About this file

This document provides a statement of work for a federal contract to conduct close-in blast testing of glazing systems. The Department of State's Bureau of Diplomatic Security seeks to evaluate the effects of small C4 explosive charges and fragmentation devices detonated within ten feet of various glazing products representative of those used in U.S. diplomatic facilities. Testing will be conducted on six glazing layups ranging in size from 30" x 90" to 60" x 90" using bare charges from 4 to 12 pounds and fragmentation devices classified as low, medium, or high at a standoff distance of 4 feet. The contractor will install test articles, conduct tests with various data collection methods, document results, and provide written reports within 45 days. A total of 81 tests are outlined in the test matrix with all work to be completed by February 2019.

Statement of Work for Glazing Systems Responses under Close in Blast Loads and Fragmentation Improvised Explosive Devices

Background

The Department’s Bureau of Diplomatic Security, Research and Development Branch (DS/PSD/RD) is interested in evaluating the effects of bare explosive charges and fragmentation improvised explosive devices detonated in close proximity to various glazing products. The focus of this work will be relatively small C4 bare charges and fragmentation charges at distances of less than ten feet from the respective targets. The glazing systems to be tested are representative of those utilized in the construction of US Diplomatic facilities.

Testing

The goal of this testing effort is to conduct repeatable blast testing on multiple glazing layups and sizes to determine the effects. As the focus of this work relates to glazing layup performance individual glazing units may be installed for testing in a steel assembly representative of a blast resistant window instead of fully framed and assembled window units. This requires the test articles to be tested in a structure that is non-responsive, allows for appropriate clearing effects in order to simulate real life conditions, and allows for quick test sample turnaround.

A test structure that extends 10’ from either side of the widest test article and 10’ above tallest test article will provide the necessary clearing effects. Given that the largest test article width is 60”, the largest test article height is 96”, and test article must be mounted 2’ from the ground level of the non-responsive test structure would need to be 25’wide by 20’ high.

The peak pressure from test shall be calculated using a Friedlander curve fit to the positive phase test data for at least two gages placed at mid height of the test article within 12 inches of the vertical edges of the test article. Similar calculations could also be allowed for justifying a smaller reaction face.

Test Set Up:

The data acquisition requirements are: one (1) free field pressure gauge, three (3) reflected pressure gauges fixed to the test structure, one (1) interior pressure gauge, one (1) witness panel behind the test article (made of aluminum foil and Styrofoam), one (1) high speed camera capturing the charge and test article’s front face response, and one (1) high speed camera capturing the test articles back face response for all tests. For those tests conducted with a bare charge three (3) displacement gauges will be used to measure the deflection on the glazings. No displacement gauges will be used during the fragmentation devices testing.

Post-test conditions will be documented and captured with a high resolution camera. Documentation shall include the physical state of the witness panel, the physical state of the test article, and a determination of what GSA TS01 performance condition (1, 2, 3a, etc.) and ASTM F1642 performance condition (No Break, No Hazard, Min, Very Low, etc.) the test article is in posttest (see Annex B for reference), as well as the data and video from the pressure gauges and high speed video. An example test set up is seen in Figure 1.

The performer shall ensure they have the correct lifting equipment and infrastructure to allow for quick installation and removal of the glazing layups. The glazing layups in the dimensions described in Tables 1 and 2 below can weight more than 1000lbs. To ensure the glazing layups are not cracked during installation all layups shall be installed via appropriate mechanical assistance (e.g. fork lift or crane attached vacuum glass lifters) and setting blocks. The vendor’s proposal shall describe what equipment and methodology will be used to ensure the glazing layups are installed correctly.

The explosive charge will be:

1) Bare Charge: A spherical ball of C4 that is top initiated and placed at a designated standoff distance (scenario dependent) away from the center of the test article. The charge shall be placed by being suspended using a mesh/muslin bag or other low profile method, not by being placed on a pedestal. The suspension method must allow the C4 to keeps its spherical shape.

a. Plan to have at least 160lbs of C4 available for this testing phase.

2) Fragmentation Device: Details of how to build the fragmentation device will be released only to the vendor who wins the contract. For proposal cost purposes, the device will be composed of C4 and easily obtained fragmentation and glue materials found commonly in hardware stores.

a. Plan to have at least 140lbs of C4 available for this testing phase.

b. Details on how to construct the fragmentation device will be provided only to the vendor selected to do the work. For estimating purposes assume ~$1200 in commonly available hardware materials to construct all devices.

c. The fragmentation devices will be classified in four categories for this testing: Low, Medium A, Medium B, and High.

Note: The performer shall supply with their proposal proof they have all the required Federal, State, and, Local permits/licenses to handle and store explosives, as well as constructing destructive devices.

*Before the glazing layups are fabricated the vendor shall supply DS/RD with the brand and type of PVB their laminator plans on using for approval. For planning purposes ensure the PVB selected is architectural grade not structural grade.

It is not the intention of this test effort to test entire window systems (i.e. frames, bolt connections from frame to wall, etc.), just the glazing layups themselves. Therefor the glazing layups should be mounted directly into the non-responsive test structure using a framing system that is integrated into the test structure. Gaskets and setting blocks shall be used to ensure a snug fit of the glazing layup similar to an actual window assembly. The framing system shall allow the layup to be centered in the frame opening and provide a 1-1/2” bite around the entire glazing layup.

Due to allowable glass, interlayer, and polycarbonate thickness tolerances acceptable under ASTM C1036 it is important that each tested glazing layup’s overall thickness is measured and documented as well as the thicknesses of each component making up that glass system. ASTM C1172 provides the allowable width and bow tolerances for laminated architecture flat glass. Ensure the glazing layups procured for this effort conform to both ASTM C1036 and C1172 for allowable tolerances.

Test Matrix:

The glazing layups and their dimensions in the test matrix are final; the size of charge and standoff is subject to change pending the results of the initial tests for each glazing layup type.
