RFQ 140P8322Q0002, Barge transportation services North Cascades NPS Complex Attachment 1: Statement of Work
STATEMENT OF WORK: Barge transportation and related services
Summary: Provide barge transportation of materials, supplies, bulk fuel, vehicles, and equipment on Lake Chelan between Stehekin and Chelan WA for North Cascades National Park Service Complex. Includes storage in Chelan and use of boom truck and ancillary equipment as needed.
This statement of work supplements the contractor’s standard commercial practices for temporary storage, loading and unloading, transporting, and delivery at Stehekin and Chelan.
1. Trip notification: Contractor shall notify Contracting Officer (CO) and Maintenance Supervisor
(MS) of upcoming barge trips as they are scheduled, so the Government can make arrangements for receiving and sending items. If the contractor cancels or delays a scheduled run, s/he shall notify Contracting Officer and Maintenance Supervisor as soon as possible so that other arrangements can be made. Notifications should be delivered by phone or e-mail, or both, as directed by the Maintenance Supervisor, who will provide a contact list for this purpose. The government may reassign freight from one vendor to another in the event of a run cancellation or delay.
2. Loading and unloading of materials: Contractor is responsible for the safe, orderly, and timely handling of materials. The Contractor may request Government assistance with personnel and/or equipment; requests should be directed to Maintenance Supervisor or authorized representative as soon as the need is identified. The Government may provide a forklift and/or loader with operator at Stehekin Maintenance Yard, Barge Landing, or job site to assist in loading and unloading NPS-owned items, when required, given adequate notification by the Contractor.
Incidental use of Contractor's boom truck or other equipment to load or unload is acceptable and may be invoiced as part of this contract.
3. Delivery: Contractor shall deliver all items to Stehekin Landing area, specific sites along the shore of Lake Chelan, or specified locations in Chelan. Arrangements to deliver materials to other locations will be negotiated with contractor at the time the service is needed and are dependent on the Contractor's time and equipment availability. The Contractor shall notify authorized NPS employee(s) within 24 hours of deliveries and provide a list of delivered items and their locations. The Contractor will make a reasonable effort to protect all goods and materials from wind and weather until received by the government.
4. Fuel deliveries: Periodically, NPS will order fuel (bulk diesel and unleaded gasoline) from a vendor in the Chelan or Wenatchee area. The barging contractor will:
a) Truck the empty NPS-owned 500-gallon double-walled portable tanks from the Maintenance
Yard to the Stehekin barge landing.
b) Barge the tanks to Chelan, where the fuel vendor will fill them.
c) Barge the full tanks to Stehekin.
d) Truck the tanks to the Maintenance Yard, the wastewater treatment plant, or the concessionaire’s generator building as specified in each fuel order.
e) Transfer the fuel from the portable tanks into the fixed tanks at each site, using methods approved in the NPS Spill Prevention Plan.
f) Deliver to and store all empty portable tanks at the Maintenance Yard.
5. Inspection: Insofar as the Contractor is responsible for delivering items in good condition, it behooves the Contractor to closely inspect items delivered to the Contractor’s facilities in Chelan for damage. If damage to an item or its packaging is detected, the Contractor shall document the damage on the shipping manifest and notify Maintenance Supervisor or Contracting Officer for resolution.
6. Packing slips: Contractor shall not remove packing slips from items to which they are affixed and shall maintain a file of packing slips or delivery tickets for items delivered loose. This file shall be turned over to the MS after unloading the items, or scan and email packing slips with the monthly invoice.
7. Invoices: Contractor shall itemize each invoice so that individual items can be identified by vendor or description. In the case of licensed equipment, include the vehicle license plate number. Deliver invoices electronically: e-mail draft invoices to CO and MS for review. CO will reply with a list of purchase order lines and the amount to be posted against each line. Refer also to electronic invoicing clause. NPS prefers monthly invoices.
8. Chartered barges: Charters are to help government, businesses, or individuals to schedule a freight trip to fit their needs. NPS will generally schedule charter reservations at least three weeks in advance to guarantee full use of the barge on the specific date. The contractor may charge a cancellation fee up to the charter price if NPS cancels a scheduled run less than three weeks prior to the reserved date. Contractor may haul freight on the tug for any reason and in any direction, even when the barge is chartered. There are three (3) charter types:
Regular, Roundtrip, and Rock barge trips.
a) Regular Charter: (One-way) the chartering customer has first rights to transport freight one way. The Contractor may add other customers’ freight as long as doing so does not reduce the deck area available for the chartering (first-right) customer or significantly add time to the arrival of the barge for the chartering customer in either direction. A regular charter can start at either end of the lake. At the time the barge is scheduled, it will be declared in which direction the customer has first priority for freight ("primary direction").
The chartering customer has the right to set the barge date for the primary direction.
Typically, regular charters load, travel to the other end of the lake, un- and re-load (one day), and return to the starting end of lake and unload the next day.
b) Roundtrip Charter: Chartering customer has exclusive rights to the entire barge for freight, and the right to set dates for the barge round trip (both ways). Typically, roundtrip charters will be one to three days’ duration, similar to regular charters.
c) Rock/gravel barge: NPS has first right to freight and may transport other items on the one-way rock direction if there is room, without incurring additional charges. The chartering customer has the right to set the barge date for the trip on which rock will be transported.
9. Equipment use:
a) NPS may request services of Contractor’s boom trucks for non-transportation project work, such as placing or (re)moving heavy materials at a construction site. This type of work will be invoiced at the same rate as loading/unloading use of these boom trucks; hourly price includes operator, fuel, etc.
b) NPS may request use of Contractor’s trailers for project work. Contractor will haul trailer to job site so that NPS may load or unload materials using NPS equipment. Pricing will be at an hourly rate, starting when trailer arrives at job site; daily rate will be charged if use exceeds 8 hours.
c) NPS may request services of other Contractor-owned equipment typically offered to other commercial customers, to be charged at the applicable commercial rate.
10. Storage: Contractor may stage and store NPS items at their secured commercial facilities in Chelan, WA. Contractor will notify CO and MS by e-mail or verbally at least 48 hours prior to moving items between storage locations. The Contractor is responsible for transporting NPS items between storage locations and to the barge, and for any damage that occurs during transport.
Contractor may charge fees to store items longer than ten calendar days (Days 11-21). After Day 22, long-term storage fees will be negotiated on a case-by-case basis or at a standard monthly rate. Storage fees may be waived if NPS and the Contractor agree on a mutually acceptable plan in advance.
11. Ordering: For the purposes of FAR clause 52.216-18, individual orders against this contract will be placed by telephone, e-mail, fax, or in person as mutually-agreed upon with the contractor.
In addition, the delivery of items to the contractor’s loading area in Stehekin or Chelan, by NPS employees or pursuant to an order placed by NPS, constitutes an order to deliver same per this contract.
12. Insurance: Contractor shall, at their expense, provide and maintain cargo liability insurance sufficient to cover the total value of the property on each shipment. An authenticated copy of such policy, naming the National Park Service as insured, shall be furnished immediately to the Contracting Officer. See FAR 52.228-9.
13. Pricing:
a) Contractor shall charge firm fixed prices based on weight, square footage, or other unit, depending on the class of item.
b) Price for fuel deliveries is per portable tank, round trip, to include all delivery phases listed in #4.
c) Prices to move items not listed in the Price Schedule shall be negotiated with Contracting
Officer prior to transport.
d) Additional commercial services offered by the Contractor to other customers may be authorized and billed under this contract with the prior approval of the CO.
e) Delivery points in Stehekin are the landing or the Maintenance Yard/compactor/carpenter shop area, unless otherwise noted. The CO may negotiate prices for delivery to other points in the valley or along the lakeshore on an as-needed basis.
f) Prices quoted herein shall be in effect for the duration of the contract (base year and up to two option years, if exercised by the CO).
