Project Title: Jupiter Lighthouse Restroom Renovation

Attachment 7 Contractor Q&A

Questions 1 – 16 were brought up at the Pre-Solicitation Site Visit held at the construction site on April 28, 2021, and the remainder of the questions were received via email.

1. Is there an asbestos report?

Answer: Yes. A summary of the asbestos report was provided in the Solicitation.

2. Are you on a septic system?

Answer: Yes. Unit 1 is currently on a Septic System which will be transitioned to municipal sewer by a separate project.

3. Where is the terminating ejector?

Answer: Specifically, for the sewer system it would be on the south side of the building.

Plans for the sewer and water will be provided to the awardee.

4. The drawings show a wood frame interior. What is the reason for that, would the BLM allow substitution for metal studs?

Answer: The BLM would allow a substitution for metal studs based on an acceptable plan and proposal from the Contractor that meets building requirements.

5. Do the interior sides of perimeter walls need to remain as is or are they demolish and rebuilt?

Answer: Interior sides of perimeter walls may remain as is.

6. The Specs don’t talk about insulations, what type of insulation is needed? To FL code?

Answer: Insulation is specific discussed in Section 072100 – Thermal Insulation. To FL

Building Code Standards is acceptable.

7. Can we have access to what is above the ceiling?

Answer: Yes. Access was provided during the site-walk.

8. Currently the ceilings are 8’4” high. One part of the plan states 10’ and another states

9’4”. Which is it?

Answer: These differing heights are from the exterior elevations of the buildings on page

A201 of the plan drawings. The interior floor to ceiling dimension is 9’4”.

9. Will the support beam going across the multi-use room support the partition, or is a substructure needed?

Answer: Information concerning the partition is outlined in the specification documents.

Section 102233-2.4 – Suspension Systems.

10. The plans imply gloss finish on walls. Is that a requirement?

Answer: Paint finishes be established post -ward, however wall tiles are white-gloss.

11. What level of sound insulation, and what direction, is required between walls?

Answer: Noise reduction elements are called out for Toilet and accordion patriations in the specifications at 102233 – 2 and 102113 - 3.

12. Will you require fencing to exclude the public during construction?

Answer: No, the construction and staging will all occur outside of the publicly accessible portion of the ONA.

13. Are you returning to drywall or plaster?

Answer: All specifications are for drywall.

14. When are the questions due and when is the proposal due?

Answer: Questions were due on April 30th. Proposals are due by May 17th.

15. Will the chimney be abandoned in place?

Answer: Yes, the chimney must remain to meet SHPO requirements.

16. Is the dock demolition part of this job or out as a separate solicitation and when is it due?

Answer: No, the Dock Demolition is a separate job under a separate solicitation.

17. Project type clarification: Per walkthrough “Residential,” Plan A-002 “Business Tenant

Spaces.” Please advise as to:

• Type of building

• List of any and all jurisdictions having authority since this is a federally-owned property

• Any and all permit requirements for this project.

Answer: Building type is Residential. The project occurs within Palm Beach County, Florida within the municipal jurisdiction of the Town of Jupiter. All required permits to meet with local building codes as identified in the specific sections of the specification documents are required and the responsibility of the Contractor.

18. Contractor Supplied Temp Facilities and Utilities: Please advise as to any other buildings affected by all required utility shutdowns.

Answer: None, this building can be isolated for all utilities from all other structures on site.

19. Provide complete asbestos report. Solicitation included a summary. Plan set architectural pages denote necessity of abatement for flooring whereby none noted for roofing underlayment.

Answer: The complete asbestos report is provided. Note it contains information for the entire site, only those findings associated with “Housing Unit 1” are relevant for this project.

20. Please clarify extent of newly proposed water and sewer work at roadway as discussed during walkthrough.

Answer: Water and sewer work, including road replacement will be conducted under a separate contract associated with that work. Plans for that work are of limited distribution until finalized and will be provided to the final awardee.

21. Has there been a recent termite inspection?

Answer: No.

22. Structural Drawings indicate the use of wood studs which is not used in modern commercial construction in Florida. Please confirm the use of 20ga EQ light gauge metal framing is an acceptable substitute in accordance with attached submittal sheet from

Clark Dietrich. Should corrosion from salt laden air be a concern, studs can be upgraded to G60. Please advise.

23. If metal stud framing is permissible per Question 1 above, please advise whether wood framed Structural Column C1 can be replaced by pipe column C2 which can be situated within a standard 3-5/8” stud.

24. S100 and corresponding Section 3/S501 indicates the addition of a wood beam that appears to be situated slightly below the bottom cord of the existing trusses. Label 10.15 on A111 indicates a folding partition will be located where the wood beam is to be added. Is the intent for the wood beam to provide structural support for the folding partition’s overhead track? If so, please confirm bottom of beam elevation is properly coordinated and no additional backing/ blocking is required by the drywall subcontractor.

Answer: Information concerning the partition is outlined in the specification documents.

Section 102233-2.4 – Suspension Systems. Installation of accordion partition should meet manufacture guidance.

25. RCP A112 indicates the drywall ceiling height as 9’-4” while bottom cord of trusses places the drywall ceiling at 8’-3” to 8’-4”.

• Please confirm existing site conditions govern.

• Please confirm drywall will be directly fastened to bottom board or whether z-furring is to be provided.

Answer: Existing site conditions do not govern. Specifications/drawings call for ceiling height of 9’4” above interior floor. Drywall should be directly fastened.

26. Section A301 indicates batt insulation above (new) drywall ceiling. Please provide target

R-value to meet Florida Energy Code.

Interior wall details

• Confirm that the use of 20ga EQ light gauge metal framing is an acceptable substitute for wood studs.

• Provide R-values for all insulation requirements for project that meet the

Florida Energy Code

• A112 indicates the drywall ceiling height as 9’-4” while bottom cord of trusses places the drywall ceiling at 8’-3” to 8’-4. Please confirm existing site conditions govern.

• Please indicate if any fire rating and or smoke partition assemblies.

• Please indicate which interior walls are level #4 drywall and which are plaster.

Answer: Installation of insulation is governed by EO13514, EO13693, EO13934, which require increased energy efficiency for structures ranging from R30 to R60 with a recommendation of R38. Substitutions for metal framing is acceptable based on an approved plan that meets building requirements from the Contractor. Ceiling heights are

9’4 existing site conditions do not govern. Fire ratings and smoke partitions should comply with Florida Building Codes along with any other applicable codes and standards. All interior walls should be level #4 finished.

27. Please confirm that all lavatories are to be wall hung.

Answer: Yes, all lavatories are wall mounted.

28. Please indicate backing requirement, if any, for restroom lav sink.

Answer: It is unclear which sink is being referred to in this question.

29. Drywall Specification 092900-2.2 lists regular and mold-resistant board but does not indicate where in the Execution Part 3. Shall we assume the following:

• XP be provided in the double chase wall in Restrooms 105 & 106; and back wall of Kitchenette 102

• Regular 5/8” board above tiled wainscot and balance of walls

• 5/8” Denseshield as tile back per Spec

• We recommend 5/8” board be provided in ceilings in lieu of ½” to better maintain levelness given the substrate is wood trusses (rough carpentry)

Answer: Contractor recommendations, such as these, are discussed post award. The BLM is amenable to contractor recommendations that meeting building requirement and enhance the stuff or offer a cost savings initially or through maintenance of the building.

30. A511 indicates on-wall blocking for upper and lower cabinets vs. in-wall blocking that is traditionally provided by drywall subcontractor. If in-wall blocking was meant, please confirm the use of 18ga 8” tall flat metal (hospital spec) is an acceptable substitute for wood blocking.

Answer: This would be an acceptable substitute provided it didn’t greatly impact cost, schedule, or the ability to maintain. Specifics of contractor recommendations are handled post-award.

31. Please advise as to window type and prefinished color per specs or to be painted as indicated on Plan Page A-06.

Answer: Per specification 085700. Windows would be impact resistant white aluminum.

Picture windows and/or horizontal scrolling windows would be acceptable. Final details and specifications can be discussed post award.

32. Per walkthrough, existing architectural features of soffit and eaves to remain undisturbed.

Please provide:

• Shingle color.

• Manufacturer and color of proposed prefinished trim.

• Attachment details and prefinished color for proposed seamless gutter system.

Answer: Shingles should be slate-gray. Soffit trim is not manufactured it consists of stucco over a metal frame constructed intuit. All exterior finishes should be white. Section

077100-2.1-I in the specifications provides details associated with the gutter system.

33. Plan Pg. C-104 calls out “colored concrete.” Advise to color or supply specification and extent of work.

Answer: Concrete will either by standard grey or red matching brick pathways on site.

This will be determined post award.

34. Could you give us an idea of what the engineer estimated range of price or the project magnitude?

Answer: Pg 4 of the solicitation states the estimated construction magnitude is between

$250,000 - $500,000.

35. Is a Bond Required?

Answer: Yes, Throughout the solicitation it states bonds are required. The Contracting

Officer has determined a bid bond, payment bond, and performance bond is required.

36. Was there any mandatory pre-proposal conference/site visit?

Answer: Site visits are NOT mandatory but are highly encouraged. Page 34 of the solicitation states there was a site visit held on April 28, 2021.

37. There is no SOW in the documents posted on beta.SAM.gov. We would like to ask if it can be posted for us to use to develop our Technical proposal.

Answer: There is not a separate statement of work document but rather specifications and drawings. The specifications and drawings are on beta.sam.gov at the following link:

Section L-8 states:

“L-8 VOLUME 2: FACTOR 1, TECHNICAL APPROACH/CAPABILITIES

(a) Subfactor 1: A construction plan (in narrative format) shall be provided indicating a thorough understanding of the work required as well as a sound and reasonable approach to complete all project elements. The construction plan successfully illustrated the capability of the offeror to manage all project elements to include suppliers, subcontractors, employees, and equipment. Proposal provided acceptable drawings detailing the general design of the closure of each feature within the task.

(b) Subfactor 2: A project schedule (in Gantt chart or similar format) shall be provided detailing the chronological completion of tasks required to complete the project within https://beta.sam.gov/opp/054a2ed8e657403c9172e2f08bdc65e2/view the specified period of performance. A narrative shall also accompany the project schedule illustrating the key tasks being completed at each stage of the project.”

Based on this you are to develop a construction that details how you plan to complete each task of the specifications.
