STATEMENT OF WORK FOR LAB ANALYSIS
I. GENERAL INFORMATION
A. Introduction The U.S. Geological Survey Columbia Environmental Research Center, herein referred to as USGS, has a need for laboratory analysis of water, sediment, and tissue samples for per- and polyfluoroalkyl substances (PFAS). The laboratory shall provide final analytical results to the USGS for samples collected as part of ongoing USGS laboratory research. The vendor shall provide all personnel, labor, supervision, equipment, materials, and supplies to complete the analysis of samples.
B. Background
The USGS is conducting laboratory toxicity studies to determine the toxicity of PFAS compounds using standard toxicity bioassays following ASTM standard methods.
ASTM International, 2018a. Standard guide for conducting acute toxicity tests on test materials with fishes, macroinvertebrates, and amphibians. Annual Book of ASTM Standards 11, 178-199.
USGS shall conduct up to 10 acute and chronic toxicity tests with a range of aquatic invertebrates and vertebrates. The initial studies shall focus on a single compound (PFOA or PFOS) but may include other PFAS or PFAS mixtures. Water samples shall be collected to confirm laboratory water is free of PFAS. Toxicity studies shall be conducted for up to 28 days and shall require periodic sampling to confirm the concentration of PFAS chemical in the water. At the end of the study USGS shall be collecting surviving organisms, and assuming adequate biomass is available, determine the concentration of PFAS compounds in their tissues.
C. Scope
The vendor shall analyze up to 400 water samples, up to 100 sediment samples, and up to 100 tissue samples for PFAS compounds. Reference Table 1 for sample type analysis. Analytical methods shall be based on EPA method 537.1 or similar. Alternate method is the direct injection and/or isotope dilution method for PFAS compounds may be considered. At a minimum the single PFAS, perfluorooctanesulfonic acid (PFOS) and/or perfluorooctanoic acid (PFOA), used in the toxicity study must be measured. Sample analysis will be priced as unit price per sample for 1) PFOA and PFOS (minimum requirement) and 2) costs associated with additional PFAS compounds within the technical capability of the laboratory.
II. WORK REQUIREMENTS
A. Technical Requirements
1. The vendor shall coordinate with USGS on the timing of the sample analysis and number of samples analyzed in each batch.
2. Because PFAS analysis can be confounded by contaminants, the vendor shall provide sample containers for samples collected during the study. This shall be coordinated with USGS.
3. USGS shall ship samples to the contractor laboratory for analysis of PFAS compounds.
4. At a minimum, the contractor shall measure, and report results for perfluorooctanesulfonic acid (PFOS) and/or perfluorooctanoic acid (PFOA). Reference Table 1 for the minimum analysis for each sample type as well as additional PFAS compound analysis that may be required.
5. Samples shall be analyzed following QA/QC requirements outlined in EPA method 537.1. This shall include meeting holding time requirements, detection limits, recovery.
Shoemaker, J. AND Dan Tettenhorst. Method 537.1: Determination of Selected Per- and Polyfluorinated Alkyl Substances in Drinking Water by Solid Phase Extraction and Liquid Chromatography/Tandem Mass Spectrometry (LC/MS/MS). U.S. Environmental Protection Agency, Office of Research and Development, National Center for Environmental Assessment, Washington, DC, 2018.
6. The vendor must demonstrate production of timely and thorough sample analysis. The analysis must be done by highly trained technicians. The vendor must provide the option for a sample rerun if a review of sample results indicates a highly unusual value. Data entry errors shall be corrected by the vendor.
B. Deliverables
1. Results of sample analysis must be provided by the vendor within two months of sample receipt.
2. The contractor shall provide deliverables in flat file form and include QA/QC data that is consistent with EPA method 537.1.
III. SUPPORTING INFORMATION
A. Delivery Location By email:
ATTN: Jeffery Steevens jsteevens@usgs.gov
B. Period of Performance One (1) Base Year and One (1) Option Year
C. Invoicing
Vendor must invoice monthly through the Invoice Processing Platform (ipp.gov). Invoices must include itemized breakdown of all samples analyzed and sample cost.
IV. PERFORMANCE STANDARDS AND MONITORING METHODS
Lab analysis must be completed within holding times specified in EPA method 537.1 with delivery of lab analysis results not to exceed 60 days. USGS shall compare data provided by the lab to the historical record to identify outliers in need of further review or sample reruns.
