Questions and Answers:

Question 1: are you able to provide the incumbent contract #?

Answer: Contract # A16PC00022 -

MANAGED BUSINESS SOLUTIONS, LLC

Question 2: Please expound on evaluation criteria. For example, will this be an LPTA award, T&M or best value method of evaluation

Answer: Best value. Please see RFQ page 36 for more information

Question 3: This was previously in the 8a program and the buy Indian Program. The SAM announcement states that this is still buy Indian, while in the Full and Open box is checked in the RFP documents. Is there a reason that the full and open box is checked?

Answer: It must be an error in system.

This RFQ is set aside for ISBEE vendors only.

Question 4: Please expound on evaluation criteria LPTA, T&M BV etc

Answer: The Government intends on using a trade-off approach for award. Between price and non-price factors, the award may not be made to the lowest priced offer but rather, award will be made to the responsible ISBEE contractor whose quote represents the “Best Value” to the Government, all factors considered.

Question 5: There is discrepancy between the solicitation and the statement of work on the definition of key personnel. What are the key personnel for this scope?

Answer: Geospatial Data Administrator and GIS Analyst IV

Question 6: There are key personnel defined at the task level. Should we be addressing key personnel at the task level or as an overall requirement for this scope?

Answer: Only Geospatial Data Administrator and GIS Analyst IV are key personnel

Question 7: There are discrepancies in the definition of an FTE – e.g. FTE = 1 and FTE hours = 960 in some cases and FTE = 1 and FTE hours = 1920 in other cases. Which takes precedent, FTE or FTE hours?

Answer: Government only estimated three positions (Geospatial Data Administrator, Geospatial

Architecture Specialist and GIS Analyst IV) at 1920 hours for the Base year. 960 hours are Base Year

Optional Positions only. Optional positions will be exercised if Government has need.

Question 8: (SOW Questions) Under the General Performance Requirements – Description of Work, a list of GIS technologies are provided. Do these technologies reflect the current deployed architecture?

BOGS | FAQ (doi.gov) references the use of ESRI® ArcGIS for Desktop, Portal, and Server. Please clarify.

Answer: Yes of ESRI® ArcGIS for Desktop, Portal, and Server https://biamaps.doi.gov/bogs/faq.html

Question 9: Does the government also use any Integrated Development Environment software? If so, could you please provide?

Answer: No

Question 10: Do the virtual machines include virtual desktops, virtual servers or both?

Answer: We don't support virtual desktops, but support virtual servers.

Question 11: The last paragraph in this section describes the role of the IBC. It also states that “the local

Geospatial Geodatabase Administrator and Software Developers provide the Geospatial application expertise and are subject-matter -experts with ESRI tools”. Are these SME experts employed by DOI IBC or are they part of this contract?

Answer: SME experts employed by DOI IBC

Question 12: Is the source code for AML/ArcInfo/VB, VBA and other legacy applications available?

Answer: Yes

Question 13: Will the government consider additional labor categories?

Answer: It’s up to the vendor on how many labor categories they want to propose. Government usually list estimate.

Questions 14: Are any mobile applications used to collect GPS data? If so, can the government identify the applications used?

Answer: Collector for ArcGIS

Question 15: Does the centralized spatial database referenced currently exist?

Answer: Yes

Question 16: 1.1.1.10 Can the government provide an estimate of approximately how many discrepancies are identified on an annual basis? How extensive is the land area, boundaries that must be revisited or corrected?

Answer: That work will be done in the regions by government personnel

Question 17: 141.1.1.11 What is the frequency of data publications?

Answer: Weekly as updates come in from the Regions

Question 18 1.1.1.13 The SOW states "At least one Geospatial Data Admin, GIS Analyst IV, and III personnel, as identified by the contractor, shall be designated as KP." Please confirm all Key Personnel designations.

Answer: Only Geospatial Data Administrator and GIS Analyst IV are key personnel in the base year.

Question 19 1.1.2.1 How are map requests submitted and managed? Is Workflow/Ticket management software used? If yes, will the government please identify the applications used?

Answer: Through our helpdesk and from the regional coordinators.

Question 20 1.1.4.2 Can the government provide the approximate volume of scanning and digitizing annually by type (film/hardcopy)

Answer: Very little

Question 21 1.1.4.4 How does the government expect the electronic data to be delivered and where?

Answer: Online

Question 22. 1.1.2, 1.1.4, 1.1.5. Is there any seasonality associated with these tasks workloads?

Answer: Possible fire season

Question 23 1.1.5.5 Are there any established formats for the current and future reports requested?

Answer: Word document and weekly call in

Question 24 Are there any worksite requirements? Will the contractors be allowed to work remotely?

Answer: Only in the Denver area.

Question 25 Is field work required to complete these contract tasks?

Answer: No field work

Question 26 Are Representations and Certifications required with our submission?

Answer: Yes

Question 27 Is there a COI requirement for the prime and the sub?

Answer: Certificate for conflict of Interest is attached. Prime and Sub are required to sign this form.

Question 28 Are ANC companies eligible to bid on this work under the ISBEE status?

Answer: Yes

Question 29: On page 3 of the Solicitation there is a reference to the contract type as Labor Hour/Travel

Purchase Order, while on page 36 of the Solicitation, there is a reference to Firm Fixed Price. Please confirm the contract type.

Answer: Labor Hour/Travel

Question 30: Is it anticipated that all contract work will be performed on site at the government facilities or is there option for tele/remote work?

Answer: Yes Telework, Only in the Denver area

Question 31: Is the Attachment #3 COI required for each key personnel and signed and submitted with our response?

Answer: COI can be signed at the time of the award.

Question 32: Are resumes and letters of intent required for each of the KP?

Answer: BIA would like to keep the current three personal on contract.

Question 33: On page 26, Clause 2, the Project Manager is identified as a Key Personnel. Is this role dual-hatted with any of the other LCATs listed?

Answer: yes its dual-hatted

Question 34: How are you measuring performance and compliance of the contractor? Is there a QASP associated with this work?

Answer: SOW has deliverables associated to each Task.

Question 35: How many Past Performance records are required? In what format? Are there narrative requirements? Will a form be provided?

Answer: Three Past Performance are required. No specific format. Three pages maximum for each Past

Performance reference.

Questions 36: On page 38 of the Solicitation, under Subfactor C: Past Performance, it is written that

“Evaluation of this factor will be based on the information contained in the technical quote, information provided by references, and contacting appropriate references. The Government may also consider information obtained through other sources, such as PPIRS.” Are Past Performance Questionnaires required for this work? If so, will a form be provided?

Answer: No specific format or form required. Three pages maximum for each Past Performance reference.

Question 37: What does the client consider to be an appropriate on-ramp time for the project?

Answer: 30 days

Question 38: Is there a current transition-out plan on file from the current incumbent, and if so, what is the timeline/plan?

Answer: July 15, 2021

Question 39: How soon will the awarded contractor have access to existing project documentation to expedite any needed training of contractors?

Answer: July 15, 2021

Question 40:

Would the government consider a one week extension from the date the answers to questions are released to industry?

Answer: No. POP start date is July 15th.

Question 41: Can the government clarify if there is an established computing architecture in place for a

Geographic Information System that will provide the service levels indicated in the SOW or will it be the responsibility of the contractor to develop this capability?

Answer: Yes there is a architecture in place

Question 42: What type of licensing structure does the BIA with ESRI and other software providers? Will

Licensing enhancement be required to meet increased staffing needs?

Answer: The Branch of Geospatial Support is the sole technical support office to IA and all tribes for GIS as a part of the Department of Interior (DOI)-Bureau of Indian Affairs (BIA) ESRI®

Enterprise License Agreement (ELA). The support activities include software distribution (ESRI®

ArcGIS for Desktop, Portal, and Server), customer license accounting, geospatial and technical software support.

Question 43: Can the government clarify the discrepancy between labor category personnel listed in

Attachment 1 - SOW and Base Year Positions provided in Attachment B – Price Quote?

Answer: Price Quote has optional Labor categories, which will be exercised if Government has need in future.

Question 44: Can the government clarify the Key Personnel Designation, Attachment 1 – SOW (page 3) conflicts with the corresponding section listed in the B08 Solicitation, Clause #2 – Personnel

Requirements (page 26)?

Answer: Only Geospatial Data Administrator and GIS Analyst IV are key personnel in the base year.

Possibility growth in the optional years.

Question 45: As listed in the B08 Solicitation document, page 34, Technical Capabilities and

Management Approach section, Subfactor A, Item # 6 requires the contractor to address ability to understand Dashboard and Portal as listed. Can the government provide a synopsis of document that explains each dashboard and portal type and the information that is provided through them?

Answer: Dashboard will be funded in 2022

Question 46: Can the government clarify the number or personnel stated in Attachment 1 – SOW, Sections 1.1.2.9 and 1.1.4.7, under Geospatial Database Support/Enterprise GIS (EGIS) pages 4 and 7.

The listed hours in this section identify certain positions total a single full-time (1920_ position, but List

(2) FTE at 960. Is the government requiring two part-time positions or is any variation allowed during the contract?

Answer: Estimated positions listed are Geospatial Data Administrator, Geospatial Architecture Specialist and GIS Analyst IV at 1920 hours for the Base year. 960 hours are Base Year Optional Positions, which will be exercised if Government has need in future.

Question 47: Can the government confirm if the tools and equipment, such as supplies, software, computer equipment, internet access, office space etc., needed to perform job duties will be supplied by the government? If not, can the government identify the tools and equipment the contractor should provide for personnel to complete the required responsibilities?

Answer: Government will supply software, computer equipment, internet access, office space and office supplies.

Question 48: Attachment B08 Solicitation, section 1.0 Price Quote, subsection Travel (page 36) states the quoter will be reimbursed for travel. Regarding ODCs/Travel, Administrative and cash flow cost are accrued in the process of tracking, confirming, processing, and collecting the reimbursement. Will the

Government find it reasonable to for the contractor to include this G&A expense?

Answer: Yes

Question 49: Can the government confirm the physical location where personnel will be working including if remote working will be permitted?

Answer: 13922 Denver West Parkway Bldg. 54, Suite 300 Lakewood, CO 80401. Yes remote working will be permitted Only in the Denver area at the discretion of the COR

Question 50: (Section A, paragraph 2, page 34)

Letters of Commitment are referenced as excluded from the page count. There are no instructions to provide letters of commitment. Is this a requirement? If so, can you please provide instructions?

Answer: Please provide letter of commitment on your company letterhead. Government does not have any format.

Question 51:( RFQ page 3, paragraph 2 and Attachment 1 - SOW, paragraph 1) Will there be a

Contract/Program Manager required on this contract as this position is not listed in the labor break out?

Answer: No

Question 52: Will all six of the identified key personnel need to be in place at the outset of the contract or will some of them be needed in the future, specifically, the GIS Analyst II and GIS Analyst III?

Answer: Only Geospatial Data Administrator and GIS Analyst IV are key personnel in the base year.

Possibility growth in the optional years.

Question 53: The SOW calls for two GIS Analyst IIs and one GIS Analyst III to support the work. However, the price quote only allows for 960 hours (1/2 time) per year for each of these labor category. Please clarify these requirements.

Answer: They are Base Year Optional Positions if needed.
