About this file
This document is a contract clause section outlining applicable terms and conditions for a federal contract with the Department of the Interior (DOI).
The contract incorporates several FAR clauses by reference, including provisions for commercial products and services (52.212-4), addressing DEI discrimination by federal contractors (52.222-90), Buy American requirements for supplies (52.225-1), and inspection procedures for fixed-price supplies (52.246-2). A critical requirement is that all payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov. The Contractor's Government Business Point of Contact will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis within 3-5 business days of contract award. Contractors requiring IPP assistance may contact the IPP Production Helpdesk at IPPCustomerSupport@fiscal.treasury.gov or (866) 973-3131. The contract specifies that certain documents must be attached to IPP invoices, though the specific documentation requirements are to be detailed by the Contracting Officer in a separate box section (not populated in this document). If a Contractor cannot comply with IPP requirements, a waiver request must be submitted in writing to the Contracting Officer with the proposal or quotation. Full text of all incorporated clauses is available electronically through the Federal Acquisition Regulation and DOI Acquisition Regulation websites, or upon request from the Contracting Officer.
