About this file
This is a Fuel Specifications attachment for a South Carolina state fuel card management contract opportunity. The document establishes comprehensive requirements for gasoline and diesel fuel delivery to state agencies. The contract requires the successful contractor to fulfill all orders placed by telephone within forty-eight hours unless delayed delivery is requested. Deliveries must be accompanied by metered delivery tickets or use calibrated compartments with clearly marked capacity. The contractor must provide a toll-free telephone number for order placement and designate a company representative responsible for resolving problems during the contract period. All bidders and fuel brands must be registered with the South Carolina Department of Agriculture, which serves as the final authority on fuel compliance testing.
The fuel specifications require adherence to the most current ASTM Standard Specifications for gasoline (D4814-16a, D4806-16a) and diesel (D975-15c or D6751-15ce1), with specific octane ratings for unleaded gasoline grades and requirements for ultra-low sulfur diesel and B5 biodiesel using only virgin soy products. All pricing must be established on the date of delivery and billed at net gallons corrected to 60 degrees Fahrenheit. The contractor is responsible for collecting and submitting all applicable taxes and fees, including South Carolina road tax, state inspection fees, environmental impact funds, and federal taxes, with any tax rate changes automatically incorporated into the contract. The contractor bears all costs associated with contaminated fuel loads, including replacement, cleanup, and any equipment damage, and must provide certificates of calibration from the South Carolina Department of Agriculture upon request. All freight charges must be included in the price markup, and invoices must be submitted in triplicate showing purchase order numbers in compliance with National Bureau of Standards handbook #44.
