1. Introduction

The Bureau of Reclamation (BOR), Lower Colorado Dams Office, Hoover Dam has a need for regulatory required lifesaving equipment used during confined space operations. The vendor shall provide hand-held multiple-gas detection air monitoring equipment to include supporting charging calibration system, accessories and support services including:

Hoover Dam personnel must regularly access confined spaces to complete daily tasks and duties.

Routine and non-routine activities are completed as required in confined spaces. The current hand-held multiple gas detection monitors are at the end of their life cycle. Existing gas detection units do not provide adequate detection capability to facility identified hazards, which may lead to potential exposure during common confined space work. Considerations for confined space work comprise of identified Permit-Required Confined Spaces exceeding 141Ft (43m) in length or depth. Personal and area monitoring is necessary as a preventative measure to avoid inadvertent employee exposure to hazards.

1.1 Regulations

Applicable Occupational Safety Health Administration (OSHA), General Industry Standard (29CFR 1910) and Construction standard (29CFR1926) regulations, Reclamation Safety and Health Standards (RSHS) with select American National Standards Institute (ANSI), National Fire Prevention Association (NFPA) and specified National Institute for Occupational Safety and Health (NIOSH) guidelines pertain to this Statement of Work.

a. The RSHS handbook can be downloaded electronically at http://www.usbr.gov/ssle/safety/RSHS/rshs.html for no charge for use in connection with the specifications in accordance with the notice titled “Notice of Safety and Health Requirements and of Safety Handbook Availability – Reclamation”.
