About this file
This is a Draft Performance Work Statement (PWS) for Aviation Field and Sustainment Level Maintenance Support, covering maintenance services for Army aviation equipment across the United States and internationally. The PWS outlines comprehensive maintenance requirements including Combat Aviation Brigade support, aircraft repairs, modifications, component maintenance, restoration of deployed assets, crash and battle damage repair, Airframe Condition Evaluations, limited depot-level repairs, emergency response support, and logistics services for various military departments and foreign military sales cases.
The contract will be structured as two regional contracts - one for the East Region and one for the West Region - with an anticipated 90-day transition period, a base year, and nine one-year options. The maintenance support will cover aviation and ground support equipment across CONUS and OCONUS locations, including potential contingency operations. The contract will be a hybrid type, predominantly using Time and Materials for labor, Firm Fixed Price for transitions, and Cost-type for contingency operations and material expenses. The North American Industry Classification Standard (NAICS) code is 488190, with a $40M average revenue size standard. Interested contractors were requested to provide detailed feedback on technical capabilities, quality management approaches, regional management strategies, risk mitigation, and earned value management experience by July 2, 2025.
