About this file

This is a Statement of Work (SOW) for a tree release and weed management project at the Siuslaw National Forest, Hebo Ranger District in Oregon. The contractor must perform stand density management services on approximately 173 acres across ten subitems (0001AA through 0001AJ) located in Tillamook, Lincoln, and Yamhill Counties. Work includes cutting brush, natural tree seedlings, fern vegetation, and red alder within specified radii around planted conifers to promote forest health. The scope requires cutting vegetation within a five-foot radius and four inches of ground level around each release tree, cutting red alder within 15 feet of planted trees where alder is 1-3 inches in diameter, and removing Scotch broom from road prisms and landing areas. Individual subitems range from 1 to 74 acres, with specific spacing requirements (20' x 20' to 27' x 27'), tree density targets (60-109 trees per acre), and timing restrictions including 2-hour activity windows in certain areas. Some units involve walk-ins up to 0.4 miles from road access points.

The estimated period of performance is June 22 through July 3, 2026 (12 workdays) with work location at Siuslaw National Forest, Hebo Ranger District near Hebo, Oregon. This is a small business set-aside solicitation (NAICS code 115310, size standard $11.5 million) issued as Request for Quotation 1240BG26Q0011. A single award will be made, with contractors required to submit pricing for all items and provide copies of MSPA licenses, Oregon BOLI licenses, and H2B temporary employment certificates if applicable. Quality assurance includes 100 percent visual inspection and random 1/50th acre plot sampling with a minimum acceptable performance standard of 80 percent satisfactory work; quality below 90 percent results in payment deductions. The contractor must furnish all labor, equipment, supervision, transportation, and supplies, maintain a Quality Control Plan, and ensure on-site representation fluent in English.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Stand Density Management – Tree Release and Weed

Scope of Contract

The purpose of this solicitation is to secure services to release young forest seedlings on approximately 173 acres on the Hebo Ranger District, Siuslaw National Forest, Tillamook, Lincoln, and Yamhill Counties. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals to perform the work as specified in the solicitation.

Location and Description

The area covered by this solicitation is shown on the attached vicinity and unit maps. A more detailed map can be purchased at the Hebo Ranger Station. Most boundaries are easily identified by cutting lines, ridges, flagging, blue sale area tags, etc.

Many Forest Service spur roads may be overgrown with vegetation making them narrow and brushy. In addition, many Forest Service key and spur roads have been “storm proofed” or had water-bars installed; therefore, a high clearance vehicle is recommended. Contractors are advised to visit the sites to assess road access and unit complexities.

Definitions Administrative Office – The Government Offices, which may have personnel involved in the issuance of keys, inspection and acceptance of project work.

Average spacing - The average of the distance between all leave trees necessary to provide the desired number of leave trees per acre.

Blocked Roads – A road that is physically blocked by the Government. These roads are, but are not limited to roads with pulled culverts and roads blocked by berms or logs.

Brush – Vegetation consisting of shrub species with single or mult-stems originating at or near ground level not normally reaching 20 feet in height. Vine maple, ceanothus, rhododendron, manzanita, hazel, ocean-spray, willow, ninebark, or any others listed on Project Maps or Technical Specifications.

Calendar Days - Every day shown on the calendar, Saturdays, Sundays, holidays included.

DBH (Diameter breast height) - Diameter of the trunk measured at a point 4-1/2 feet above the ground level on the uphill side of tree.

Deficient Trees – trees that were not maintained to technical specification. This includes trees not treated, trees not brushed at the 5’ radius, trees not brushed within the 8’ vertical cylinder.

Ephemeral Streams – Streams carrying surface runoff only during or immediately after a rainstorm or snowmelt. Channels are not well defined and usually are covered with a litter layer characteristic of the surrounding forest.

Gaps- Created opening in which all trees and brush are cut.

Girdling - Cuts through the bark and cambium tissue completely encircling the tree trunk for the purpose of killing the tree.

Hardwoods – A broad-leaved tree that usually has a single well-defined trunk and attains a height of greater than twenty feet. The hardwoods referenced in this contract are listed below, any other species will be referred to as brush or shrubs:

Big leaf maple (acer macrophyllum)

Red alder (alnus rubra)

Intermittent Stream – Streams that carry water most of the year, but do not flow during part of the summer. In contrast to ephemeral stream, during summer low flow, intermittent channels are obviously dry stream beds.

Inter-planting - The planting of additional seedlings in units or areas previously planted.

Labor Standards Provisions – Those statutory and regulatory requirements pertaining to the Contractors employees.

Mechanical Damage - Any contractor caused injury or damage to bark or foliage of the leave tree.

Node – a joint in a stem

Opening – An area within or adjacent to the project area in which no conifers are growing, and all conifers on the perimeter are the stated distance or greater to conifers on the opposite side.

Operational Damage – Damage done by the Contractor’s operation to leave trees, the stand, or any other resource including private property, or any improvement not owned, rented, or leased by the Government.

Perennial Stream (active stream) – Any stream where water is present the entire year.

Satisfactorily Tubed - Any tubed tree meeting all of the specifications in Tubing Data Sheets and Vicinity Maps and not exceeding the maximum number of tubed trees per plot.

Slash - Any existing down woody debris whose cause is either by natural or man-made conditions.

Spacing - The horizontal distance in feet between one leave tree to the trunk of the next nearest leave tree measured center to center.

Stream bank - The part of a stream channel that restricts sideways water movement at normal flows.

Stream buffer – An area left uncut adjacent to streams.

Terminal leader – The top portion of a conifer tree. A missing terminal leader occurs where one or more years of growth are gone (broken or damaged)

Trees Per Acre – A measure of the density of trees on a per unit area basis. The number of trees per acre.

CONTRACTOR QUALITY CONTROL PLAN

A. Quality Control Plan

The Contractor shall provide a Quality Control Plan (QCP) as part of this Technical Proposal. The Plan must demonstrate how the Contractor shall assure that quality of performance meets the objectives and requirements of the contract. The QCP shall specify:

- How quality will be monitored to ensure performance standards are met.

- How the work will be supervised.

- How results of the monitoring will result in quality performance.

- Identify the personnel responsible for performing quality control.

B. Contractor Quality Control Inspection

The Contractor shall assure themselves that performance meets contract specifications, in accordance with FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, paragraph (a), prior to requesting the Government to inspect for payment or acceptance. The Contractor shall contact the Contracting Officer upon completion of a work area. The Contracting Officer may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.

(End of clause)

GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN

The Government will conduct inspections of each unit to determine work quality. Initial inspections will consist of a 100 percent visual inspection and will be based on adherence to contract technical specifications. The Government may also install a series of circular plots as specified by each District. Should repeated deficiencies be found during the visual inspections and notification of those discrepancies have been brought to the Contractors attention repeatedly, yet not brought up to acceptable work in meeting specifications, plots will be established and documented. Plots will be randomly located throughout each sub-item to obtain a representative sample of the work. Plots will generally be 1/50th acre.

The following data will be collected on each plot:

(a) Number of trees that should have been brushed

(b) Number of trees that were brushed

(c) Number of satisfactory brushed trees

(d) Number of deficient trees (see definitions)

The following deficiencies will be considered in determining performance quality:

1. Natural trees, brush and red alder not completely severed from the stump or not severed below the lowest live limb, except when prevented by obstacles (e.g., rocks, logs).

2. Red alder not cut within 15 feet of a leave tree.

3. Brush height exceeding the maximum 4 inches above the ground or obstacles.

4. Live limbs encroaching on the five-foot radius, up to an eight-foot vertical clearing.

5. Cut vegetation left suspended above the ground and/or over the leave tree.

6. Leave trees that are damaged during the cutting operation.

After inspection of all plots for a sub-item, the quality of release shall be calculated as follows:

(# of satisfactory trees/# of trees that should have been brushed) X 100 = Performance Quality %

Quality below 90 percent will be deducted from payment (See Payment clause). When inspection results are below 80 percent, payment will not be made until the deficiency has been corrected by the Contractor. Note: Minimum acceptable quality is 80 percent.

Reinspections after rework will be made in the same manner as the first inspection, but on different plot lines. The Contractor shall pay for inspections necessitated by the rework.

Reinspection of Release upon Contractor Request

If original inspection results are unacceptable to Contractor, the Contractor shall submit a reinspection request in writing within three (3) calendar days of the original inspection notification. For reinspections without rework, the same inspection procedure will be used following a different plotline. If the reinspection shows less than 5 percent variance from the first inspection, the Contractor shall pay the cost of the reinspection and results of the reinspection will be averaged with the results of the first inspection to determine payment. If the reinspection shows more than 5 percent variance from the first inspection, the Government shall bear the cost of the reinspection and results of the reinspection will be used to determine payment.

(End of clause)

UNSATISFACTORY PERFORMANCE

If the percentage of satisfactory work falls below 80 percent, the Government will immediately notify the Contractor in writing and order improvement of the quality of future work. If the quality of future work is not raised above the 80 percent within two consecutive workdays after receipt of notice in writing of unsatisfactory work, the Contractor's right to proceed may be terminated and the contract considered in default. Repeated failure to perform work at or above 80 percent acceptable performance shall also be considered reason for contract termination and default action.

(End of clause)

REWORK AND REINSPECTION AFTER REWORK

When inspection results are below 80 percent and the deficiency is correctable, payment will not be made until the deficiency has been corrected. Reinspection after rework will be made in the same manner as the first inspection but on different plot lines. The Contractor shall pay for inspections necessitated by the rework.

(End of clause)

POST AWARD CONFERENCE (NOV 1996)

A post award conference with the successful offeror is required. It will be scheduled and held within 7 days after the date of award. The conference will be held in person at Hebo Ranger Station or via phone.

(End of Clause)

PERFORMANCE WORK STATEMENT, TASKS AND CRITICAL SUBTASKS

5.1 Tree Release & Weed Technical Specifications

Subitems 0001AA through 0001AJ – Tree Release and Weed shall be performed around all planted trees identified under “Year & Species Planted” on the “Detailed Unit Information Sheet”, 2 pages, at the spacing indicated, average trees per acre (TPA) and as defined below. Most of the planted trees have a florescent ribbon attached to the tube or bamboo making it easier to locate them. Otherwise, pacing should be utilized to locate planted seedlings. Cut red alder within 15 feet of any planted tree, meeting the size, and spacing indicated, whether tree is above the bush or not, when encountered as defined below in 5.1.1. (2).

The Contractor is encouraged to visit the units prior to placing a bid.

The Contractor shall keep the government informed about their work location and progress at the beginning or end, of each workday.

Walk-ins: A walk-in over ¼ mile from the nearest drivable road access point to the unit boundary should be taken into consideration when submitting your bid. Stated mileage in this contract will be rounded to the nearest ¼ mile. Mileage is paid once, and not per person. Walk-ins follow closed roads or short distances through the unit to release unit boundaries or a release gap boundary. They are measured distances.

Known walk-ins over ¼ mile for Hebo 2026 Tree Release and Weed:

Subitem 0001AC Battle 33 – 0.4 mi walk-in on closed road

5.1.1. Specifications for Tree Release in Plantations

1. The Contractor shall cut all brush, natural tree seedlings and fern vegetation within four inches of the ground and for a five-foot radius, surrounding each tree needing released. Radius is measured from bole of tree. This includes clumps of natural regeneration seedlings less than 1 inch in diameter at breast height.

2. The Contractor shall cut Red Alder when encountered within a 15-foot radius surrounding each planted tree where the alder is not less than 1 foot tall or greater than 3 inch in diameter at breast height. Radius is measured from bole of the planted tree.

3. The Contractor shall not damage existing tree seedlings, tubes, or bamboo during the cutting operation.

4. The Contractor shall ensure cut hardwoods, excess natural conifers and brush are completely severed from the stump with a level cut.

5. The Contractor shall leave no cut vegetation suspended above the ground by the released trees.

6. The Contractor shall cut the brush and hardwoods within the 5-foot radius, around each planted conifer except where the following occurs: Douglas-fir having at least 3 branch whorls above the highest surrounding brush, and western hemlock and western red-cedar, having leaders at least 3 feet or greater above the surrounding brush.

7. The Contractor shall cut the crowns or branches of any brush or hardwood, exceeding the 3-inch alder cut limit when it is encroaching on the five-foot radius; to the limits of a vertical cylinder eight feet in height surrounding each tree to be released.

8. The Contractor shall cut all Scotch broom along the road prism and landing areas, within the unit boundaries, before departing.
