Statement of Work Biosolids (Sludge) Removal and Disposal

OBJECTIVE

The National Park Service, Yosemite National Park, El Portal Wastewater Treatment Plant (EPWWTP) has a requirement for biosolids (sludge) removal, disposal and state and federal permit compliance for Class B biosolids.

BACKGROUND

Yosemite National Park operates the EPWWTP in El Portal, California on Highway 140, just west of the Yosemite National Park boundary. EPWWTP is a one (1) million gallon a day wastewater treatment facility that treats domestic waste from Yosemite Valley and the town of El Portal. The heaviest flows usually occur from April through October of any given year, when park visitation is at its highest.

The elevation of El Portal is approximately 1900 feet. Winter weather can be adverse, including snow and ice, as well as potential road closures.

SCOPE

On an annual basis there are approximately 450 tons of biosolids for disposal, depending on park visitation. Typically, April through October, there will be two (2) trailer loads per month needed for transport; November through March, approximately one (1) trailer load per month.

Biosolids are dewatered by way of centrifuge or drying bed at the EPWWTP. The biosolids are then deposited into government owned trailers by National Park Service (NPS) personnel, which are then transported off-site by the contractor.

There are two trailers which will be rotated; one actively collecting biosolids, while the other is transported and dumped. Trailers are 36 feet in length, 8 feet wide and carry approximately 56 cubic yards.

SLUDGE HAULING

Biosolids (Sludge Hauling)

The Contractor is responsible for hauling dried biosolids, stored in trailers at EPWWTP, which will then be hauled by the contractor to a California state permitted disposal site, approved landfill, or other state designation location in accordance to mandated regulations 2000-10-DWQ and CFR 40 503.

Contractor must provide all necessary equipment for transport and disposal including, but not limited to, tractor, personnel, consumables (fuel, lubricants, etc), State and Federal permits, including those required to haul biosolids, and any reports necessary to operate the service.

The contractor must possess a current permit from the California Water Quality Control Board (CWQCB).

Contractor must weigh each truck and trailer upon arrival to the yard, and again when exiting, on scales located just outside the north exit of the EPWWTP. Each trailer load will then be weighed at drop off location to determine payment by a certified weigh master station. All weigh tickets must be submitted with invoicing for payment.

Should EPWWTP be required to obtain Environmental Protection Agency (EPA) permits, such as those required under 40 CFR 503, or under most current regulations, the Contractor shall provide information and assistance to aid Yosemite National Park in obtaining the needed permit.

Maintenance to NPS Trailer

Contractor shall be responsible for all supplies, including tires, materials, and labor needed to maintain the trailers in good working condition and kept in compliance with Department of Transportation (DOT) regulations.

Biosolids Testing

For each source of municipal sludge, the analyses below shall be performed at least on a semi-annual basis and reported semi-annually. Accompanying the analytical results shall be verification from the generator stating that sludge is nonhazardous and has been tested in accordance with Title 22, Division 4.5, Chapter 11, Article 3, California Code of Regulations

(CCR).

1. Total Kjeldahl Nitrogen

2. Nitrogen

3. Nitrates

4. Title 22, CCR, Priority Pollutant Metals (18) WET Test. (Reference Constituents and

DELIVERY

The Contractor shall work with the EPWWTP personnel and Contracting Officer or Contracting Officer’s Representative (COR) to arrange and maintain a transport and disposal schedule which accommodates operations at treatment plant.

GOVERNMENT FURNISHED PROPERTY

Two NPS owned trailers, 36 feet long, 8 feet wide, with a carrying capacity of approximately 56 cubic yards, will be supplied for contractor’s use.

HEALTH AND SAFETY

The Contractor shall adhere to all NPS and OSHA workplace safety rules and policies. The Contractor shall cooperate and provide full assistance to any investigation. Failure to do so shall be deemed as grounds for termination for default of the contract. Contractor personnel and property are subject to safety inspections in the performance of this contract.

All changes to the contract must be made by the Contracting Officer.

PERIOD OF PERFORMANCE

The contract shall commence from April 1, 2022 for a period up to five years if options are exercised.
