STATEMENT OF WORK (SOW)
FOR
ATSuite Services
AT
COLUMBUS AIR FORCE BASE, MISSISSIPPI
24 April 2020
1. DESCRIPTION OF SERVICES
Unless otherwise specified herein, the contractor shall provide all management, labor, transportation, equipment, tools, materials, and other items necessary to complete the installation of the ATSuite software. During this initial set-up period, the contractor shall ensure the Columbus AFB Airfield Operations Flight is completely operational. Upon completion of the set-up, will provided upgrade service, troubleshooting, and support for the remaining one (1) year on the contract.
1.1. Place of Performance:
The location of this product will be the Columbus AFB Airfield Operations Flight to include training material at the Radar Approach Control and Air Traffic Control Tower.
1.2. Period of Performance:
The period of performance (Maintenance and Support) shall be for one (1) year in accordance with the package quote details. After this period has expired, either the support function will terminate or another Maintenance and Support package will be negotiated.
1.3. Requirements
Over one (1) year shall include ATSuite:
- Columbus AFB database customization.
o One time database creation and customization of voice recognition to Columbus specific phraseology and local names.
- Ten (10) day on site training on how to use software.
- One (1) on-site ATCloud, ATSpeak, and ATCoachME refresher training.
o Each refresher training will include two (2) staff for three (3) days.
- Unlimited phone and email support during east coast business hours.
- One new software release per year, including multiple bug fixes and product updates.
- Amazon web services commercial hosting during maintenance period.
- Forty (40) user licenses.
1.3.1. General Requirements
Columbus AFB already owns the requirements for the product. The Airfield Operations Flight already uses IPads to have quick access to publications.
1.3.2. Technical Objectives and Goals
The goal of this product, according to the research, is to prevent future AFSC withdrawals due to knowledge retention. This product conquers all learning styles and focuses training on deficient areas where trainees need it most. The end goal would be to decrease the current Columbus AFB withdrawal rate of 24%.
1.3.3. Specific Requirements
No specific additional requirements will be needed for this software.
1.3.4. Special Requirements
All special requirements such as maintenance and training are already included in the package quote.
1.4. Government-Furnished Equipment/Services
This program will use government furnished IPads that are already purchased base-wide for training objectives. During the period of on-site training, the Contractor’s team will utilize the Airfield Operations Flight facilities to train personnel for 10 days.
1.5. Contractor Required Deliverables
The Contractor will provide the deliverables identified below to the organization designated for review and/or approval.

1.6. Applicable Performance Standards
The Contractor shall ensure Columbus AFB is operational and software issues that should arise are dealt with immediately upon contact from the Columbus AFB Airfield Operations Flight training team.
1.7. Hours of Operation
The software is accessible 24/7 by controllers. The support function of this contract will be during normal business hours (0800-1700 EST).
1.7.1. Normal Working Hours.
The Contractor shall perform maintenance and troubleshooting services under this SOW between the hours of 0800 to 1700 EST, Monday through Friday, except on Federal Holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government-directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined in this SOW when the Government is not closed for the above reasons.
1.7.2. Federal Holidays
The Contractor is not required to perform services on Federal holidays below:
a. 1 January (New Year’s Day)
b. 3rd Monday in January (Martin Luther King, Jr. Day)
c. 3rd Monday in February (Presidents Day)
d. Last Monday in May (Memorial Day)
e. 4 July (Independence Day)
f. 1st Monday in September (Labor Day)
g. 2nd Monday in October (Columbus Day)
h. 11 November (Veterans Day)
i. 4th Thursday in November (Thanksgiving Day)
j. 25 December (Christmas Day)
k. Any other day designated by federal statute, executive order or presidential proclamation
2. QUALITY CONTROL
The Contractor shall develop and maintain an effective quality control program to ensure all work is performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective work. The Contracting Officer may request this plan as deemed necessary.
3. SECURITY REQUIREMENTS
The Contractor shall comply with all requirements and procedures in accordance with AFFARS 5352.242-9000, Contractor Access to Air Force Installations, and local clause CAFB 0006, Columbus AFB Installation Security Requirements and Information; both of which will be incorporated into the award.
3.1. Retrieving Identification Media
The Contractor shall retrieve all identification media from employees who depart for any reason before the contract expires (e. g., terminated for cause, retirement) and return such media to Security Forces Pass and Identification for proper disposition.
3.2. Weapons, Firearms, and Ammunition
Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within their contractor-owned or privately-owned vehicle while on Columbus AFB.
3.3. Freedom of Information Act (FOIA) Program
The Contractor shall comply with DoD 5400.7-R/Air Force Supplement, DoD Freedom of Information Act Program requirements. The regulations sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material.
3.4. Privacy Act Program
The contractor shall comply with AFI 33-332, Air Force Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, and Section 8013
3.5. Hazardous Material Identification/Storage/Handling
N/A: The product provided by the contractor is software and contains no HAZMAT items.
3.6. Environmental Considerations
The Contractor is responsible for compliance with all federal, state, and local environmental laws and requirements.
3.7. Mission Impact Statement
Currently the 14 FTW flying mission has been impacted due to Air Traffic Control manning. Airspace has been forced to close which has already impacted pilot training missions. ATSpeak software will train Air Traffic Controllers faster and more efficiently increasing the career fields’ number of qualified controllers. ATSpeak will benefit both Air Traffic Control and the pilot production mission at Columbus AFB.
