1.1. STATEMENT OF WORK (SOW) FOR TASK ORDERS

GENERAL PERFORMANCE REQUIREMENTS - DESCRIPTION OF WORK

The Contract staff shall work under the direction of the Contract Manager and coordinate with government GIS specialists, cartographers, surveyors, resource specialists, and professional staff to respond to project requests involving the use of various GIS technologies including by not limited to the following:

• ESRI® geographic information system (GIS) software suite

• SQLServer® and Microsoft Access ® database support for spatial and non-spatial databases

• Oracle ®

• Carteveiw ®

• ArcInfo AML Programming Language, Python, VB, VB.Net, ArcObjects, ArcGIS v10, .NET, java, javascript, etc).

The Geospatial Repository is operated out of the DOI Interior Business Center (IBC) in Denver, CO, and consists of Test and Production virtual machines running the Windows 2012 R2 platform. IBC Systems and Networking team provide Infrastructure-as-a-Service (IaaS) layers, including patch management, security continuous diagnostics and monitoring, and failover capabilities. The local Geospatial Geodatabase Administrator (GDBA) and Software Developers provide the Geospatial application expertise and are subject-matter-experts with the ESRI tools.

GEOSPATIAL DATABASE SUPPORT/ENTERPRISE GIS (EGIS)

Geospatial database design, development, and management shall include but may not be limited to the following tasks:

1.1.1.1. Evaluate, migrate, and update reservation, statewide, regional, agency, and program datasets to meet national database model standards, including the metadata.

1.1.1.2. Improve the locational accuracy of datasets using reference and topologically related links to the Public Land Survey, transportation, reservation boundaries, aerial photographs, and other relevant administrative boundaries.

1.1.1.3. Perform data modeling, edit, update, and modify information stored in file-based geodatabases as well as ArcSDE/SQL Server multiuser geodatabase environment. Responsible for the creation, update, modification, and or evaluation of data submitted for inclusion into the dataset, including scheduling of review activities, development and review of quality and substantive control standards, assessment procedures, and prioritization of projects.

1.1.1.4. Migrate existing geographic data into geodatabases or other geospatial data models, create new feature classes, feature data sets, and tables. Add behavior to features by creating subtypes and validation rules. Create relationships between objects, relationship classes, and geometric networks.

Create new features and edit existing features and behaviors, incorporating Raster images and surfaces. Create databases that enable spatial analysis, attribute query, theme mapping, and 3d modeling.

1.1.1.5. Establish spatial database design, business rules, and workflows that integrate with established tabular reporting business systems. (TAAMS – Trust Asset and Accounting Management System, land status).

1.1.1.6. Administer geospatial data per established standards, such as the National

Spatial Data Infrastructure (NSDI) as specified by Federal Geographic Data Committee (FGDC) Circular No. A-16, Coordination of Geographic Information and Related Spatial Data Activities, updated August 19, 2002, or later and other BOGS Federal Standards as required.

1.1.1.7. Collect, analyze, and present GPS data collected in the field to produce products such as maps, documents, graphics, guides, and illustrations.

(Electronic and hardcopy form). Data will be stored at the BOGS repository.

1.1.1.8. Plan and perform operational administration of a secure central Geospatial

Data Repository and delivery service for the management and distribution of all Federally Recognized Tribal trust land tract, ownership, boundary, related valuation support data, and base reference data for stakeholder programs and authorized entities.

1.1.1.9. Create, manage, and update a central spatial database containing standardized trust land boundary, ownership, and related data for each federally recognized Tribe with a trust land area. This database is to be synchronized with TAAMS to ensure ownership is regularly updated to reflect the current status and maintain historical changes over time. The data is available as a service to TAAMS and other designated Trust systems that rely on geospatial data for performing land management activities.

1.1.1.10. Resolve legal land description data discrepancies identified during title encoding/mapping process and other land records issues identified through

Land Titles and Records Land Status mapping activities and Buy-Back Program support. This work includes the construction and validation of complex metes and bounds tracts using coordinate geometry mapping tools.

1.1.1.11. Data publication oversight and management will include ensuring the creation, update, and management of metadata to meet current DOI and FGDC standards that are coordinated with the department to meet both privacy and open data requirements for distribution and publication.

1.1.1.12. Estimated Staffing and Minimum Personnel Qualifications

1.1.1.13. Key Personnel Designation

At least one each; Geospatial Data Administrator, GIS Analyst IV, and III personnel, as identified by the Contractor, shall be designated as key personnel.

1.1.2. MAPPING SERVICES AND CARTOGRAPHIC SUPPORT

The Contractor will be required to produce a variety of map products, including tools and scripts, for improving, standardizing, and visualizing cartographic products for internal and public dissemination and shall include but may not be limited to the following Contractor performed tasks:

1.1.2.1. Accept map requests and work with customers to develop a design to meet customer requirements within stated timelines.

1.1.2.2. Develop layer files, style sheets, layouts, labels, annotation, symbols, templates, cartographic data elements, geospatial analysis, map designs, and automated map production tools.

1.1.2.3. Develop tools, applications, and automated processes, programs, and workflows to improve output visual quality, ensure data standardization, and increase service efficiency.

1.1.2.4. Collect, analyze, and present geographic data and information to create deliverable products such as maps, documents, graphics, guides, and illustrations. (Electronic or in hardcopy form).

1.1.2.5. Reformat and enhance map data and develop mapping software routines to meet specific applications by employing map/cartographic standards. Includes enhancement of existing geospatial systems to meet customer mapping needs and demands.

1.1.2.6. Perform critical technical reviews, map critiques, quality assurance, detection of omissions and errors, and quality control to ensure visually aesthetic products that convey geographic information according to customer specifications.

1.1.2.7. Provide professional guidance on the interpretation of mapping specifications, standards, and quality control to other key personnel, both staff, and management.

1.1.2.8. Design, develop and direct the distribution of specialized automated map products, services, and books to display the status of trust land ownership and related information for LTRO, GIS Regional Coordinators, and the Land Buy- Back Program and other Trust Service Programs meet mapping standards developed by DLTR and the LBB programs.

1.1.3. GIS PROGRAMMING SUPPORT

The Contractor will be required to perform work which shall include but may not be

1.1.3.1. Provide expertise to translate programs, automation tools, code, scripts from python to new support program platforms.

1.1.3.2. Provide professional expertise in writing programs that translate existing programs and scripts which automate the management, maintenance, and standardization of large datasets including the Public Land Survey, Land Area Representation (LAR), Land Status, and others into approved data models for internal use as well as publication-ready data designs.

1.1.3.3. Design and code new programs, scripts, and routines to support the automation of operations, which will improve data management and map production.

1.1.3.4. Read, understand, and create new programs, code, subroutines, and scripts in python.

1.1.3.5. Test and troubleshoot and repair programs to ensure results and expectations of the output.

1.1.3.6. Devise and deploy automated creation, update, and management tools to efficiently map Indian land tract, reservation boundary, ownership, lease and right of way data that are synchronized with the Trust Asset and Accounting Management System - TAAMS. Further, the legal land description data extracted from TAAMS is to be topologically aligned where possible and appropriate with the official published version of the Bureau of Land Management (BLM) Public Land Survey System (PLSS) Cadastral National Spatial Data Infrastructure (CAD NSDI) Geographic Coordinate Database (GCDB) GIS Data for the trust land base.

1.1.4. IMAGE ANALYSIS, DATA CONVERSION, AND INTEGRATION

SERVICES

The Contractor will be required to perform work which shall include but may not be

1.1.4.1. Image analysis and data conversion will involve research and conversion of coordinate and attribute data from BIA, BLM, and other non-BIA sources to digital formats required by the BIA for GIS purposes. The Contractor shall analyze and report on data errors, produce estimates for correcting attribution and topology, and fill in missing data from other sources.

1.1.4.2. The Contractor shall provide GPS, photogrammetric scanning and digitizing services sufficient to convert hardcopy plots, drawings, and film, such as standard aerial film, to digital formats both raster and vector with scanning quality and geometry equivalent to that obtained from photogrammetric quality scanners.

1.1.4.3. Converted data shall be depicted in both relative and absolute locations.

Ideal locations, or absolute accuracies, shall be based on the National Standard for Spatial Data Accuracy (NSSDA) or the most current federal approved standard and must meet geospatial requirements as specified by the Federal Geographic Data Committee (FGDC).

1.1.4.4. Deliver data such as flat files, databases, and streaming content by web services such as ArcGIS REST Services

1.1.4.5. All-new digital spatial data shall have appropriate FGDC-compliant metadata produced for each dataset and must conform to BIA data standards for integration with existing datasets.

1.1.4.6. Develop products that are derived from all types of imagery sources, including historical imagery and photography. These products will support natural resource management and climate change needs ranging from landscape to very-large-scale. An example of landscape scales may be regional vegetation studies that cover multiple BIA Agency Offices. An example of a very large-scale study would be studying biological soil crust topography and vegetation structure using three-dimensional models.

1.1.5 DELIVERABLES – TASK ORDERS

1.1.5.1 Monthly, weekly verbal and written Progress Reports containing statuses on all assigned tasks accomplished during each week and referenced month; due by 5th workday following the end of each preceding week and month; confirmed semi-annually verbal; reports to contain:

A brief description of significant tasks to be accomplished during each referenced month, task performance goals and objectives, and a schedule for proposed, upcoming tasks will be undertaken in the coming months.

1.1.5.2 Final Report containing a summary of final statuses of all tasks accomplished during the entire period of performance.

1.1.5.3 Specialized detailed monthly Report on the number of maps produced and data delivered, including date and customer, served.

1.1.5.4 Specialized detailed monthly data publication statistics concerning the National Indian Land Dataset, including land areas updated and customers' requests for updates and resolutions to discrepancies.

Publish news and announcements to the Programs individual information web sites, and Fact Sheets.

1.1.5.5 Publish usage reports on growth, user numbers, conference attendance, etc. to

DOI and OTS management.

1.1.5.6 Provide technical assistance to the BOGS in developing, revising, updating, and maintaining program guidance documents such as policy, handbooks, guidelines, reports, and other program documents.

1.1.5.7 Monthly Financial and Management Reports. The Contractor shall submit financial and management reports utilizing the standardized WBS to describe the status of expenditure of funds correlated with the progress of the work completed.

The MIPR number shall be referenced on all financial reports and forms. Reports shall provide current status and projected requirements of funds, man-hours, and work completion; indicate the progress of work and the status of the program and assigned tasks; and inform of existing or potential problem areas. Provide copies to the COR

1.1.5.8 The Contractor shall deliver a computer-generated network analysis that is a detailed task plan for all WBS tasks for approval by the COR. The Network Analysis (e.g., Gantt, PERT, CPM) shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period of the contract. The Network Analysis shall show both serial and parallel subtasks leading to a deliverable product/report, and shall show early and late start and completion date with float.

Provide copies to the required agencies.

1.1.5.9 The Contractor shall prepare and present briefing packages at meetings coordinated by the BIA. As part of the presentation materials, the Contractor shall deliver paper copies of all slides and overheads.

1.1.5.10 The Contractor shall be responsible for generating meeting minutes documenting all items discussed at the meetings, and shall include a list of meeting attendees.

1.1.6 Work-Site Requirements

1.1.6.1 Safety Requirements. The Contractor shall provide for protecting the lives and health of employees and other persons; preventing damage to property, materials, supplies, and equipment; and avoiding work interruptions. For these purposes, the Contractor shall comply with OSHA safety and health regulations and pertinent provisions of the BIA Occupational Safety and Health Standard.
