1.0 OVERVIEW

1.1 Project Background & Scope:

This project consists of relocating HVAC equipment from the building crawl space to the Mechanical Room at the Bureau of Land Management (BLM) Crew Quarters in Jordan, Montana. The Crew Quarters are located within the BLM Jordan Fire Station complex at 130 Brusett Road, Jordan, MT 59337.

Relocating the HVAC equipment to the Mechanical Room will remove the need to enter a confined space (the crawl space) to maintain the equipment.

The project scope will be based on the information contained in this Statement of Work, including all attachments, and specifically shall adhere to the BLM Building Codes and Standards (Attachment E).

The building is currently served by two separate HVAC systems as shown in the Mechanical Drawings provided in Attachment D. Each system is comprised of a split system air-conditioning unit with electric resistance heat and a heat recovery ventilator. The existing units as well as the supply and return ductwork are located in the facility’s crawl space.

A 2021 BLM CASHE (Compliance Assessment – Safety, Health & the Environment) audit found that the existing units were located in a “confined space” as defined by OSHA, and as a result need to be relocated to a habitable space.

The existing split-system air-conditioners shall be removed and replaced with air-to-air heat pumps with outside units and indoor fan coils (FC), each with electric resistance heat and a heat recovery ventilator

(HRV).

• All four pieces of equipment shall be installed in the existing Mechanical Room.

• The ductwork serving the existing units shall be removed and reconfigured to connect the new heat pump fan coil units in the Mechanical Room to the existing ductwork in the crawl space and the HRV units to the four connections required on each HRV (illustrated in the project’s Scoping Drawings in Attachment A) . Intent is for HRV intake and exhaust ducts to reconnect to existing ductwork at the Mechanical Room ceiling. Attic HRV ductwork and roof penetrations to remain in their present configurations.

• Route FC and HRV condensate to the floor drains by the water heaters.

• Relocation of the equipment to the Mechanical Room and the door relocation will require other work to complete the project such as relocating wall switches, wall mounted items including, but not limited to relocating fire extinguishers, the Mechanical Room floor supply air connection, and the hallway return air connection currently located in the area proposed for the door replacement.

• The Scoping Documents (Attachment A) show a layout that maintains the use of the crawl space access hatch in the floor. While there won’t be serviceable equipment located in the crawl space after the completion of this project, BLM requires the crawl space hatch remain usable.

In addition to the installation and coordination of the new HVAC system, the contractor shall provide systems training and commissioning to BLM site personnel.

All work related to the scope of this contract shall be performed under a single contract.

Eastern Montana / Dakotas District
