contracting Activity: Contracting Operation Branch
5601 Sunnyside Ave Beltsville, MD 20705
(2) Brief Description of Supplies or Services
The USDA/Economic Research Service (ERS) requires renewal of the agency’s Global Trade Analysis Consortium Project (GTAP) membership. GTAP provides publicly available data sets for using computable general equilibrium models, that ERS uses for analyzing policy. The data sets include standard data, land-use data, greenhouse gas data. The membership also includes participation in planning for next year’s new data acquisition decisions.
(3) Suggested Source
Vendor: Purdue University Address: 2550 Northwestern Ave #1100

SAM UEI: YRXVL4JYCEF5
(4) Justification for Restricting Competition and the Basis for that Decision.
This is a membership in the Global Trade Analysis Project (GTAP) consortium annual membership fee and access to the only publicly available (although with the fee) data set for using computable general equilibrium models--what ERS uses for analyzing policy for USDA.
The fee goes towards having all the different data sets, the standard data, land-use data, greenhouse gas data--and also provides a seat at the table at the annual meeting--where they decide which data to pursue for the coming year.
The GTAP Data Base is constructed by the Center for Global Trade Analysis, but the data is supplied by the GTAP Network which consists of individuals, agencies, and institutions from around the world. The GTAP Data Base is fully documented and all sources and procedures used to create the data must be provided. The necessity to provide the documentation, along with the use of the GTAP software is designed to permit applications to be readily replicated by researchers. The GTAP Data Base is only available through the GTAP Consortium.
