Specifications Sheet Virtual Fence Network
Uncompahgre Field Office
Purpose/Objectives:
This specification is for six (6) base stations with a wireless network system to support virtual fencing trials in specific areas in Colorado, USA. The wireless network shall support the Vence Cattle Rider collar and Vence Herd Manager web application. The wireless network is envisioned to be comprised of several remote base stations supporting appropriate wireless technologies to enable communications with the Vence Cattle Rider collar and backhaul communications to cloud-based web services. Remote base stations must be installed on lands managed by the Bureau of Land Management Uncompahgre Field Office.
This network will be purchased and installed in FY23. This proposal would procure six base stations to extend coverage over a 32,000-acre area, including all occupied critical habitat for the GUSG in the Crawford population of GUSG. The allotments covered by base stations purchased under this proposal is in the highest priority GUSG habitat in the Uncompahgre Field Office.
This area contains the Gunnison Sage-Grouse ACEC (22,200 acres), which was established for the threatened Gunnison Sage-grouse. This area also supports mule deer and elk during the fall, winter and beginning of spring. The UFO will purchase the infrastructure (base stations) to operate a virtual fence system across this allotment. The network of six base stations will provide extensive coverage.
Period of Performance: 04/26/2023-09/30/2023
Network Topology and Coverage
• The wireless network shall provide and improve system coverage over the following BLM grazing allotments in Colorado (See Attached Map): Green Mountain, Grizzly Gulch, Poison Spring, Iron Canyon, Gould Reservoir and Onion Valley allotments. Up to 6 base stations.
• The wireless network provider shall supply predicted coverage maps to ground-level end-points for each specified service each (BLM grazing allotment).
• The wireless network shall be implemented with "private network" infrastructure. Shared network services are not suitable for these efforts.
Network Infrastructure Mechanical and Physical
• Network infrastructure equipment (e.g., base stations) shall be entirely stand-alone in nature requiring no physical connection to power or wired backhaul connectivity.
Typically, this will be implemented via solar power/battery system and cellular wireless backhaul.
• Network infrastructure equipment shall be capable of operating with a minimum of 5 days of reduced sunlight.
• Network infrastructure shall have minimal impact and land disturbance at installation sights.
• Network infrastructure shall be installed with a surface mount approach utilizing earth anchors to affix to location.
• Network infrastructure shall be designed and installed to be tolerant to adverse weather conditions including winds of up to 100 MPH.
• Network infrastructure shall provide for protection against use of perches for raptors.
• Network infrastructure shall support minimum on-site user support. Site visits shall be less than once per year.
Network Infrastructure Wireless Parameters
• The network infrastructure shall utilize industry standard LoRa WAN protocol operating in 900 MHz ISM band.
• Network infrastructure shall support integration with LoRa WAN network servers utilizing Chip Stack Network Server Stack.
• Network infrastructure shall support 16 channels selectable of full 64 available channels.
• Network infrastructure shall support transmit power control.
• Network infrastructure shall support configuration of channel set and transmit power within capabilities of LoRaWAN Regional Parameter Vl.0.2 or 3.
• Network infrastructure shall support back haul connectivity to A WS servers via fixed IP addresses.
• Network infrastructure shall support Semtech packet forwarding mode.
• Network infrastructure shall be full certified to operate with US regulatory domains including FCC.
Network Infrastructure Access and Security
• Network back haul connectivity shall support firewall capabilities to specifics ports and
IP addresses.
• Network back haul shall support HTTPS protocol with third party supplied SSL certificates.
• Network infrastructure back haul modem and LoRa Gateway shall be accessible via SSH with configurable usemame and password protection.
Network Infrastructure Monitoring
• Network infrastructure shall support remote monitoring of power subsystem and backhaul health.
• Network infrastructure shall support status messaging via SNMP of at least the following parameters: gateway health, gateway location, and TX power.
• Network infrastructure shall support monitoring of power subsystem via Modbus over IP protocol.
Required Wireless Network Coverage:
The network must support Vence Cattle Rider collars and the Vence Herd Manager web application in the Crawford, Colorado population of Gunnison Sage-grouse (GUSG) critical habitat. The range of GUSG is limited to seven relatively isolated populations in southwest Colorado and eastern Utah: Gunnison Basin, San Miguel Basin, Monticello-Dove Creek, Pinon
Mesa, Crawford, Cerro Summit-Cimarron-Sims Mesa, and Poncha Pass. The Crawford population includes a total of 32,632 acres of occupied and 51,039 acres of potential designated critical habitat (USFWS 2014 b.). The Green Mountain allotment includes significant portions of USFWS designated critical habitat. Up to 6 base stations. See map.
