STATEMENT OF WORK

Sheppard NCOA Auditorium

Audio/Visual System April 6, 2020

1. Description of Services: The contractor shall upgrade the existing analog audio/visual system to a professional grade digital audio/visual systems located in Rooms 1095 and 1096, Building #1900, Sheppard AFB.

1.1. Scope of Work: The contractor shall provide and install speakers, digital amplifiers, digital time delay, digital audio processing, digital signal processors, high definition projectors, high definition digital video switcher, high definition video cameras, high definition monitors and equipment needed to provide a system for public speeches, presentations, video presentations, and military ceremonies.

The quality shall be of clear, discernable, and professional level for all events. The contractor shall program the system and provide training to designated government personnel. All components shall meet the minimum level of quality defined below, and shall be comparable to provide the quality and durability for constant use with clear sound and sharp images.

1.2. Audio/Visual equipment quality levels are defined as follows: Consumer, which includes equipment, aimed to the home market, industrial which is designed for mid-grade or large commercial use (church, boardroom, large auditoriums, etc.) and professional or broadcast which is designed for large scale theater/auditoriums or video production facilities. The contractor shall provide professional equipment audio and video components for this requirement.

1.3. The system or booth shall be referred to as the Sheppard NCOA (SNCOA) booth in the remainder of this document. References to the Barnes Center Team are for simplicity and refer to representatives from the SNCOA, the Sheppard Communication Squadron, the Sheppard Civil Engineering Squadron, HQ Barnes Center Resource Advisor Branch, and the HQ Barnes Center Executive Service Directorate.

2.0. Audio/Visual System Design and Install: The contractor shall install a system tailored for the SNCOA Auditorium using today’s current state-of-the-art professional audio/visual technology that is upgradeable to future components or system innovations with minimal alteration and minimal labor. Integration shall be modularly engineered and nonproprietary to the contractor. The contractor shall and integrate all components, cables, etc.

necessary to complete the installation and provide a turnkey solution.

2.1. The contractor shall ensure the system, and all components of SNCOA Auditorium Audio Visual System, shall provide professional quality and durability through constant use. The Audio system shall provide consistent quality, and even coverage throughout the auditorium with no dead spots. The Audio System shall be able to route, auto level, and provide automatic gain control (AGC)/feedback protection for all audio signals through the use of a Digital Signal Processing Unit to automatically adjust audio and ease interface. All speakers shall be able to be utilized during microphone use. Speakers shall be mounted to blend with ceiling/walls with very little visibility to the audience. Remove and properly dispose of all old cabling and conduit.

3.0 AV Room Control and Audio for Room 1096

3.1 Install and program a new audio and video system for room 1096

3.1.1 The AV system shall have the capability to control and manage all the video, audio and lighting for the room.

3.2 Room 1096 requires a minimum of the following items (all items are “brand name or equal”):

3.2.1 Two (2) wall plate media input sources with not less than 1 HDMI and 1 VGA input each

3.3.3 One (1) processor-controlled AV system Gateway

3.3.3 One (1) 4k distribution amplifier

3.3.4 One (1) Cisco 24 POE switch

3.3.4 Two (2) 8-inch digital touch panels for room-controlled interface with the processor control

3.3.5 One (1) iPad programmed with case that shall provided for room control

3.3.6 One (1) 6,000 lumens laser projector

3.3.7 One (1) 254-inch diagonal HD projector screen with lace and grummet and felt lining

3.3.8 One (1) Solid wood stage podium (light wood color)

3.3.9 One (1) Two-channel 500-watt amplifier with DSP

3.3.10 One (1) two channel 800-watt amplifier with DSP

3.3.11 Two (2) commercial rated 43-inch TVs used as teleprompters

3.3.12 One (1) audio control system with full band EQ and DSP capabilities

3.3.13 Two (2) Column pro line speakers one on each side of the projector system

3.3.14 Two (2) 8-inch pro-line subwoofers

3.3.15 Two (2) 8-inch pro-line white speakers

3.3.16 Two (2) Antenna Boosters

3.3.17 Two (2) UHF directional passive paddle antennas

3.3.18 One (1) Sennheiser gooseneck podium microphone

3.3.19 Two (2) Sennheiser wireless condenser speech microphone

3.3.20 Two (2) Sennheiser wireless condenser speech head set microphone

3.3.21 Two (2) battery charging stations and rechargeable batteries for microphone

3.3.22 One (1) Lutron light dimmer system

3.4 Installation/Construction

3.4.4 The contractor shall build and frame out the opening on the stage for a mount to the new projector screen. The contractor shall remove the old projector screen in the ceiling and patch and paint the holes that remain after construction and removal.

3.4.5 The new lighting dimmer system shall be installed in a manner that allows interface with the new AV control system. New LED ceiling lights (same as existing quantity), two wall mounted dimmer switches, and dimmer wiring to all new LED fixtures need to be procured and installed.

4.0 AV Room Control and Audio for Room 1095

4.1 Install and program a new audio and video system for room 1095 The AV system shall have the capability to control and manage all the video, audio and lighting for the room.

4.1.1 Room 1095 requires a minimum of the following (all items are “brand name or equal”):

4.1.1.1 Two (2) wall plate media input sources with not less than 1 HDMI and 1 VGA input each

4.1.1.2 One (1) processor-controlled AV system Gateway

4.1.1.3 Two (2) 8-inch digital touch panels for room-controlled interface with the processor control

4.1.1.4 One (1) iPad programmed with case that shall provided for room control

4.1.1.5 One (1) 8x2 matrix switcher

4.1.1.6 One (1) 4K distribution amplifier

4.1.1.7 Eight (8) HDbase T receivers/transmitters

4.1.1.8 One (1) Cisco 24 port network switch

4.1.1.9 One (1) Audio control system with fill band EQ and DSP capabilities

4.1.1.10 Two (2) commercial rated 43-inch TVs used as teleprompters

4.1.1.11 Two (2) Sennheiser wireless condenser speech microphone

4.1.1.12 Two (2) Sennheiser wireless condenser speech head set microphone

4.1.1.13 Two (2) battery charging stations and rechargeable batteries for microphone

4.1.1.14 All other audio equipment shall remain as is (speaker amplifiers, DVD, Blue-ray, TVs and computers)

4.1.1.15 One (1) Lutron dimmer system

4.2 Installation

4.2.1 The new lighting dimmer system shall interface with the AV control system. New LED ceiling lights (same as existing quantity), two wall mounted dimmer switches, and dimmer wiring to all new LED fixtures need to be procured and installed.

5.0 Programming, Workmanship, Labor, and Services

5.1 The contractor shall possess the following Certified Technical Specialist certifications from InfoComm - CTS-D, CTS-I, CTS. The contractor shall also be PMP or CTS (AV Project Management) certified. Additionally, vendor shall possess factory certification in the programming of the control system installed.

5.2 The contractor shall be responsible for any and all high voltage and low voltage electrical work required to complete installation. The contractor shall be responsible for any and all interior or exterior work required.

5.3 All new cabling shall be compliant with a Plenum Environment for the heating, ventilation, air conditioning system (HVAC).

5.4 The Contracting Officer (CO) shall be provided with complete final drawings in Visio (preferred) format. Drawings shall include but are not limited to, audio and video wiring diagrams, equipment placement drawings, microphone and speaker node layouts and control wiring diagrams, rack elevations, and any other relevant information. All components that rely on Internet Protocol (IP) for connectivity shall be displayed in a network diagram, which shall include devices, hardware, and IP addresses.

5.5 The contractor shall provide and install all wiring, connectors and hardware, as required to complete the work. All wiring shall be installed in a neat and professional manner. Plastic tie-wraps shall be used to secure cabling. All cables shall be labeled with source/destination at both ends with machine made labels. Cable numbers may be used only if a master cable index is provided. Labels shall be permanent and clearly readable.

5.6 The contractor shall label all patch panels (if used), amplifier controls, audio and/or video mixer inputs/outputs and switcher/router inputs/outputs.

5.7 The contractor shall provide complete and concise plant-in-place records. At a minimum these shall include professional quality system drawings, comprehensive cable labeling, installation, and complete documentation on all equipment installed.

5.8 Prior to final acceptance, the contractor shall provide customer with all books, manuals, literature, CDs and DVDs and other documentation on all equipment installed. Also provide customer with all programming source code, to include but not limited to un-compiled source code, panel files, IR/232/IP modules, and any other digital or software requirement for full utilization, operation, and maintenance of system.

5.9 The contractor shall provide complete on-site operator training to designated SNCOA staff (up to 12).

5.10 The contractor shall remove old and unused components to a specified location in the current facility specified by the CO. Contractor shall ensure proper take down and disposal of old components, as well as ensure proper cleanup of site and disposal of packaging and miscellaneous trash upon completion of work. The contractor shall only store components and equipment that is still serviceable. Components no longer functional shall be disposed of in accordance with local, state, and federal laws by the contractor at an off-base location.

5.11 Any building modifications outside of the approved drawings and technical solution shall be approved by Contracting Officer prior to commencement.

5.12 The contractor is responsible for post project cleanup, which shall include removal of all material, packaging, and all other debris. General clean-up of material, packaging, and work areas shall be conducted during job progress at the end of each day as a minimum.

6.0 Warranty: The contractor shall provide any Original Equipment Manufacturer (OEM) pass through warranty and standard commercial warranty applicable to the products being purchased at no additional cost.

6.1 The contractor shall provide the customer with all manufacturer warranties for any component incorporated into this project, such as literature, CDs and DVDs, and other documentation on all software.

6.2 The contractor shall provide written procedures, points of contact within company, and required information for all OEM warranty services prior to project acceptance. This information shall include written confirmation of the warranty period, phone numbers and contact.

7.0. Contractor Conduct on Installation

7.1 Traffic Laws: The contractor and their employees shall comply with base traffic regulations.

7.2 Cellular Phone Operation Policy: The use of cellular phones while operating a motorized vehicle is prohibited on Sheppard AFB. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device shall not cover both ears.

This policy applies to everyone driving on Sheppard AFB.

7.3 Hours of Operation: Work hours are 7:30 a.m. to 4:30 p.m., Monday through Friday, exclusive of Federal holidays. At the government's option and with approval of the contracting officer, work may be permitted on Federal holidays, weekends or after 4:30 p.m. daily at no additional cost to the government.

The contractor shall provide written notice to the contracting officer at least 48 hours before starting the scheduled work.
