About this file
This document is a State of California Bid Specification for Plastic Trash Bags, specifically a statewide contract (Contract #1-21-81-05B) involving the California Department of Transportation (Caltrans) and the Office of State Publishing. The specification document (Bid Specification 8105-5584) was revised on August 2, 2021, and covers the procurement of plastic trash bags for various state uses including office, building, hospital, cafeteria, roadside, highway rest-stop, and park waste management.
The specification details three types of plastic trash bags (Type I, Type II, and Type III), with specific requirements for material composition, workmanship, performance, and environmental standards. Type III Caltrans bags have additional unique specifications, including specific color requirements (white, orange, safety yellow, or blue) and specialized designs such as "Don't Trash California", "Adopt-A-Highway", and "Clean California" bags. All bags must contain a minimum of 10% post-consumer recycled plastic material, comply with California's Recycled Content Plastic Trash Bag Law, and pass rigorous load performance and dart impact tests. The bags are available in various sizes, including 33" x 40" and 33" x 48", with options for handled and handleless designs.

1.8.2 The seam shall be uniform, straight, continuous and free from gaps and creases.
1.8.3 Perforation at open end shall be clean so that liner can be readily opened by hand without crimping or sticking.
1.8.4 Type I and Type II bags shall be one of the three (3) kinds: two-sided gusset type, star sealed or flat sealed. The configurations are specified by capacity, size, thickness, color, line item descriptions and maximum weight rating in the tables of Attachment 2A.
1.8.5 Type III (Caltrans) bags shall meet the following criteria:
1.8.5.1 The bags shall be opaque in four (4) color types – white, orange, safety yellow or blue as specified by the line item description in Table III of Attachment 2A.
1.8.5.2 The color shall be stable after two weeks exposure to ambient outdoor conditions.
1.8.5.3 “Don’t Trash California” bags shall be in OSHA orange or safety yellow,
· “OSHA” or “Omaha Orange” matching in Pantone Matching System (PMS) 021, or 165, RGB color codes (246, 132, 40),
