The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.
3.1.3.1 Protective measures, hydraulic system(s). Maintain existing hydraulic system cleanliness and take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Immediately after disconnecting or removing components from the hydraulic system, seal all openings to the rest of the system using caps for externally threaded connection points, bolt-on blanks, or taped-on discs/covers made of durable plastic or sheet-metal that is no less than 1/16-inch thick.
Note Be aware that plastic bags may be used only when arrangement or configuration prevents the use of the other sealing methods specified above.
3.1.3.1.1 Cleanliness is of prime importance. If cleanliness is not maintained at all times, work may be suspended by the Contracting Officer on the advice of the Technical Representative.
3.1.3.1.2 Only workers with clean clothes and tools shall be assigned to work around the propeller’s open hub mechanism.
3.1.3.1.3 All lifting equipment, chain blocks, rope, nylon slings, and other equipment/tools shall be washed clean prior to use on the CPP system to prevent dirt from falling into the system.
3.1.3.1.4 Any o-ring (or custom o-ring made out of stock) that is cut and then requires rejoining shall not be glued back together, but rather joined together by a vulcanizing process. This vulcanizing requirement has come about due to a rash of failed glued joints that required emergency dry-docking of numerous Cutters. On a case by case basis, and only on non-underwater sealing joints, and if supported by OEM, the Contractor may appeal this vulcanizing requirement. Coast Guard reserves the sole right to approve or disapprove such appeals.
3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.2 Operational test – initial inspection. Prior to commencement of work, the Contractor shall witness Coast Guard personnel perform an initial operational test of CPP system. The system has a known underwater leak assumed to originate from a blade seal.
3.2.1 Contractor shall provide oil collection provisions during this necessary operational test. A small quantity of oil (containable) is expected to escape from the propeller hub.
3.2.2 Identify and confirm source of leakage. The Contractor shall visually inspect the surface of hub for any sign of damage, e.g. cracks. During disassembly pay particular attention to those areas after discovery. Submit a CIR.
3.3 CPP system draining. The Contractor shall perform the following tasks:
3.3.1 Oil sampling. Within the first four hours of drydocking, the Contractor shall remove the plug item 19 of Figure 7-2, TP-3524, and Section 245 and draw two samples of the oil from each hub. Replace item 19 after sample is drawn. The Contractor shall provide a sample from the hub to the Coast Guard Inspector. The other sample from each hub shall be sent out for spectrographic analysis and a report submitted to the Coast Guard Inspector of the findings within 72 hours of drawing the sample.
3.3.2 The Contractor shall drain the CPP System per procedure 6-5.1 “Draining the Hydraulic Oil” of TP-3524, Section 245. Figure 6-1 “Draining, Charging, Testing” of same Tech Pub illustrates draining setup. Approximately 60 gallons of oil is contained within the hub.
3.3.3 The Contractor shall drain all CPP hydraulic system fluid from head tank (15 gallons) and sump tank (200 gallons).
3.3.3.1 After the CPP head tank and sump tank have been drained, open and clean to dry bare metal removing all condensation residue using new low-lint cleaning cloths, conforming to CID A-A-59323, Type II. The tanks shall be inspected and verified by the Coast Guard Inspector prior to closing. All gasket material shall be renewed.
3.3.4 Used oil from the CPP system (approximately 275 gallons) shall be disposed of in accordance with all applicable local, state, and federal laws and regulations.
3.4 Blade Removal, Installation, and Seal Renewal. The Contractor shall perform the following tasks.
3.4.1 Renew all the blade seals on the propeller hubs. Ensure that hubs and blades are adequately marked to identify original blade locations, which will ensure each blade is returned to the same hub port in which it was removed. Mark hub and blades if existing marks are not adequate. The Coast Guard Inspector will verify the cleanliness of the area including staging and rigging prior to the commencement of disassembly. Renewal shall be as follows:
3.4.2 Rotate the propeller so that the propeller blade to be removed is in the position specified by the Technical Representative.
3.4.3 Clean all bolt heads and the spaces between the bolt shoulder and the blade palm to insure complete cleanliness. This will prevent dirt from falling into the crank ring threads while removing the bolts. Blow out with air.
NOTE
Above paragraph is a very important step and may prevent the galling of blade bolts during removal.
3.4.4 Remove each propeller blade per procedure 6-6.1 “Propeller Blade Removal” of CG Tech Pub 3524, Section 245.
3.4.4 The Contractor shall remove each propeller blade per procedure 6-6.1 “Propeller Blade Removal” of TP-3524, Section 245.
Note Coast Guard has obtained (and will supply as GFP) the Blade Lifting Arrangement.
3.4.5 The Contractor shall use exclusively the blade lifting rig as shown in Figure 7-15 of TP-3524, Section 245. “Blade Lifting Arrangement” to remove and reinstall blades. At the completion of drydock, the lifting rig will be returned to the Coast Guard.
3.4.5.1 Remove, by wrench, one bolt at a time. Use the wrench with extreme care when encountering hard spots to prevent/mitigate seizing or thread damage. Mark each blade bolt hole where the bolt was not smoothly removed for further investigation and for cleaning with a tap. When a bolt is removed cover the opening with a clean rag. Verify each bolt is marked to ensure it will be reinstalled in same hole.
3.4.5.2 Lift each blade from the hub with caution to ensure the blades are lifted straight up. Ensure the blade does not hit anything during rigging. The most critical area for damage is the o-ring seal area of the palm of blade. Immediately cover the crank ring with clean lint free rags to contain residual oil leakage and prevent damage or contamination.
3.4.5.3 Once a blade is removed, each opening shall be protected whenever unattended by wrapping with plastic sheets and taping seams.
3.4.6 Safeguard the blades until reassembly on the hub.
3.4.7 Clean all mating surfaces on the blade and the hub. Clean the blade palm on the inner-side (between hub and blade), as well as the o-ring surface. Make sure all salt residue is removed but with care ensuring the o-ring contact area is not scratched. Clean the blade bolt landings and inspect for damage.
3.4.7.1 Ensure the blade’s sealing surface is undamaged and of proper finish. Propeller blade’s sealing surfaces shall be 16 micro inches or better. It has been reported that hand stoning is required to obtain the 16RMS surface finish.
3.4.8 Clean blade bolts and test for cracks using dye penetrate. Inspect mating surfaces of the bolts and the blade. Perform all NDT in the presence of CG inspector. Fluorescent penetrate examination is acceptable.
3.4.9 With the Coast Guard Inspector present, a properly sized Contractor furnished tap shall be used to chase those blade bolt’s threaded holes (located in the crank ring) which had difficult to remove bolts, show signs of thread damage, or which the technical representative otherwise desires to be cleaned. Extreme care must be exercised in performing this evolution, so as not to damage (i.e. cross thread) threaded hole. The purpose is to clean any debris from between threads, not to remove metal.
3.4.10 Remove the lint free rags from crank ring, remove old seal ring and clean the surface making sure nothing drops into the thread holes. Inspect the threads for damage and contamination.
3.4.10.1 In the presence of the Coast Guard Inspector, make a visual inspection of the condition of the entire hub and record any findings/observations in the form of a condition found report. Contractor shall also assist the technical representative, as necessary, in inspecting and assessing propeller condition. This assistance may involve supplying calibrated measuring tools, strongbacks, chainfalls, and manpower. Inspection shall measure “G,” “J”, and any other hub clearance listed in Figure 6-2 “Hub Clearance” of CG Tech Pub 3524, Section 245. The purpose of inspection is to assess the wear condition of hub internals and to identify any impending wear problems/trends.
NOTE
An example of inspection data collected on other CPP systems that may also be applicable here might be a thrust measurement of each blade while the blade port is at Top Dead Center (TDC). A couple of blade bolts would be threaded in then the crank is pulled up (via the blade bolts) with lifting gear (“thrust out” position) and the difference in measurement between normal resting “thrust in” would be then determined.
3.4.11 The Contractor and Coast Guard Inspector shall jointly inspect new Government furnished blade sealing o-rings (item #43 of Figure 7-1) of TP-3524, Section 245 to ensure they are undamaged and cure date has not expired. Install the o-ring (item #43).
3.4.12 While the blades are removed and prior to propeller reassembly, polish all four (4) propeller blades to 63 RMS finish. Dress down edges of blade tips smooth. Ensure they are free of burrs and scratches. Report any discovered blade damage in a CFR.
NOTE
Polishing shall be performed as soon as practical after blade removal to allow maximum time to rectify any discovered indications. Polishing shall be performed only by qualified individuals. Only minimal metal shall be removed during polishing and the leading edge contour and blade profile shall not be altered.
3.4.13 Dye penetrant test the entire removed blades (after polishing and prior to reinstallation) from the palm to the tip on both pressure and suction sides. Dye penetrant testing shall be performed by a qualified inspector in accordance with NAVSEA T9074-AS-GIB-010/271. Perform all NDT in the presence of CG inspector.
3.4.14 Reinstall the propeller blades per procedure 8-6.5.2 “Blade Installation” of CG Tech Pub 3524, Section 245.
3.4.14.1 The below Table is a list of known Contractor furnished parts to be renewed (regardless of damage) with contractor furnished the following by Contractor.
