About this file

This is a Summary of Procurement Request for a Service from the USDA Agricultural Research Service (ARS) Conservation and Production Research Laboratory in Bushland, Texas. The requirement is for chemical analysis of 192 dried and ground plant samples and 256 dried but not ground soil samples collected during the 2025 growing season of the Manure Priming Project research study, which is the third year of a 10-year study. The suggested method of procurement is sole source, with a required delivery date of 30 days after award. The point of contact is William Willis, Agronomist, at will.willis@usda.gov or 806-570-0665.

The contractor must conduct comprehensive soil and plant tissue analyses using specific reference methods, including moisture content, pH, electrical conductivity, nitrogen forms, phosphorus, extractable elements via ICP-AES, organic matter, fiber content, ash, crude protein, nitrate, chloride, and mineral analysis. Results must be reported separately for soil and plant samples in dry weight basis or mg/kg (ppm) format with specified precision tolerances. The contractor must provide all laboratory technicians and personnel required to complete the work, including sample grinding for soil samples. Deliverables must be sent to Anna.Ortiz@usda.gov within 30 days of sample receipt. Performance incentives include a 15% rate reduction per sample if results are delivered 35-45 days after submission and a 30% reduction if delivered after 45 days. No prior contract history exists for this requirement.
