Statement of Work

NCAH WINDOW WASHING

GENERAL INFORMATION

1.0 Scope of Work. The United States Department of Agriculture (USDA) National Centers for Animal Health (NCAH) in Ames, Iowa has a need for a Base plus 4 Service Contract for Window/Glass cleaning services in three (3) buildings. Contractor will provide all necessary labor, equipment, material, and supervision to clean the windows/glass.

2.0 Background. The glass requiring cleaning will be at multiple heights to include ground level through approximately 60 feet high. This will include 3 buildings 20, 21, and 24.

Awards will be made for a 1-year period with four optional 1-year annual renewal periods.

Renewal decisions will be made two months prior to the potential renewal date. The decision to renew will be at the sole discretion of the USDA. Annual price adjustments will be based on successful bidder’s prices submitted at the time of the original bid.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks. The Contractor shall minimize environmental pollution and damage that may occur as the result of cleaning chemicals used during operations. The environmental resources within the project boundaries and those affected outside the limits of permanent work shall be protected during the entire duration of this contract. The contractor shall comply with all applicable environmental Federal, State, and local laws and regulations. The

Contractor shall be responsible for any delays resulting from failure to comply with environmental laws and regulations.

The Contractor shall provide all necessary labor, equipment, material, and supervision to clean the following windows/glass:

3.1 Building 20. Building 20 all glass inside and out to be cleaned, no water spots and all cleaning residue properly wiped up including ledges.

3.1.1 All exterior glass (both sides of glass)

3.1.2 Administration atrium interior glass) main entry atrium West of glass elevators) – first, second, and third floors (both sides of glass)

3.1.3 Administration atrium North and South entryways, to include interior vestibule glass (both sides of glass)

3.1.4 Main atrium ground floor (both sides of glass)

3.1.5 Approximately 650 windows, elevations and window information attached.

3.2 Building 21. Building 21 all exterior glass inside and out, all corridor glass facing hallway should be cleaned leaving no water spots and all cleaning residue properly wiped up including ledges.

3.2.1 All Exterior glass (both sides of glass)

3.3 Building 24. Building 24 all glass inside and out including breezeway between buildings 24 and 20 need cleaned, no water spots and all cleaning residue properly wiped up including ledges. All Exterior glass (South and East elevation both sides of glass).

3.3.1 Building’s 20/24 Link (both sides of glass)

3.3.2 Approximately 30 windows, single story

4.0 Safety And Accident Prevention

4.1 In performing work under this contract, the Contractor shall-

4.1.1 Conform to the specific safety requirements established by this contract.

4.1.2 Comply with OSHA regulations and safety rules that concern related activities not directly addressed in this contract.

4.1.3 Take all reasonable steps and precautions to prevent accidents and preserve the life and health of Contractor and Government personnel performing or in any way coming in contact with the performance of this and Government personnel performing or in any way coming in contact with the performance of this contract.

4.1.4 Provide personal protective equipment required for the job; and

4.1.5 Take such additional immediate precautions as the contracting officer may reasonably require for safety and accident prevention purpose.

5.0 Source Selection. This is a Lowest Price Technically Acceptable (LPTA) source selection.

Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for the non-cost factors. The lowest priced quote will first be evaluated for technical acceptability. If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability

6.0 Government Furnished: Outlets for water and electrical will be made available and escorting when needed.

7.0 Deliverables / Schedule, Item No. Deliverable Objective Due

Start of work Window cleaning should be accomplished each year between the months of

May – Sep.

Coordinated with COR for start dates for possible option years.

Work should be completed within 45 days of start date.

2 Coordination

Coordination between

COR and cleaning staff is essential for notices of areas being affected

Pre-coordination meeting at least 10 business days in advance

8.0 Security Requirements. The Contractor shall comply with the following requirements:

8.1 At least a 2-week notice needs to be given before work is to begin.

8.2 All contractors must check-in at main gate and main desk at lobby Southwest entrance to building 20 each day to receive contractor pass (driver’s license will be needed.)

8.3 All contractors must be escorted when inside buildings (unless they have contractor linc pass authorization).

8.4 Working hours are between 7:00 am and 5:00 pm daily.

9.0 Place of Performance. USDA, 1920 Dayton Ave. Ames, Iowa 50010

10.0 Period of Performance. Window cleaning should be accomplished one time each year between the months of May – Sep. Work shall be coordinated with COR for start dates and for subsequent option years. Work shall be completed within 45 days of start date.
