About this file
This statement of work outlines requirements for a radome replacement project. The National Severe Storms Laboratory requires purchase and installation of a new radome for its Advanced Technology Demonstrator radar at the National Weather Radar Testbed facility in Norman, Oklahoma. The radome must match specifications for an L-3 Communications ESSCO S32-75 Composite Sandwich Radome, including frequency tuning to 3,020 MHz and a hydrophobic top coating. The contractor will remove the existing 20-year-old radome, supply and deliver all new replacement panels and parts, construct and install the new radome without damaging existing structures, and document the work. The contractor must coordinate downtime with site personnel and restore all areas affected. The statement of work references manufacturer standards and provides a site location and required delivery date of June 14, 2024.
The related federal contract opportunity is solicitation number NR-MAG000-23-00804 for the radome replacement project, issued by the National Oceanic and Atmospheric Administration within the Department of Commerce.

STATEMENT OF WORK
Radome Replacement
1. Background and Purpose
The Advanced Technology Demonstrator (ATD) is a research radar platform for weather observations using Dual Pol phased array technology. The ATD radar is owned and operated by the National Severe Storms Laboratory (NSSL) and housed at the National Weather Radar Testbed (NWRT) Tower facility located in Norman, Oklahoma.
The NWRT tower facility has a radome atop the structure that serves as an environmental cover that allows radar transmissions to pass through its panels to the ATD radar. The current radome was manufactured and installed by L3 Communications ESSCO, Model Number S32-75, in 2002. It is now over 20 years old and was recently discovered to have incurred storm damage per a siting report performed on February 23, 2023.
This report identified 11 radome panels in need of replacement due to delamination of the painted surfaces and water intrusion within the panels, potentially causing the rigidity of the panels to be compromised. With the operational age of the current radome and the number of panels damaged relative to the total number of panels, NSSL has decided to pursue a full radome replacement to include the parts, delivery, and installation.
2. Scope and Objectives
To purchase and install a new radome on-site at the NWRT tower facility in Norman, Oklahoma, to the original equipment manufacturer (OEM) specifications or equivalent per the L-3 Communications ESSCO Technical Manual TM01-38 ESSCO MODEL S32-75 RADOME. This will include the proper removal of the existing radome, construction of the new radome, and placement of the new radome affixed on top of the NWRT tower facility without incurring any damage to the existing NWRT Tower facility and the ATD radar contained within.
3. Product Specifications
Brand name or equivalent/equal to the Communications & Power Industries LLC, model S32-75 Composite Sandwich Radome.
The specifications required are as follows:
1. S32-75 Composite Sandwich Radome – designed for 150 MPH wind speed, frequency tuned, ESSCOLAM10 Hydrophobic Top Coating, Color – White, water contact angle greater than 105 degrees (PN: 5266-HYDRO-E10). Includes all panel attachment hardware, backer rods and sealants, Reference drawing series 1944-1, ICD 1858-3275-1
2. Fiberglass Lightning Protection System, single lightning rod and down-conductor cables Reference ESCCO part numbers – 705-292-FRP, 705-293-FRP
3. Hydrophobic top coating applied during manufacturing process – Sherwin Williams Polane S Plus (reference attachment for datasheet)
4. Radome frequency tuned for 3,020 MHz
SERVICES
The contractor shall provide a full radome replacement for the NWRT Tower facility radome. Removal and replacement of the radome shall be in accordance with the L-3 Communications ESSCO Technical Manual
TM01-38 ESSCO MODEL S32-75 RADOME.
The contractor shall obtain all new panels and new parts for the full replacement of the radome. All panels and parts shall be OEM of the Model number S32-75 radome.
The contractor shall safely deliver, without damage, the panels and parts necessary for the full replacement of the radome to the NWRT Tower Facility located in Norman, Oklahoma. The NWRT facility does not have indoor

storage for the capacity necessary for panels and parts, so the Contractor shall plan for enclosed outdoor storage of panels and parts on-site, if necessary.
The contractor shall remove the existing radome and properly dispose thereof.
The contractor shall construct the new radome and properly place the radome affixed to the top of the NWRT tower facility.
The contractor shall perform all necessary coordination related to safety (e.g., coordinating with the FAA on generating a NOTAM for any crane work) and other required regulations related to removing and replacing the radome at the NWRT tower facility.
The contractor shall deliver a written report that documents work performed and the condition of the new radome at work completion. The report shall identify any issues incurred during and after installation, if any.
SUPPLIES AND MATERIALS
The contractor shall provide all equipment, supplies, and materials necessary to perform a full radome removal and replacement of the NWRT tower facility radome.
MANUFACTURER’S STANDARDS
The contractor shall base inspections, repairs, installations, and parts procurements or equivalent on the L-3 Communications ESSCO Technical Manual TM01-38 ESSCO MODEL S32-75 RADOME.
DOWNTIME
Radar downtime dates and lengths must be coordinated and mutually agreed upon in advance by the contractor, the site POC, and/or the COR. NSSL site personnel will assist the contractor with de-energization, lockout-tagout, and starting/stopping operation of the radar system as necessary for the work specified.
SITE RESTORATION
The contractor is responsible for site clean-up, restoration, and reassembly of anything that was dismantled to gain access to the radome.
QUALITY CONTROL
The contractor shall maintain quality control procedures to ensure its radome removal and replacement services conform to the standards and specifications prescribed by the original manufacturer.
