About this file
This document is a technical specification for clay and soil materials required by the U.S. Fish and Wildlife Service's Blackwater National Wildlife Refuge in Cambridge, Maryland. The Refuge requires 3,500 tons of clay material classified as clay or highly plastic clay with over 50% passing a #200 sieve, free from organic matter and debris and delivered within 4% moisture content of optimum. An additional 500 tons of screened organic topsoil is required with less than 1 inch solid material. Suppliers must submit certifications that materials meet specifications, provide test data for Atterberg limits and proctor tests, certify scale compliance, and submit a sample for approval prior to delivery. Preference will be given to highly plastic clay materials. Delivered loads must match submitted test data and moisture requirements.
The related federal contract opportunity is solicitation number 140FS323Q0146 for clay and soil materials for Blackwater NWR issued by the Department of the Interior Fish and Wildlife Service.
