Water Sample Collection and provide Laboratory Tests for El Yunque National Forest Water Systems keywords: Laboratory, Water Testing

El Yunque National Forest US Forest Service, Region 8

Rio Grande, Puerto Rico NAICS Code # 541380

General Information

1.0 Scope of Work

Perform water sample collection and provide laboratory test results for the El Yunque NF Water System (PWS-ID 661056 and PWS-ID PR 661056), as required by the PR Health Department and in compliance with all Federal and State regulations for potable water systems. In addition, perform monthly bacteriological water sample collection at a non-public water system for a Fish and Wildlife Service (FWS) Aviary facility located in the El Yunque National Forest.

2.0 Background

The Safe Drinking Water Act (SDWA) requires public systems to test water supplies for bacteriological agents and chemical contaminants to protect the health of their consumers. The frequency and extent of testing are dependent on the population the systems serve. The Forest Service completed the rehabilitation of both water systems, the Puerto Rico Department of Health (PRDOH) re-activated the systems of El Yunque National Forest and the PRDOH provided the required testing program for both systems for years 2023, 2024, and 2025.

(See Appendix B)

The two water systems inside the El Yunque National Forest are the following:

1) PWS-ID PR 661056-El Portal and Catalina Water System- The Catalina & El Portal Water System is supplied by a surface water source and treated by the El Portal Treatment Plant. Presently the system provides water to Catalina Headquarters and El Portal Visitor Center. The site of the Main Water Plant building is in the U.S. Forest Service, Southern Region, El Yunque National Forest in Rio Grande, Road 191, Km 4.4 intersection with road 988, .01 km an on Rio Grande, P. R. 00721. The approximate coordinate’s location area is 18°20'13.02"N, - 65°45'41.70"W. Entrance to the site is gated with a sloped dirt road approximately 700 feet long to reach the main structure. The Catalina Headquarters is located in the U.S. Forest Service, Southern Region, El Yunque National Forest in Rio Grande, Road 191 at 4.4

- 4.5 Km on Rio Grande, P. R. 00721. Approximated coordinate’s location area is 18°20'22.6"N, - 65°45'40’’W. El Portal Visitor Center is in the U.S. Forest Service, Southern Region, El Yunque National Forest in Rio Grande, Road 191 at 4.2 - 4.5 Km on Rio Grande, P. R. 00721. The approximate coordinate’s location area is 18°20'19.20"N, - 65°45'39.70"W.

2) PWS-ID 661056 -Recreational Areas Water System -The water system is located within the jurisdiction of the US Forest Service, El Yunque National Forest in Rio Grande PR. The well water system at road

PR191 serves the recreation areas of Palma de Sierra and Palo Colorado. This system is composed of two water wells and two water reserve tanks. The well water system is located along road PR191, starting from Yokahu tower (Km. 8.9 approx.) and ending approximately at Km 12.7. The Palo Colorado water well system is located at PR-9938, latitude 18° 17’ 55.0464’’ N and longitude 65°47’14.571’’ W. The Caimitillo well water system is located at PR-988, latitude 18° 19’ 47.9748’’ N and longitude 65°43’35.7168’’ W. The tanks are found at two different locations, approximately 700 ft.

from each other. The Caimitillo Water Tank is located along the Caimitillo trail, approximately 500 ft.

from the trailhead at road PR191, km. 11.7. The Palo Colorado water tank is located along the Baño de Oro trail, approximately 900 ft. from the trailhead at road PR191, Km. 12.2. The Palo Colorado water tank is located at latitude 18° 18’ 4.4028’’ N and longitude 65°47’13.7256’’ W. The Caimitillo water tank is located at latitude 18° 18’ 12.4014’’ N and longitude 65°47’4.4088’’ W.

3.0 Contractor Requirements

Testing frequency:

The frequency at which the regulated meters need to be tested is indicated below:

a) Bacteriology testing-Sampling for total coliform is to be taken monthly and the number of samples depends on the number of populations served. The bacteriological testing must be made monthly at each sampling point of the two water systems (PWS-ID 661056 and PWS-ID PR 661056). In addition, the contractor will perform monthly bacteriological water sample collection at a non-public water system for a Fish and Wildlife Service (FWS) Aviary facility located in the El Yunque National Forest.

b) Nitrate

The systems must test four consecutive quarters during the first year. Then, testing must be conducted as required.

c) Nitrite All systems must be tested every three (3) years.

d) Volatile organic chemicals, organic synthetics, and inorganic. Only one test will be made regarding these contaminants in three years.

Look at the sampling program for these contaminants (Appendix B). All these analyses must be conducted by a laboratory certified by the Health Department to conduct potable water analysis.

e) Copper and Lead- - The system (PWS-ID PR 661056) should be tested once a year. 5 sample points

Re: Aprobación de Muestreo Reducido Reglamentación de Plomo y Cobre Sistema: FOREST SERVICE - EL

YUNQUE - PWS ID PR0661056

Ana Mendoza.

Cordialmente, Javier O. Torres, PE Director cf: Ana Mendoza-Non-PRASA/Coordinadores Regionales
