3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
a. The Contractor shall provide services for the following tasks marked by an
“X”:
[X] Provide a cost proposal to provide and install all material to complete the project as per project requirements for the base project.
[X] Provide a cost proposal to provide and install all material to complete the project as per project requirements for the add\alternate project.
4.0 PROJECT REQUIREMENTS:
a. The Contractor shall furnish a cost proposal to replace the identified sections of sanitary sewage pipe beneath Building 1 at the College Station, TX site. The contractor will provide a turnkey product to include, but not limited to, all materials as specified and the proper installation of all material. The project is located at the Southern Plains Agricultural Research Center, 2881 F& B Road, College Station, Texas.
b. The Contractor will work with site personnel to ensure project is accomplished to limit down time of the existing space.
c. Piping previously replaced may remain provided passing a visual inspection for integrity.
d. The Contractor must coordinate work with Government to ensure area will be available during work. Experiments in progress range from several days to several weeks. As such planning is critical.
e. The Contractor may propose a different installation method, but it must be approved by the Government to ensure all the Government needs are satisfied.
f. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e., UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.
g. Davis Bacon Wage Rates apply to all construction contracts more than $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
h. Projects more than $35,000 will require Payment and Performance bonds.
Obtaining and the cost of these bonds is the responsibility of the Contractor.
i. Contractor will be required to be registered in the Government’s System Award Management (SAM) prior to award of the contract to allow for Electronic Fund Transfer payment.
j. Contractor must register in Government’s Invoice Payment Platform (IPP) and submit invoice electronically for payment.
4.1 Base bid:
a. The Contractor will provide a turnkey project satisfying all Local and State requirements.
b. The contractor will replace the cast iron sanitary sewage piping sections beneath the building as shown on the attachment #1 (Plans 9-P-2). (Note:
some piping has already been replaced). Piping in drawing is only for general purposes. All piping sizes, take-offs, fitting are the responsibility of the contractor.
c. All piping is exposed beneath the building.
d. The Contractor will remove the existing cast iron sanitary sewage laboratory piping and replace with new schedule 40 PVC piping. All old piping to be removed from beneath the building and disposed of.
e. The Contractor will cut the existing cast iron piping before it goes through the floor. The cut will allow ample room to properly connect the PVC piping with the cast iron piping.
f. The new piping will match or exceed the existing piping size.
g. The Contractor will use no hub connections to connect PVC and cast-iron piping (see figure #1).
h. The Contractor will provide adequate piping support. Existing support hangers can be re-used if in good condition. Any damaged or severely rusted support hangers will be replaced.
i. The Contractor will provide any necessary piping slope to ensure proper drainage.
j. Main trunk line piping to be replaced to include all connections to the main trunk line.
k. The Contractor will install cleanout in all locations where there was one and any other location required.
l. The Contractor will install p-traps as required to prevent the back-up of sewer gas.
m. Original under building floor plans is attached (attachment #1).
Government does not guarantee complete accuracy of drawings but not many, if any, variations are expected. The Contractor is responsible for verifying piping runs.
n. Any abandoned lines will be removed and not replaced.
o. Contractor is responsible for any damage to adjacent equipment that may become damaged during installation. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.
p. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
q. The Contractor must schedule work to minimize disruption of research activities. The Government will accommodate the Contractor schedule as best possible but cannot guarantee all times will be acceptable. After-hours work is permitted provided approval from the Government is obtained but no additional compensation will be provided.

4.2 Add\Alternate :
a. 1st alternate:
1. The Contractor will replace the main sanitary sewage piping trunk line for the restrooms for the entire length of building 1 All piping will be cut prior to going through floor as close to floor as possible to allow for connection to be made.
2. Trunk line is 6” & 4” cast-iron and will be replaced with schedule 40 PVC piping.
3. The Contractor may alter piping runs as necessary.
4. The Contractor will cover area beneath the piping to be removed to prevent contamination of the area below.
5. All requirements for the base project apply.

4.3 Government Furnished Equipment\Services
a. The Government will furnish a reasonable amount of utilities.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards.
Additional procedures and materials may be required than is indicated herein.
If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer Representative for immediate resolution.
5.3 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the COR\LSM for review. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.
Submittals are required for the piping and fitting and will be stamped and/or signed by the general contractor prior to submission to the Government.
Contractor is responsible for any costs incurred for equipment ordered without prior approval. Electronic submittals are acceptable.
5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR\LSM. Quality control is the exclusive responsibility of the Contractor.
5.5 Protection of Work and Property/Safety Requirements:
a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR\LSM.
b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
c. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.
d. Contractor shall furnish a Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) 10 days after contract award. SSSP\APP shall be approved by the Government before construction work commences.
5.6 Temporary Facilities:
a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR\LSM three working days prior to the need.
5.7 Materials and Equipment:
a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.
b. The Contractor will use biobased products meeting the minimum standard for content as defined in ASTM D6866 (Biobased Content Testing). The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide biobased products. The Contractor shall utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the COR\LSM.
c. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies and Contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO\COR\LSM.
5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting for the work to the satisfaction of the COR\LSM.
5.9 Warranty:
a. Submit data concerning the standard one-year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.
b. Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.
5.10 Final Payment/Contract Closeout: The following submittals are REQUIRED
PRIOR TO FINAL PAYMENT (other documents may also be required):
a. General contractors one (1) year warranty on work.
b. All warranties from manufacturers covering equipment.
c. O&M manuals for all equipment.
d. Release of liens.
e. Employee payroll\time sheets
f. Invoice
6.0 PROJECT SCHEDULE: The Contract time for this project is 120 calendar days for base and 60 additional days for add\alt.
