About this file
This document is a brand name justification for a solicitation seeking gas detection units with confined space training from the Department of the Interior Bureau of Reclamation. The solicitation requires gas detection units that can sample at 147 feet and guarantee sensor viability for 180 to 365 days for confined space access at Hoover Dam. Drager is identified as the only manufacturer that can meet these capability requirements. Efforts were made to maximize competition by obtaining an authorized retailer list from Drager containing eleven companies that could supply the required equipment, seven of which are small businesses. The proposed price will be determined fair and reasonable through price analysis techniques and comparison to an independent government estimate. No other manufacturers or interested sources were identified that could meet the technical requirements.

5. Demonstration of Contractor's Unique Qualifications (FAR 6.303-2(b)(5)).
Drager is unique in being the only manufacturer providing a pump with a 147ft length clearance sample hose capability required for Hoover Dam confined space. They are the only manufacture to guarantee that the sensors in their portable hand-held gas detection unit will hold their viability for a minimum of 180 to 365 days. This is required for the confined space access by the Hoover Dam personnel to ensure the quick response to avoid serious injury or fatality of any BOR personnel. Drager also has the adaptability to be able to upgrade their sensors which provides savings to the government. Draeger provides the extra added worker safety in tightly constructed confined spaces by providing the option of the hand-held devices instead of workers wearing bulky clothing that may get stuck in tight situations. Finally, they are the only manufacturer to provide a comprehensive sustainment and maintenance program for the hand-held portable gas detection units.
