I. Contracting Activity.
36 Contracting Squadron Andersen Air Force Base, Guam Unit 14040 Building 22026
APO, AP 96543-4040
II. Nature and/or description of the action being processed.
A Firm Fixed Price, Total Small Business set-aside purchase order is anticipated.
III. Description of supplies/services required to meet agency needs.
The 36th Security Forces Squadron has a requirement to purchase brand name Vindicator firmware licenses, and equipment to include AES-1500T, and AE Premise Controller devices to upgrade their existing equipment.
Salient Characteristics include the following:
1. Vendor is an authorized reseller of Vindicator parts.
2. Standard warranty is included.
3. Must be new, OEM equipment.
4. Direct shipment to Andersen Air Force Base, Guam.
Item Description and Quantity:
1. Vindicator Firmware Licenses (5ea)
2. Vindicator AES-1500T (6ea)
3. Vindicator AE Premise Controller devices (6ea)
IV. Statutory authority permitting other than full and open competition.
(CUI) Force Protection Division, AFLCMC/HBU Memorandum dated 31 May 2022, Subject Non-Nuclear Configuration Management Database (CMD) Equipment Approval.
This MFR has been included in the contract file under file element 1049 - Other Than Full and Open Competition Authority.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The Vindicator system is the only IDS system authorized for use throughout the PACAF AOR and all alarm reporting facilities on base have Vindicator equipment installed which will only communicate via Vindicator communication protocols to ensure system integrity is maintained. All system components shall be in accordance with the ((CUI) Non- Nuclear CMD List dated 31 May 2022, which has been mandated and provided by the USAF Force Protection Division, AFLCMC/HBU. If the purchase of any other system is made, then the Vindicator Head End will need to be replaced with a compatible system as well. In turn, this would require all alarm panels in every building on base to be replaced as well. This type of undertaking would cost the Government millions of dollars and significant administrative burden and manpower to accomplish. Any deviations from using the same brand as the existing system will result in the loss of IDS monitoring and response capabilities for the Command Post.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The Contract Specialist contacted several on-island small business vendors who are certified dealers/installers of Vindicator equipment/systems. Three vendors confirmed that they are certified by Vindicator and can provide the equipment.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Prior to contract award, the Contracting Officer will ensure prices are fair and reasonable based on adequate price competition among offer(s) and/or previous contract award amounts for similar Vindicator equipment/systems purchased for Andersen Air Force Base, Guam.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Current market research performed consisted of a search for "561621", "FY22", on FPDS-NG and has resulted in 3 contract actions similar to the required items/services. A search of SBA DSBS website "Guam" and NAICS code "561621" yielded 12 local vendors active in the SAM website. Four (4) vendors confirmed that they can provide the equipment and they're interested.
