5.2.1 OUTSIDE PLANT (OSP) CABLING AND TERMINATION
Provide service entrance fiber optic cabling infrastructure from the existing main telecommunications room (room 106) in the headquarters building to the following facilities:
1. From Headquarters building to Hangar #1 – 12 strands of single mode fiber optic cable.
2. From Hangar #1 to exterior container – extend the 12 strands of single mode fiber optic cable and terminate at the container.
3. From Headquarters building to Hangar #2 – 12 strands of single mode fiber optic cable.
4. From Hangar #2 to exterior container – extend 12 strands of single mode fiber optic cable and terminate at the container.
5. From headquarters building to SSA container office – 12 strands of single mode fiber optic cable.
6. From Headquarters building to Motor pool maintenance facility container or modular building. – 12 strands of single mode fiber optic cable.
NOTE: According to the information provided by the user, some of the containers are not existing and will be installed by others prior to the construction of this project. In the case that a termination points or a future facility is not available, fiber optic cable shall be placed in an outdoor termination box located no more than 1.5 meters from the proposed termination point and cable shall have at minimum 10 meters of slack cable. Final location of facilities must be coordinated with local user, Refer to conceptual plan for estimated location of facilities.
Fiber Optic Cable shall include additional amounts of cable for slack. This slack shall be distributed throughout the cable run to provide extra cable for cut repairs, path relocations, splice loops, maintenance, etc. Slack in an underground system shall be secured in loops, typically with plastic cable ties, and placed so as to be out of harm’s way and still be accessible if within a maintenance hole.
25-Apr-22 Page 15 of 17
Since the routing of the cables must run under existing roads, ducts placed under paved road surfaces and certain heavy traffic, non-surfaced roads shall be protected by one of the following methods: Concrete-encased duct, galvanized RSC, steel pipe casings, or directional boring of HDPE ducts.
The duct system shall be encased where any bend/sweep exceeds 10 degrees in any direction; in any stream/drainage area subject to washing out; and in major construction zones.
Provide a minimum of two 100mm rigid non-metallic conduits to each individual support building. One conduit must include four sub-ducts innerduct for routing of the fiber optic cabling and the other conduits will be provided as spare. all innerduct spaces and spare conduit must be provided with pull wire or pull tape installed.
An underground maintenance manhole, hand hole and duct system shall be used as the preferred method for placement of outside plant cable. All new maintenance holes shall include ground rods and bonding ribbon. A ground rod steel galvanized with a minimum of 16mm in diameter and minimum of 2.75m long shall be installed in the floor of each maintenance hole.
All existing maintenance holes shall be bonded and grounded. If no bonding ribbon and ground rod exist, they shall be installed. New cables installed in maintenance hole and conduit systems shall be bonded and grounded a minimum of every 305 m. the resistance for OSP grounding shall not exceed 25 ohms.
5.2.2 FACILITY ENTRANCE
All OSP cabling must terminate at the dedicated telecommunications facility entrance equipment.
A grounding electrode from the facility grounding system must be within 1 meter of the PETs. If not, then provide a grounding system directly outside of the facility. OSP copper cable metallic sheath must be bonded to the facility ground with a separate 16mm2 grounding conductor.
Provide a rigid 25mm diameter inner-duct (halogen free) supported vertically in a cable ladder system and pull the single-mode fiber optic straight through and terminate on a new fiber optic patch panel mounted in a new floor rack/cabinet.
The rack layout and components must meet the 2nd Signal CDS requirements. Provide fiber optic patch panels in accordance with UFC-3-580-01. Fiber optic patch panels must be one rack unit and must have 12 duplex LC adapter installed. The Contractor must supply enough fiber patch cables to enable available cross patching.
5.2.3 TELECOMMUNICATIONS ROOM (TR)
Telecommunications Rooms are not part of this project. Incoming fiber will terminate in existing dedicated space for each building. Specific location must be coordinated with user.
5.2.4 TELECOMMUNICATIONS OUTLETS
Interior outlets are not part this project.
5.2.5 UNINTERRUPTED POWER SUPPLY (UPS)
UPS is not required
5.2.6 SIPRNET REQUIRMENTS
25-Apr-22 Page 16 of 17
SIPRNet is not required.
5.2.7 CABLING
All horizontal and backbone wiring must be designed in a star-configuration. All cables must be terminated at the designated communications and work areas.
5.2.7.1 FIBER OPTIC TERMINATIONS
Terminations must be in accordance with the UFC 3-580-01 and 2nd TSB ISCDS. All fiber optic distribution cable must be terminated in cabinet/rack-mounted patch panels. All fiber strands must be terminated with TIA/EIA 604-3A LC type connectors. Other small form factor connectors may be terminated at the user’s request. Provide fiber optic adapters and connectors in accordance with TIA/EIA- 604 Fiber Optic Connector Intermate ability Standard (FOCIS) and the corresponding FOCIS for the type of connector used.
5.2.7.2 BACKBONE CABLING
Backbone cabling is not required.
5.2.8 CABLE SUPPORTS
Cables must be supported by racks or ducting or throughout the building installation. The racks, ducts, must be routed following the contours of the building and secured to the walls or hung from the ceiling. All metallic ducts/raceways must be strapped together with ground straps and grounded.
5.2.9 TESTING
Testing must be done in accordance with manufacturer’s instructions and I3A. All telecommunications cable must be tested to the commercial standards for that cable system. The results of the tests must be provided to the KO for acceptance/rejection. Any unsatisfactory results must be remediated by the Contractor(s) and require acceptance by the KO.
5.2.9.1 FIBER OPTIC CABLE (FOC)
All category FO circuits must be tested using a test set that meets the accuracy requirements of the most recent revision of the ANSI/TIA/EIA-568 standards for cabling. Unless stated otherwise, tests must be performed from both ends of each circuit. Connectors must be visually inspected for scratches, pits, or chips and must be re-terminated if any of these conditions exist.
5.2.9.2 CONDUIT CLEANING
As each conduit run is completed, for conduit sizes 75 mm and larger, draw a flexible testing mandrel approximately 305 mm long with a diameter less than the inside diameter of the conduit through the conduit. After which, draw a stiff bristle brush through until conduit is clear of particles of earth, sand and gravel; then immediately install conduit plugs.
5.2.9.3 TEST PLAN
The Contractor must submit for Government review a draft test plan of all proposed cabling and equipment being installed under the project. Upon the draft’s approval, the Contractor must prepare a finalized test plan to the Government.
After the Contractor has completed the installation and testing of the BCS, the Contractor must submit a test report for all fiber cabling. A Registered Communications Distribution Designer (RCDD) must approve both the test plan and the test report.
