Statement Of Work (SOW) Automatic Wiring Analyzer (AWA) Test Adapter Cables (TAC)

70Z03821QE0000053

1.0 BACKGROUND

1.1 The United States Coast Guard (USCG), Aviation Logistics Center (ALC) provides Programmed Depot Maintenance (PDM) and Heavy Maintenance support for various USCG Maritime Patrol Aircraft. This support includes major aircraft electrical-wire-interconnect-system (EWIS)/avionic assemblies and sub-assembly inspection, repair, upgrade/modification, and/or replacement. After repairs and/or modifications are made, verification of installation conformance and proper configuration management are paramount. Testing of the entire EWIS system/assembly for proper component operation and condition before applying electrical power is vital for component and operator safety and proper systems operation.

2.0 SCOPE

2.1 The scope of this Statement of Work (SOW) is intended to establish and provide the requirements for the build of one set of sixty-eight (68) Test Adapter Cables (TACs) “W” adapters to be used to connect the legacy TACs to Drive In Theatre Manufacturing Company (DIT-MCO) 2650 Automatic Wiring Analyzer (AWA) DL1-156 front panel connectors for testing the airframe wiring harnesses for the MH-65E rotary wing aircraft.

The TACs will be terminated with two (2) zero insertion force DL1-156 tester front panel connectors and three (3) DIT-MCO DD sockets.

3.0 REQUIREMENTS

3.1 Unless otherwise specified, each TAC identified in paragraph 2.1 must be capable of permitting the tester to meet or exceed the requirements specified in Table 1. Each TAC must meet the minimum design requirements depicted in Attachment B- ALC Engineering Specification GENES05000.04 series (available upon request, NDA required) and meet the following minimum requirements:

a. Shall be two (2) foot long unless engineering proves an alternate length requirement.

b. Make low resistance (4-wire Kelvin) measurements of < 0.100 ohms.

c. Be capable of bending to tight radiuses needed to allow for installation and front panel access.

d. Be manufactured of or protected by, materials, such as E103867 braided monofilament sleeve, capable of preventing damage from chafing against edges and other front panel connectors, while still allowing for the flexibility requirement per section c above.

e. Because the AWA must detect momentary (10 microseconds or longer) breakdowns or arcs in the Unit-Under-Test (UUT) and if current exceeds a programmed limit, the dielectric test must fail even if the current returns to normal prior to the completion of the test, the TACs must be able to withstand such testing without influencing the test results.

f. TACs must be capable of withstanding high voltage (500V)/constant current (2.5A) testing of items such as circuit breakers and current sensing relays, etc.

3.2 The TACs must operate without accuracy fluctuations within all temperature and humidity conditions found in a non-environmentally conditioned space of an open aircraft hangar.

Humidity levels may reach 100% with occasional surface condensation occurring.

3.3 Design and construction must be in accordance with (IAW) best current industry practices.

All components must be current technology and currently available.

3.4 The TACs must comply with Federal Communications Commission (FCC) Electromagnetic Suppression regulations applicable at the time of manufacture.

3.5 DD/DL1-156 pin out scheme will be provided in Attachment A (available upon request, NDA required).
