STATEMENT OF WORK
FOR
UNDER VEHICLE INSPECTION SYSTEM (UVIS)
MINOT AFB, ND
COMMERCIAL VEHICLE INSPECTION AREA
1. GENERAL. The contractor shall provide all personnel, labor, management, tools, equipment, supplies, license, and permits necessary to provide and install an Under Vehicle Inspection
System (UVIS) at Bldg. 1002, Minot Gate Commercial Search Facility at Minot AFB, ND (Also known as the Commercial Vehicle Inspection area)/(For one (1) traffic lane).The contract must also provide and install 2 overhead view cameras. The UVIS housing shall be able to support heavy vehicles to include tractor trailers, dump trucks, and other semi-truck and other delivery, industrial, “low boy” trailers with 4 inch clearance, and commercial type vehicles. All work shall be performed in accordance with federal, state, and local laws, to include manufacturer specifications, standard commercial practices, and this Statement of Work (SOW).
2. PERIOD OF PERFORMANCE. Completion of work shall be 60 days from the date of award. (The Contractor shall indicate a time schedule based on standard commercial delivery schedules.):
2.1. DUTY HOURS/WORK HOURS. Normal duty hours shall be 0600 – 1830 Monday through Friday. Saturday, Sunday and after normal duty work hours shall be coordinated by the contractor with the POC in the contractor’s submitted schedule. Federal Holidays are excluded.
If conditions exist, or an emergency arises which will prevent in a completion date longer than
60 days, the contractor shall notify the customer and submit a schedule for completion of work.
Justification shall be given as to why additional time is needed, with cause of delays.
2.2. Contractor Schedule. Upon contract award, the contractor shall submit a work schedule for construction, installation, completion, and training.
3. REQUIREMENTS. The UVIS system shall include:
- LowCam VI150 Permanent, Automatic License Plate Recognition (ALPR), Single-image and
3D composite inspection software, Foreign Object Detection and Magnetic Field Detection: In-
Ground UVIS
- Includes inspection camera unit and drainage tile, installation kit, compact form desktop computer, and a large display capable of monitoring both new and old UVIS cameras, to include the two overhead cameras.
-Both new and old systems shall be integrated into one to allow for a single display unit to monitor both under vehicle inspection systems, to include the overhead cameras.
- 2 HD-IP scene camera, wall mount (overhead view)
- One (1) Heater and thermostat for LowCam VI150, 12V for unit that is currently in place, and one (1) additional Heater and thermostat for LowCam VI150, 12V for the new unit.
- LowCam VI150 and overhead cameras installed by technical team.
- The system will be a sealed video/camera scanner assembly for one (1) inbound lanes of traffic.
- Embedded or affixed permanently in the pavement/roadway of the one (1) inbound lane, approximately 50-100 feet in front of the entrance.
- LED lights to capture low light areas of the underside of the vehicle.
- Electronically hard wired direct from the unit to the buildings electrical source. All cords and/or electrical wires must be protected from damage by embedding in the asphalt, mounted on the curb with pip conduit or buried to protect wiring. (The contractor shall be responsible for coordinating with 5th Civil Engineering Squadron if needed for work orders. Work orders must be submitted thru Bldg. 1002 Facility Manager. Dig permits must be obtained through CE)
3.1. Road Construction. The contractor shall be responsible for construction and/or subcontracting construction work associated with installation of the UVIS equipment.
4. SECURITY/INSTALLATION CONTROL. The contractor shall adhere to all Minot AFB installation entry requirements. All required information shall be briefed upon contract award.
5. WARRANTY. A standard two (2) year warranty in accordance with standard commercial practices shall be included for installation, workmanship, defects, etc. The warranty shall include a lifetime of 24/7 technical phone support line. Price includes all travel, lodging and labor costs associated with supporting the system.
