3.0 SCOPE OF SERVICES:

The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.

a. The Contractor shall provide Services for the following tasks marked by an

“X”:

[X] Cost to upgrade Electrical service to Building 5 to include new service from transmission lines. Base portion of the SOW.

[X] Cost to transfer electric service to new distribution panel to include new electrical service panel. Add\alt portion of the SOW.

4.0 PROJECT REQUIREMENTS:

a. The Contractor shall provide a new electrical service and distribution system to Building 5 to include new electrical service from the existing transmission lines.

b. The Contractor will work with the local electrical provider to set new 400A,120/240v, single phase electrical service for Building 5, to include all necessary material and labor to install a new service rack.

c. The Contractor will set new service rack with fused disconnect and provide new underground electrical conduit and wiring to bldg 5 from the new service rack.

d. The Contractor will provide and install new electrical distribution panel at Building 5.

e. The Contractor will transfer the existing electrical service to the new electrical service to include additional electrical service panels.

f. The Contractor is responsible for arc flash analysis.

g. The project is located at the Southern Plains Agricultural Research

Center, 2881 F&B Road, College Station, Texas.

h. The Contractor’s proposal shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (ie., UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA, etc.) and health and safety codes, in effect at the time of contract award.

i. The Contractor is responsible for identifying underground utilities via dig test. Government will provide information regarding local utilities. Any local utilities identified that are damage are the responsibility of the Contractor.

j. The Contractor to the extent possible will utilize biobased, energy efficient products.

k. Contractor will coordinate all power outages with the Government to minimize impact to ongoing research.

l. Construction Wage Rates Requirement apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.

m. Projects in excess of $35,000 will require Payment and Performance bonds. Obtaining and the cost of these bonds is the responsibility of the Contractor.

n. Contractor will be required to be registered in the Government’s System Award Management (SAM) at the time of bid submission.

o. Contractor must register in Government’s Invoice Payment Platform (IPP) and submit invoice electronically for payment.

4.1 Base bid:

a. The Contractor will provide a turnkey project satisfying all Local and State requirements.

b. The Contractor will work with the City of College Station Utilities Division to provide new 400A electrical service for Building 5. City of College Station is agreeable to providing a new electrical service. The Contractor is responsible for complying with all the Utility requirements. The Contractor is responsible for cost incurred from the City.

c. The Contractor will set new service rack at the location shown. Use of transmission line utility poles is not permitted to set any equipment. The Contractor Service rack to accommodate all required material to include but, not limited to, 400A, 240v, single phase fused disconnect, meter can, conduit, wire, current transformers, etc.

d. New electrical service panel will be single phase 120/240v panels. Panels will use only copper bus bars with push bars extending to the entire length of the panel. The new panel(s) will be commercial industrial grade with enclosure rated per mounting location. The electrical panel will have a hinged dead-front to provide easy access. The Contractor will provide adequate circuit breakers as indicated for each panel schedule. The electrical panel will be made ready to access future circuit breakers as needs changes (bus bars are free of all tape). Each phase of the bus bar will be setup and ready to accept future circuit breakers.

e. The Contractor will provide circuit breakers as required, to include a main circuit breaker for each new electrical panel.

f. The Contractor is responsible for determining best arrangement of the circuit breakers and for equally dividing loads among phases to the extent possible.

g. An example of a new proposed panel is attached (see attachment 2).

General Electric, Square D, and Eaton are preferred sources, but other manufacturers may be permitted with approval of the Government. The new panels will meet or exceed the specifications for these panels.

h. All new electrical panels will meet or exceed NEMA standards for the panel location.

i. All panels will be properly grounded with an earth ground.

j. No panels will be used as “pass through” connection and be in compliance with existing code.

k. All “hot” wires and neutral wire will originate from the same panel.

l. All new panels will have a main circuit breaker included as part of the panel. Main circuit breaker amperage will not exceed the wiring capacity.

m. All electrical panels will be clearly labeled with proper panel identification and notation of where panel is powered from.

n. New panels will be mounted to properly support the unit.

o. The use of electrical gutters may be required in some areas, but the use will be avoided if possible.

p. No circuits will be doubled lugged.

q. The Contractor will use EMT or rigid conduit as necessary to lengthen and\or replace any required run. Conduit will be installed to minimize all bends and turns to the extent possible. As appropriate pull boxes will be installed. Conduit will be routed in straight parallel runs to the extent possible.

r. The Contractor will use EMT or rigid conduit as necessary for all runs above ground or inside the building. PVC electrical conduit will be used underground. Conduit will be installed to minimize all bends and turns to the extent possible. As appropriate electrical gutters\LB will be installed.

Conduit will be routed in straight parallel runs to the extent possible.

s. Underground conduit will be a minimum of 24” deep to the top of the conduit. All trenched conduit will be packed in a sand bed and electrical marking tape place halfway between conduit and surface.

t. Wiring will be rated as required to safely accommodate the electrical load, but a minimum will be 3/0 parallel for the feeder service to Building 5(single feed is permitted). Ground wire will be sized as appropriate for service. All wiring will be copper with appropriate insulation/shielding.

u. All wiring inside panels will be organized neatly and orderly.

v. The Contractor is responsible for obtaining approval location of new equipment prior to installation.

w. Wiring will be rated as required to handle electrical. Ground wire will be sized as appropriate for service. All wiring to be copper with appropriate insulation/shielding.

x. All wiring inside panels will be organized neatly and orderly.

y. Splicing of wiring will be kept to the minimum possible. Any required splicing will be performed as per current code and recommended electrical practices.

z. All electrical circuits will be labeled as appropriate in the new panel(s).

aa. The Contractor will coordinate all power power outage with the

Government. After-hours is not expected.

bb. Properly labelled panel schedules will be provided at the new electrical panel. The Contractor will provide an electronic schedule as well.

cc. The Contractor will perform arc flash analysis for all new electrical equipment (See Attachment 3 for details).

dd. The Contractor will provide and install warning label on the front of each electrical panel located inside the building. Warning signs will be vinyl with self-adhesive. Signs will be orange with black text measure 5” x 7”.

Label will read “Warning electrical Panel Keep Clear up to 36 inches (see example below).

ee. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.

ff. The Contractor will use biobased products meeting the minimum standard for content as defined in ASTM D6866 (Biobased Content Testing). The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide biobased products. The Contractor shall utilize products and material made from biobased materials (e.g., insulating foam, composite panels, and concrete and asphalt release fluids) to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the LSM.

gg. The Contractor will bore beneath the concrete drive or remove and replace the necessary sections of the concrete drive,

1. Concrete replacement requirements are discussed below:

i. Dimensions are provided for general information. The

Government does not guarantee the dimensions to be accurate, but the Government has made a good faith effort to properly represent the area. The contractor is responsible for visiting the site and verifying measurements.

ii. Prior to concrete removal, saw cut concrete to provide smooth edge. Saw cut to occur at existing expansion or construction joints.

iii. Area will be excavated as necessary for new slab. A sand bed will be used to smooth and level area and will be compacted by appropriate machine or hand tools prior to installation of the new concrete.

iv. The Contractor will mark location of electrical conduits with brass bolts on each side of the concrete.

v. The Government’s Representative must inspect the area prior to any concrete being put in place.

vi. The concrete will be re-enforced using #4 steel rebar on 12-inch centers each way. All re-bar to be raised off ground and will not be within 1” of the surface of the concrete.

vii. The concrete will be a minimum of 5 inches thick with a strength of 4000 psi.

viii. The new concrete will gradually slope from the center of the driveway to the curb. The new concrete will match the slope of the adjacent concrete.

ix. The concrete will be finished to match all adjacent concrete work and will not have any low spots that will allow water to accumulate. The Contractor will verify proper grades/slopes of concrete

x. Contractor will install slip dowels with slow activating epoxy at all expansion joints locations where new concrete meets old concrete. Expansion joints will be ¾” fiberboard with peel-off plastic strip or an approved equivalent.

xi. All expansion and construction joints will be tooled and are to be sealed with a joint sealer. Joint sealer is to be Sonneborn SL-2 (two-part mixture) or equivalent product.

Prior to installation of sealant, joint area is to be cleaned, free of all loose dirt, and primed as directed and then the sealant installed. Area will be secured while joint compound cures.

xii. All outside concrete edges will be eased with a ¼” rounding tool and all joints edges will be eased with a 1/8” rounding tool.

xiii. The concrete forms will not be removed for a period of 24 hours after the concrete has been poured.

xiv. After concrete forms are removed and concrete curing completed, areas around the new driveway will be graded smooth as necessary and any area damaged by trucks will be filled and graded smooth.

4.2 Add\Alternate:

a. The Contractor will eliminate the exterior mounted disconnect at bldg 5 that provides electrical power to Panel L5A and route the conduit and wiring to the new distribution panel. Disconnect will be removed when no longer being used.

b. The Contractor will provide and install two (2) new 36 space, 200A, 120/240V electrical panel at the location show and will connect the new panel to the exterior distribution panel.

c. The Contractor will eliminate Panel L5B and set a junction box in place and extend all wires to the new electrical panel L5B-2. Existing underground wiring will be removed. Conduit can remain but will cut and capped below grade.

d. The Contractor will eliminate Panel L5C and set a junction box in place and extend all wires to the new electrical panel L5B-1. The exterior mounted disconnect will be removed once wiring is re-located.

e. The Contractor will provide all necessary conduit and wiring to connect the electrical panels.

f. All conduit runs will be run parallel with existing building structures (i.e., do not angle conduit runs to limit length of run).

g. Wiring to new panel will be sized correctly

h. All requirements defined for the base bid apply to the add\alt portion of the project.

i. Wire from old service will be removed if possible. Conduit can remain but will be cut and capped below grade at bldg 5.

5.0 GENERAL REQUIREMENTS:

5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.

5.2 Installation: It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards.

Additional procedures and materials may be required than is indicated herein.

If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

5.3 Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the COR for review. The descriptive literature shall be annotated/highlighted to show its conformance with contract requirements.

Submittals are required for all building materials and equipment and will be stamped by the general contractor prior to submission to the Government. Any work\material completed before approval of a submittal is at the contractor’s own risk.

5.4 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor with all required manufacturer’s inspection requirements being performed.

5.5 Protection of Work and Property/Safety Requirements:

a. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

b. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities for protection and security.

c. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.

d. Contractor shall furnish a Site-Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) 10 days after contract award. SSSP\APP shall be approved by the Government before construction work commences.

5.6 Temporary Facilities:

a. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.

b. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.

5.7 Materials and Equipment:

a. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.

b. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplier and\or contractor before during and after shipment in a manner to prevent warping, twisting, breaking, chipping, rusting and any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the CO/COR.

5.8 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.

5.9 Warranty:

a. Provide one-year general contractor’s warranty for areas repaired.

b. Provide material’s warranty.

5.10 Final Payment/Contract Closeout: The following submittals are REQUIRED

PRIOR TO FINAL PAYMENT:

a. General and Subcontractors one (1) year warranty on work.

b. All warranties from manufacturers covering equipment\material.

c. O&M manuals for all equipment.

d. As-built drawings.

e. Release of liens.

f. Payroll sheets

g. Any other documents as required by the contract.

6.0 PROJECT SCHEDULE: The contract time for this project is 120 calendar days from the Contractor’s Notice to Proceed.
