About this file

Summary

This document is a self-evaluation rubric for English Language Arts instructional materials aligned with EdReports' Core Content Review Criteria v2.1, applicable to Missouri's procurement of evidence-based curriculum for early literacy in grades K-5. The evaluation framework comprises three primary gateways: Gateway 1 addresses alignment to research-based practices and standards for foundational skills instruction, covering alphabet knowledge, phonemic awareness, phonics (decoding and encoding), word recognition and analysis, and reading fluency development; Gateway 2 focuses on comprehension development through text quality, text complexity, knowledge building through reading and writing, and language comprehension; and Gateway 3 evaluates teacher and student supports, including teacher guidance, student support strategies, and intentional design elements. Each criterion within these gateways contains specific indicators scored on varying scales (0-2, 0-4) with detailed expectations for instructional content, pacing, assessment opportunities, and differentiation strategies across grade bands K-2 and 3-5.

The rubric requires submitting organizations to provide direct evidence from lesson materials, scope and sequence documents, alignment documentation, and student materials to justify selected scores for each indicator. Evaluators must reference specific lessons from multiple grade levels throughout the year and avoid vague or unsupported claims. The assessment criteria emphasize systematic and explicit instruction in foundational literacy skills, decodable texts aligned to program scope and sequence, regular and systematic assessment opportunities, teacher guidance with useful annotations, support for special populations and advanced learners, varied learning approaches, and integration of technology where applicable. This comprehensive evaluation instrument serves as the mechanism for Missouri to assess and select high-quality, research-based instructional materials meeting rigorous evidence-based standards for K-5 literacy instruction.
