About this file
This is a Linguistic and Cultural Diversity Plan attachment for RFP 13305, a CalWorks Employment and Supportive Services contract issued by the Health and Human Services Agency (HHSA) in California. The plan requires contractors to demonstrate their commitment to workforce and subcontractor diversity through comprehensive documentation of past and planned initiatives. Contractors must provide a bar chart tracking total employees and multilingual staff (Spanish, Vietnamese, Tagalog, Arabic, and Somali speakers) across three historical years (July 1, 2018-2020) and year one of the contract. Additionally, contractors must submit narratives describing historical strategies used to increase cultural workforce diversity, including recruiting efforts and on-the-job training and apprenticeship programs, as well as detailed plans for future diversity initiatives during contract performance.
The plan also requires contractors to document subcontractor and supplier utilization across four categories: Disadvantaged Business Enterprises (DBE), Emerging Small Businesses (ESB), Minority Business Enterprises/Women's Business Enterprises (MBE/WBE), and non-certified firms. Contractors must list all DBE, MBE, WBE, and ESB firms used in the previous three years and provide a pie chart projecting planned usage for contract year one. The sample submission data indicates total workforce of 52 employees projected for year one, with 41 multilingual employees across identified languages. The planned subcontractor distribution shows 5 percent DBE, 0 percent ESB, 10 percent MBE/WBE, and 85 percent non-certified subcontractors. Contractors must describe outreach efforts, support services, mentorship opportunities, and equipment-sharing programs to maximize participation from diverse business enterprises.
