Section B: Description of the Supplies/Services Required

Stationary Underground Vehicle Inspection System for 5 SFS to include overhead cameras. 5 SFS procured Advanced Detection's Underground Vehicle Inspection System in FY19, and is requesting to add an additional unit in the adjacent vehicle search bay.

Section C: Justification for Soliciting from a Single Source or Brand Name

5 SFS procured Advanced Detection's Underground Vehicle Inspection System in FY19 and is requesting to add an additional unit in the adjacent vehicle search bay. 5 SFS has identified the need for both new, and old system to integrate simultaneously.

Therefore, if this requirement was solicited on the open market, there is a possibility of getting a separate system that will not integrate with the current system. Additionally, the members of the 5th Security Forces Squadron are already trained on the current under vehicle inspection system. If 5 SFS received a different brand, they would have to train new and current members on two separate systems; thus, compromising continuity. The need for a system with integration abilities is also warranted as the control room has minimal space; therefore, tying the two systems into one will minimize the space required for 5 SFS members to monitor the display.

Section D: Efforts to Obtain Competition

This requirement will be posted to the GPE and competed as a brand name requirement. There are multiple distributors and re-sellers that fall under Advanced Detection; therefore, it is expected that there will be multiple vendors that can compete for this requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The market will continue to be surveyed to promote maximum competition going forward.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
