1.0 Introduction

1.1 Background

With the introduction of the CV-22 into the Air Force (AF) inventory, the Air Force Special Operations Command (AFSOC) has a specific need to be able to refuel Special Operations Forces (SOF) helicopters and the CV-22 on the same sortie, retaining a redundant capability on the tanker if one of the pods failed. In addition, there is a need for a single drogue that will cover the single engine and dual engine refueling speeds of the CV-22 and be able to simultaneously refuel all versions of helicopters on the same sortie.

An Engineering and Manufacturing Development (EMD) effort was awarded to Sargent Fletcher, Inc. who engineered the winning Variable Speed Drogues (VSD) design. A total of 14 Drogues were produced and passed Operational Test (OT) on the MC-130J aircraft. During the EMD phase, Peculiar Support Equipment (PSE) was designed with single examples of each of the five proposed units manufactured and delivered to the Air Force. Technical data was produced, went through certification and verification (Cert/Ver), and was published in the MC- 130J Technical Orders (TOs). Provisioning was accomplished with replaceable sub-components of the VSD cataloged and stock listed as NSN 1680-01-650-9061 Part Number 405348-1.

1.2 Purpose and Scope

This SOW defines the requirement for production and delivery of up to 116 VSDs for AFSOC.

Support equipment and initial spares are also to be delivered with the VSDs; exact numbers will be identified in the contract. Any data to be delivered per this SOW shall be in accordance with DD Form 1423-1 the “Contract Data Requirements List,” (CDRL) as specified in Appendix D of this SOW. A list of acronyms associated with this SOW can be found in the Acronym List, Appendix A.
