About this file

This document outlines the specifications for a LiDAR-drone system procurement. The system must include a LiDAR unit capable of scanning at 300,000 pulses per second with a range of 90 meters, allowing up to five returns. An integrated IMU and 24 megapixel camera are required to simultaneously collect camera and LiDAR data. An RTK-GNSS navigation system with GPS, GLONASS, and Galileo support is also required. Accompanying software must be able to process, view, adjust, and post-process the data to create deliverables such as digital surface models and contour maps. The UAV must have a maximum 8 kilogram payload capacity, dual RTK GNSS positioning, and a minimum 30 minute flight time with the LiDAR-camera payload. This procurement is associated with solicitation number 12805B23Q0896 from the Department of Agriculture Agricultural Research Service Field Research Implementation and Information Delivery Plains Area to acquire a Phoenix LiDAR system.

Atachment 1 - Specificaons

LiDAR-Drone System

This system is being purchased to support the Unit’s remote sensing/precision agriculture research efforts. The following requirements represent the minimum performance level to meet established research needs:

• LiDAR unit o A scan rate of 300,000 pulses per second (speed at 4m/s; range to target -90m)

Should allow up to five returns (i.e. echoes) to enables measurements of ground, plant canopy, plant branches, etc.

o An installed Inera Measurement Unit (IMU) that provides detailed measurements of movement while in flight.

o Installed 24 MP camera o Simultaneous collecon and storage of both camera and LiDAR data o RTK-GNSS navigaon system with GPS/GLONASS/GALILEO support

• LiDAR soware should have abilies to o Process data from start-to-finish o View images in real-me, as well as adjust camera and LiDAR sengs during flights o Geometrically snap camera images to LiDAR images o Adjust posion to ground control points o Radiometric correcon of images o Post-processing to create end products (e.g., digital surface models, contour maps, etc.)

o Produce accuracy reports as a part of processing workflow

• UAV

o 8 kg max payload capacity o Dual RTK GNSS posioning o Minimum 30 minute flight me w/ LiDAR-camera payload
