About this file

This document outlines a test plan to evaluate the effectiveness of the Acryla Tec Coating for corrosion prevention on Expedient Small Asset Protection Systems 1 and 2. Testing will take place at Andersen Air Force Base over an 18-month period, with interim reports at 6, 12, and 18 months. One ESAP 2 system and the storage containers for an ESAP 1 system will be coated with Acryla Tec Coating per the manufacturer's instructions, while a control ESAP 2 and untreated ESAP 1 containers will be observed for comparison. Data collection will include application time, waste generated, and quarterly visual images and corrosion assessments of all surfaces. The purpose is to determine the Acryla Tec Coating's performance compared to standard finishes. Results may inform potential approval, qualification, and use of the coating by the Air Force under solicitation number FA524023QM010 for paint removal and application services in Guam.

TEST PLAN

FIELD SERVICE EVALUATION

OF

ACRYLA TEC COATING (ATC)

FOR

CORROSION PREVENTION FOR THE EXPEDIENT SMALL ASSET

PROTECTION SYSTEMS 1 & 2

PURPOSE

This test plan has been created to evaluate the effectiveness of Acryla Tec Coating (ATC) ATC-200. Testing will determine overall performance compared to the standard manufacturer’s finish for the Expedient Small Asset Protection (ESAP) system models 1 and 2 as they are exposed to the corrosive environment found throughout the PACAF AOR. Qualitative data, including observational notes on the products adhesion, chip resistance, color retention, corrosion resistance, and the application process will be recorded. Quantitative data taken will include: the extent to which the coating fails over time, the application process time, and the weight and size of any hazardous waste generated. A report will be made comparing each product. This data will be supplemental in determining the costs and benefits of using the tested products in the field.

Field testing of the Acryla-Tec Coating is an important aspect of the tests conducted on the product. This is because the Acryla-Tec Coating currently has no MIL-STD conformity, and no laboratory coupon testing has been accomplished to date. If warranted by performance and funding availability, the required laboratory/coupon test may be accomplished at a later date in order to substantiate potential approval/qualification and inclusion into the list of MIL-STD products.

TESTING

Testing will take place at Andersen AFB. The testing of will consist of an exposure test for a fully erected ESAP 2 system as well as for the storage containers for the ESAP 1 system. The storage containers for the ESAP system are integrated into the erected structure which makes protection of these containers from the elements important to the structural stability of the ESAP system.

TEST PREPARATION/PROCESS:

a. One of the two ESAP 2s will be chosen as the test subject for the product while the other ESAP 2 will be untouched for use as the control subject

b. The control ESAP 2 will be left as is

c. Test ESAP will be stripped to the bare substrate and recoated with Acryla Tec IAW manufacturer’s instructions.

d. No surfaces under evaluation will be repaired using corrosion preventative compounds.

e. Pictures and a description of the performance of both control and test coatings will be recorded upon start of the test and then quarterly for a period of 18 months.

ESAP FIELD TESTING DATA COLLECTION

Data collection will include:

a. The application time, from start to finish: to include preparation of the test surface in accordance with the manufacturer’s instruction and application of the product to the test surface. Application of the product will be in accordance with the environmental conditions specified by the manufacturer and via one of the specified methods for application.

b. The size and weight of any generated hazardous waste

c. A description of the application process including comments about the ease of the process and difficulties of using each product.

d. A picture of each surface will be taken on the first date of exposure, and every quarter for at least 18-months.

e. The test data matrix in table 1 will be used for compiling data:

REPORTING

Assessment of corrosion will be by visual inspection of the presence and amount of corrosion on painted surfaces and joints. Inspections will occur quarterly and will include a final inspection at the

18-month point. Upon final inspection, a decision will be made to extend or terminate the test based on the severity of the corrosion.

There will be interim reports at 6-months, 12-months, and a final report at 18-months. Should the test be extended, the 18-month report will address Material Feasibility for the initial phase and indicate the need for laboratory/coupon testing.
