Demolition Level / NESHAP Asbestos, LBP and PCB Survey
Jupiter Inlet Lighthouse Outstanding Natural Area
Jupiter, Florida
A demolition level survey for asbestos-containing materials (ACMs) was performed at the
Jupiter Inlet Lighthouse Outstanding Natural Area (ONA), Housing Unit 1, on October 17, 18, and 19, 2016, by Mr. Michael G. Williams, CIEC and Mr. Robert Annis, who are AHERA accredited asbestos building inspectors working under the direction of a Florida Licensed
Asbestos Consultant (#AX-43). Collected samples were forwarded to Air Quality
Environmental, Inc. (AQE), an independent laboratory located in Seminole, Florida, for analysis by Polarized Light Microscopy (PLM).
The following EPA Category I non-friable materials were found to contain asbestos concentrations greater than one percent in the subject property:
• Mastic Associated with Blue 9” x 9” Vinyl Floor Tile (approximately 100 square feet) –
• Bedrooms of Housing 1 (Good Condition)
• Black Mastic Associated with Grey 9” x 9” Vinyl Floor Tile (approximately 400 square feet) –
• Bedrooms of Housing 1 (Good Condition)
• Green 12” x 12” Vinyl Floor Tile and Associated Mastic (approximately 800 square feet)
• Under Ceramic Floor Tile Throughout Housing 1 (Good Condition)
• Black Mastic Associated with Grey Asphalt Roofing and Underlayment (approximately

• square feet) – Roof of Housing 1 (Good Condition)
A survey for Lead-Based Paint (LBP) and PCBs was performed at the above referenced facility, on October 18, 2016 by Mr. Steven A. Lipson, a Certified Industrial Hygienist (CIH) who is also an accredited lead Inspector and Risk Assessor. This survey was completed to meet and exceed requirements of BOTH the OSHA Lead in Construction standard (29 CFR 1926.62) and the
EPA's Renovation, Repair and Painting (RRP) Program. There was no detectable traces of LBPs and PCBs in the subject property identified by the XRF, paint chip samples and caulk samples.
Exterior soil samples had detectable traces of lead at 85 ppm.
