SECTION 01010 SUMMARY OF WORK

PART 1: GENERAL

1.1 WORK INCLUDES:

A. Installing new roofs on (7) buildings HS-1, HS-2, HS-4, HS-5, HS-6, HS-7, and

HS-9 including but not limited to:

1. Removal and disposal of existing cedar shingles, underlayment, and flashing.

2. Temporary removal, salvage and reinstallation of existing lightning protection system.

3. Selective replacement of deteriorated board roof sheathing/furring.

4. Installation of new treated cedar shingles, underlayment, and galvanized metal flashing.

5. Installation of a roof ridge vent system.

6. Selective fascia replacement.

7. Removal & installation of new aluminum gutters and downspouts.

B. All work will be performed under a single contract.

1.2 LOCATION: The work of this contract shall be performed on buildings, on the campus of the Fort Scott National Historic Site, located on Old Fort Blvd., Fort Scott, KS. The historic site is approximately 90 miles south of Kansas City along U.S. Highway 69. The site office is located on site and is operated by the National Park Service.

1.3 ABBREVIATIONS:

A. CO - Contracting Officer

B. COR - Contracting Officer's Representative.

1.4 EXISTING UTILITIES:

A. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the

Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

B. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Contracting Officer not less than two days in advance of proposed utility interruptions.

1.5 CONTRACTOR’S USE OF PREMISES:

A. Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the

Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

1. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

2. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

3. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

B. On-site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, except when otherwise indicated.

1. Work on Saturdays, Sundays, Federal holidays, early morning, or night may not be performed without prior consent from the Contracting Officer.

Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.

2. Throughout the period of performance there will be Special Events that might impact work. These special events might require early or complete shutdown in order to not disrupt park operations. These events shall be identified at the pre-con conference. The park will remain open throughout the project.

C. Contractor Use of Site:

1. Protection of the Public and Staff: In accordance with Section 01530, Barriers.

2. Contractor shall have limited use of the site for construction operations as designated by the COR for work operations including waste collection, storage of equipment and/or materials. This area will be located in the RV and Bus parking area.

3. Protection of Landscaping: The Contractor shall take all necessary measures to provide protection for all underground utilities/services, plants, shrubs, trees, walks, roads, alleys and any other landscape features near and at the work site. Vehicle travel to the jobsite will be monitored by the COR and kept at a minimum.

4. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government’s employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.

5. The fire road and exterior road access may be used for vehicle traffic.

Damage to the fire road system will be repaired as directed by the COR at the project completion. Care will be taken to not block emergency access.

D. Preservation of Historic Fabric: The structures involved in the work of this

Contract are listed on the National Register of Historic Places as part of the historic site. Every precaution shall be taken to prevent damage to the structures and the surrounding area. Should any damage be incurred as a result of the Contractor's operations, at the site, it will be repaired and/or the damaged materials replaced, in kind, to the satisfaction of the CO and COR at no additional expense to the

Government.

E. Storage – Staging Areas:

1. Confine storage of materials and equipment to the project area.

F. Housekeeping:

1. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.

2. All debris shall be removed from the site daily. Disposal of debris on

Government property will not be permitted. Contractor is required to furnish all permits required for the hauling and disposal of all debris and to comply with all local and state regulations.

G. Occupancy Requirements for Existing Buildings:

1. Government will occupy buildings that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with Government day-to-day operations. Maintain existing exits, unless otherwise indicated.

2. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct without written permission from the CO.

3. Maintain existing building in a weather tight condition throughout construction period. Repair damage caused by construction operations.

Protect building and its occupants during construction period.

1.6 PHOTO DOCUMENTATION:

A. All photos shall be in focus, show maximum range of depth of field general photo and then close up detail photo as needed. Shall be in JPEG digital form and submitted via CD-R Archival Gold or DVD-R Archival Gold media with printed labels and 8 mega pixels minimum within 7 days or as approved by COR.

1. Existing Condition Images: Before starting construction, take color, dated, digital images of project site and adjacent property/roads/etc. that may be impacted by construction activity/traffic. Include existing items to remain or be salvaged from different vantage points and with context for location identification.

2. Construction Images: Maintain organized index for photos with date, description, etc.

3. Additional images as needed when questions or emergency situations occur. Submit within 24 hours.

1.7 EXAMINATION OF SITE: Before submitting bids for the work, each bidder is encouraged to have examined the site and satisfied him/herself as to the existing conditions under which he/she will be pledged to operate or that in any manner might affect the work under this Contract. No change orders will be approved for work obvious during a site visit. Please see FAR 52.236-27 – Site Visit (Construction).

1.8 VERIFICATION OF DRAWINGS:

A. Verify by field measurements the information indicated on the Contract

Information and make any further measurements necessary for the execution of the work.

B. All information and locations listed are subject to field verification and adjustment prior to award, by the Contractor.

1.9 QUALIFICATION OF EMPLOYEES:

A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.

B. Do not allow employees to work whose ability or alertness is impairs because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

1.10 PRECONSTRUCTION CONFERENCE: See FAR 52.236-26. Prior to the start of construction, the CO will arrange a meeting with the Contractor. The meeting agenda may include, but not limited to the following:

Correspondence procedures

Designation of responsible personnel

Labor Standards provisions

Payroll reports Changes

Payments to Contractor

Subcontractors National Park Service regulations

Accident prevention program (including name of responsible supervisor)

Safety program

Tentative construction schedule

Submittals

Claim procedures

1.11 PROJECT CLOSEOUT

A. Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.

B. Cleaning: Removal all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.

1. Upon completion of the work, clean all surfaces using proper methods as indicated by the manufacturer of the material, taking care not to damage other finished surfaces.

2. Final Cleaning: Remove all tools, equipment, surplus materials, and rubbish. Repair marred surfaces and remove grease, dirt, stains, foreign materials, fingerprints, and labels from exterior finished surfaces. At time of final inspection, project shall be thoroughly clean and ready for occupancy. Cleanup will include using a magnet sweep to remove all nails that have been dropped around the job sites.

C. Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the

Contracting Officer in writing. The Contracting Officer or designee will make an inspection within 10 days of receipt of request or at a mutually agreeable time.

1. If the work is determined to be substantially complete, following the final inspection, the Contracting Officer will prepare a Punch List and issue a

Letter of Substantial Completion.

2. If the work is not determined to be substantially complete following the final inspection, the Contracting Officer will notify the Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.

3. Contractor shall complete the Punch List within 5 calendar days, documented weather permitting.

4. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting Officer will issue Letter of final acceptance of work.

5. If the Contractor fails to complete the work within the time frame, the

Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the

Inspection of Construction contract clause.

6. Disposition of any permits and warranties required by the specifications in this section.

D. Acceptance of the Work: After all deficiencies have been corrected, a Letter of

Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Office before final payment can occur.

E. Warranties

1. Construction Warranty shall be based on the date of Substantial

Completion.

2. Provide all warranty information of products installed organized by

Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project Substantial Completion.

3. Information shall include operation and maintenance manuals for each warranted material.

F. POST-CONSTRUCTION INSPECTION: Prior to the expiration of one (1) year from the date of Final Acceptance, the CO will inspect the project to determine whether corrective work is required. The Contractor will be notified in writing of deficiencies. In accordance with terms of the General Provisions of this Contract, the Contractor must begin corrective work on the noted deficiencies within ten

(10) calendar days of receipt of Notification of Deficiencies.

SECTION 01026 UNIT PRICES

1.1 REQUIREMENTS INCLUDE:

A. Designated Contractor: Provide lump sum prices in Bidding Form for specified items.

See following Sections:

1. 02112 – Selective Demolition

2. 06100 – Rough Carpentry

1.2 RELATED REQUIREMENTS: NOT USED

1.3 DEFINITIONS:

A. Lump Sum Price: Lump Sum price means a fixed price, including all overhead, profit and all other costs of whatever nature and character, for the specified work.

PART 2: PRODUCTS (NOT USED)

PART 3: EXECUTION

3.1 APPLICATION:

A. Provide lump sum price quotes for each work item, to the CO in writing.

3.2 UNIT PRICE ITEM SCHEDULE:

A. General Contract:

1. Provide in the lump sum bid the price for replacement and installation of additional, primed 1 x 4 roof sheathing. Estimates of up to 25% of the sheathing will need replaced or added at the direction of the COR. Price to include labor, materials and equipment to remove existing deteriorated sheathing, and install new primed 1 x 4 (fir or pine) board sheathing.

2. Provide in the lump sum price for replacement of new primed and painted 1

1/8 x 7 fascia board. Estimates of 25% of the fascia boards will need replaced at the direction of the COR. Price to include labor, materials and equipment to remove deteriorated boards and install new.

PART 4: MEASUREMENT AND PAYMENT

4.1 SUMMARY OF WORK: Payment for the work of this Section will be included in the lump sum price of this Contract

SECTION 01300 SUBMITTALS

1.1 DESCRIPTION:

A. The work of this section consists of submittal requirements before and during construction.

1.12 LOCATION: The work of this contract shall be performed on buildings, on the campus of the Fort Scott National Historic Site, located on Old Fort Blvd., Fort Scott, KS. The historic site is approximately 90 miles south of Kansas City along U.S. Highway 69. The site office is located on site and is operated by the National Park Service.

1.2 SUBMITTAL AND APPROVAL PROCEDURES:

A. As specified in the individual sections, forward submittals to Contracting

Officer at least 30 days before the need of approval. Unless a different number is specified, submit one reproducible original and two copies of each shop drawing, three copies of manufacturer's catalog sheets (cut sheets), three specimens of each sample, and three copies of all other submittals requested.

1. Shop Drawings: Include the following information with each copy of shop drawings:

a. Date.

b. Date of revisions (when applicable).

c. Contractor's certification that shop drawing has been checked for compliance with contract documents.

d. Details of fabrication, assembly and erection including connections and engagement to contiguous work.

e. Materials used.

f. All required dimensions.

g. The term "by others" shall not be used. All work to be performed by others shall be identified by Contractor or subcontractor name, discipline, or trade.

2. Samples: Samples shall be large enough to illustrate clearly the functional characteristics and full range of color, texture, or pattern.

3. Manufacturers' Catalog Sheets: Submit only pertinent pages; mark each copy of standard printed data to identify specific products proposed for use.

4. Manufacturer's Installation Instructions: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for the CO/COR and keep another complete set of instructions at the project site until completion.

B. CO reserves the right to require submittals in addition to those called for in individual sections.

C. Approved Equals:

1. For each item proposed as an "approved equal," submit supporting data, including:

a. Drawings and samples as appropriate.

b. Comparison of the characteristics of the proposed item with that specified.

c. Changes required in other elements of the work because of the substitution.

d. Name, address, and telephone number of the vendor.

e. Manufacturer's literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.

2. A request for approval constitutes a representation that Contractor:

a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

b. Will provide the same warranties for the proposed item as for the item specified.

c. Has determined that the proposed item is compatible with interfacing items.

d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

e. Waives all claims for additional expenses that may be incurred as a result of the substitution.

D. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements. Forward submittals that are related to or affect one another as a package to facilitate coordinated review. Each transmittal shall contain only data specific to that individual submittal.

E. Submittal Identification:

1. Contracting Officer will provide a project identification stamp which shall be applied by the Contractor. Identification shall include the park name-package number, project title, contract number, and transmittal number.

2. All sets of shop drawings, manufacturer's catalog sheets, samples, and other documents submitted to the Contracting Officer must have the identification information stamped on the submittal.

3. Identification information shall be applied to the bottom right margin on each page. Identification information on samples shall be applied to the most readily visible area on the sample or on tags attached to sample.

F. Submittal Numbering:

1. Number each submittal consecutively.

2. For re-submittals use the original submittal number, plus a letter suffix beginning with A.

3. Additional re-submittals of the same item shall contain the original number with the next consecutive letter.

G. Contracting Officer's Review:

1. Submittals will be returned disapproved without technical review if identification information is missing, not filled in, or if placed on the back of the submittal; an incorrect number or format of submittals is provided; the transmittal form is incorrectly filled out; submittals are not coordinated; or submittals do not show evidence of Contractor's approval.

2. Any work done or orders for materials or services placed before approval shall be at the Contractor's own risk.

3. After reviewing submittals, the Contracting Officer will return a copy of the submittal sheets to the Contractor. Shop drawing review notations will be returned on the reproducible original shop drawing. All other submitted items will be retained. The Contractor is responsible for producing additional copies for his/her own use.

4. The returned submittal will be marked in one of three ways as defined below:

a. APPROVED: Acceptable with no corrections.

b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required. All comments are clear, and no further review is required.

The Contractor shall address all review comments when proceeding with the work.

c. DISAPPROVED - RESUBMIT: Rejected as not in accordance with the contract or as requiring major corrections or clarifications. The

Contracting Officer will identify the reasons for disapproval. The

Contractor shall revise and resubmit with changes clearly identified.

SECTION 01500 CONSTRUCTION FACILITIES

1.1 SCAFFOLDING AND STAGING:

A. General: If necessary (the use of self-propelled hydraulic lifts will be allowed in certain locations with adequate ground protection, per COR), provide, erect and maintain scaffolding and staging system sufficient for the safe completion of the work of this Contract.

B. Legal Requirements: Comply with Occupational Safety and Health Administration requirements and with all other applicable federal, state and local laws, codes, regulations and controls for the erection and maintenance of the scaffold/lift.

C. Anchoring and Support: Anchoring of scaffold to the structures through the use of large bolts or the cutting or boring of the existing building is prohibited. Scaffold may be erected on roofs provided sufficient support and weight distribution of scaffold legs is provided.

D. Ladders: All ladders will be in good condition with proper anchoring supports so that the roof or other architectural elements will not be damaged. Ladders will meet all current OSHA standards for ladders.

1.2 STORAGE FACILITIES:

A. Contractor shall provide their own temporary storage facility for equipment and materials. Contractor is responsible for all tools and equipment stored and left on site overnight. Type and location of storage must be approved, during preconstruction meeting, by the COR.

B. Remove structures and surplus stored materials at completion of work.

C. Contractor must provide suitable storage for all combustible and flammable materials. Type and location of storage to be approved, during preconstruction meeting, by the COR.

D. Vehicles on the grounds of the park will be kept to a minimum. Only working vehicles will be permitted.

1.3 FIELD OFFICE:

A. If Contractor elects to establish an office for his/her own use, the size and location shall be subject to approval of the COR prior to start of construction.

B. Remove field office at completion of work.

PART 4 – MEASUREMENT AND PAYMENT

SECTION 01510 TEMPORARY UTILITIES

1.1 UTILITY CONNECTIONS: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.

PART 2: PRODUCTS

2.1 GENERAL: Materials may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.

2.2 FIRE PROTECTION EQUIPMENT: The Contractor shall provide the job site with; UL

Class 2A, 2- 1/2 gallon water type, stored pressure extinguishers and/or UL Class 10, Type

I, 15 pound B:C carbon dioxide extinguishers.

PART 3: EXECUTION

3.1 ELECTRICITY AND LIGHTING:

A. Electricity is available at the work site at no cost to the Contractor.

B. Temporary Electrical: The Contractor shall be responsible for making temporary electrical connections to perform the work of this Contract. Temporary electrical work shall meet requirements of NEC 305 and OSHA 1926, Subpart K. If

Contractor elects to provide ground-fault protection through the assured equipment grounding conductor program, he/she shall promptly submit the results of all required tests to the CO. In addition, a written description of the assured equipment grounding program, including specific procedures, shall be available at the job site, and a copy shall be submitted to the CO.

C. Electrical connection for temporary construction trailer if used is the sole responsibility of the contractor and will not be provided by NPS. Use of a portable generator for a construction or office trailer is prohibited.

3.2 TELEPHONE: If the Contractor elects to install temporary telephone service for his own use, it shall be Contractor-furnished.

3.3 WATER: Potable water is available at the building site. The contractor will provide cool, potable water for construction personnel in locations convenient to the work site.

3.4 SANITARY FACILITIES: Public rest room facilities are available in HS-6, 7, & 8.

3.5 FIRE PREVENTION AND PROTECTION:

A. A capable and qualified person shall be placed in charge of fire prevention/protection. The responsibilities shall include locating and maintaining fire protective equipment. Equipment placement will not block fire department access to the site or the fire suppression systems.

B. Hazard Control: Take all necessary precautions to prevent fire during construction.

Do not store flammable or combustible liquids in historic structures or existing buildings. Provide adequate ventilation during use of volatile or noxious substances.

C. Locate internal combustion equipment so that exhausts discharge well away from combustible materials.

D. Welding: Welding or cutting by torch will not be permitted in or on the historic structure.

E. Protection Equipment Required: Furnish a minimum of one of each type of extinguisher for each 3,000 square feet of building area or major fraction thereof.

Travel distance from any work station to the nearest extinguisher shall not exceed

100 feet. One extinguisher shall be supplied within easy reach of each isolated section of scaffolding/lift.

F. No smoking will be permitted on the job site.

G. No radios (music) will be permitted on the job.

SECTION 01530 BARRIERS

1.1 DESCRIPTION:

A. The work of this section consists of furnishing, installing, and maintaining barriers to protect existing facilities and the public from construction operations.

B. Provide, erect and maintain barricades and warning signs. Take all necessary precautions to ensure the safety of the public and the protection of the work and grounds. All signs and barricades must be approved in advance by the COR.

2.1 GENERAL: Material may be new or used, but shall be suitable for intended purpose.

Fences and barriers shall be structurally adequate and neat in appearance.

2.2 BARRICADES AND SIGNS: ANSI D6.1-78, "Manual on Uniform Traffic Control

Devices" (MUTCD), Part VI.

2.3 BARRIER TAPE: Banner Guard, imprinted with "CAUTION: CONSTRUCTION

AREA", manufactured by Reef Industries, Inc., Houston, Texas, or approved equal.

3.1 PROTECTION OF PUBLIC:

A. Fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry to the work area.

B. Erect and maintain barricades, lights, danger signals, and warning signs in accordance with ANSI D6.1-78.

C. Cover pipes, hoses, and power lines crossing sidewalks and walkways with troughs using beveled edge boards.

D. No ground penetrations will be allowed.

3.2 BARRIER TAPE: Install where directed by CO.

A. REMOVAL: Completely remove barriers no longer needed and when approved by COR.

SECTION 01560 SPECIAL CONTROLS

1.1 DESCRIPTION: The work of this section consists of providing temporary controls.

PART 2: PRODUCTS: Not Used.

3.1 HOUSEKEEPING:

A. Keep project orderly and in a safe condition at all times.

B. Provide enough refuse containers for collecting construction debris.

SECTION 01600 MATERIAL AND EQUIPMENT

1.1 MANUFACTURER'S INSTRUCTIONS:

A. When Contract Documents require that installation of work shall comply with manufacturer's printed instructions, provide two copies of instructions to

CO/COR. Maintain one set of complete instructions at the job site during installation and until completion.

B. Perform work in accordance with manufacturer's instructions and recommendations.

1.2 TRANSPORTATION AND HANDLING:

A. Arrange deliveries of materials in accordance with construction schedules, coordinate deliveries to avoid conflict with work and conditions at the site.

B. Deliver materials in undamaged condition, in manufacturer's original containers or packaging, with identifying labels intact and legible.

1.3 STORAGE AND PROTECTION:

A. Store materials in accordance with manufacturer's instructions, with seals and labels intact and legible and accessible for inspection.

1. Store products subject to damage by the elements in weather-tight enclosures.

2. Maintain temperatures and humidity within the ranges required by manufacturer's instructions.

SECTION 01700 PROJECT CLOSE-OUT

1.1 DESCRIPTION: The work of this section consists of final cleanup, closeout submittals, and final inspection procedures.

2.1 CLEANING MATERIALS: As recommended by the manufacturer of surface to be cleaned.

3.1 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces of existing facilities that are marred, scratched, or damaged due to the work of this contract to match original condition. Remove grease, dirt, stains, foreign materials, and labels from interior and exterior finished surfaces. Vacuum clean interior building areas soiled as a result of the work. Sweep paved areas and rake grounds of construction debris. Use a magnet to clean all dropped nails off the ground. At time of final inspection, project shall be thoroughly clean and ready for use.

3.2 CLOSEOUT SUBMITTALS: Submit before final inspection request.

A. Guarantees: As specified in individual sections.

3.3 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. The COR will make an inspection within 10 days of receipt of request.

A. Should the CO or COR determine that the work is substantially complete, he/she will prepare a punch list of deficiencies that need to be corrected before final acceptance, and issue a notice of substantial completion with the deficiencies noted.

B. Should the CO or COR determine that the work is not substantially complete, he/she will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.

3.4 ACCEPTANCE OF THE WORK:

A. After all deficiencies have been corrected a Letter of Final Acceptance will be issued. If only designated portions of the project have been inspected, a Letter of

Partial Acceptance will be issued for that portion of the work.

B. Acceptance may be given prior to correction of deficiencies which do not preclude operation or use of the facility. However, final payment will be withheld until all deficiencies are corrected.

C. Until receipt of Letter of Final Acceptance, Contractor shall be responsible for the work of this Contract.

POST-CONSTRUCTION INSPECTION: Prior to expiration of one year from date of final acceptance, the CO/COR will inspect project to determine whether corrective work is required. Contractor will be notified in writing of all deficiencies. In accordance with term of the General Provisions, corrective work must start on noted deficiencies within 10 days of receipt of the notification to Contractor.

SECTION 02112 SELECTIVE DEMOLITION

A. Full tear-off of roof system down to existing roof deck;

B. Removal of damaged or defective sheathing/furring where encountered;

C. Temporary removal and salvage of lightning protection system for reinstallation;

D. Removal of existing flashing and counterflashing;

E. Removal of existing gutters and downspouts;

F. Removal of plumbing vents and boots in kind;

G. National Parks Service (NPS) requires the existing roof decks to be walked after demolition has been completed with their onsite Contracting Office

Representative (COR) or designated Project Inspector prior to installation of any new roof materials to ascertain if any water penetration has caused deterioration or corrosion of the existing decks which are to remain. If there are areas of concern the COR may require the Contractor to perform pull out tests to determine if the existing decking in question can remain of if it will need to be replaced. This can include visible areas of water damage or insect related damage. Testing and replacement of these types of unforeseen damaged areas will be by Change Order if required.

1.2 JOB CONDITIONS:

A. All active utility, security, and fire protection systems may not be disrupted in the course of the work.

B. Provide approved temporary coverings for openings made in the roof. Complete operations which prevent damage (i.e. rainwater) during construction, prior to performing new work.

C. Methods of materials removal and equipment used shall not endanger or damage existing historic fabric to remain intact. Any damage to items removed such as the lighting protection and guttering that is to be reinstalled, will be repaired or replaced at the contractor’s expense.

D. Keep routes to disposal areas free from debris.

E. The use of flame cutting equipment will not be permitted.

PART 2: MATERIALS

2.1 TEMPORARY COVERING:

A. Tear-resistant waterproof covers, without holes or tears that would allow the entry of water.

3.1 PREPARATION:

A. Verify all conditions at the work site prior to starting any demolition work.

B. Perform all work necessary to protect the structure, the public, adjacent structures and other site features and utilities.

C. Comply with all OSHA regulations and safety requirements for demolition work.

3.2 DEMOLITION AND REMOVAL:

A. Material to be removed: Haul material away from work site to an approved dumping site. Comply with all local, state and federal regulations regarding hauling and dumping.

B. Upon completion of removal work ensure roof decks are clean and free of debris and projecting fasteners.

C. Immediately inform the COR of damaged or defective roof sheathing, furring, and fascia.

D. Remove existing gutters and downspouts.

3.3 PROTECTION:

A. Remove no more of the existing roofing materials than can be sufficiently protected with temporary covers, or can be protected with permanent roofing materials.

B. Cover all exposed areas of roof with temporary waterproof covers nightly or during the day if a storm approaches. Ensure temporary covers are secured to prevent blowing or billowing of covers. Any damage occurring to the structures due to not being properly covered or the covers maintained will be the responsibility of the contractor.

3.4 CLEANING:

A. Clean daily all debris from the work site.

B. Leave work area clean and free of debris.

1.4 SUBMITTALS:

A. Fasteners: Submit proposal for type of nails and adhesives. Nails for fascia and siding where needed must be cut nails (“square”) in keeping with the historic fabric encountered.

1.5 PRODUCT DELIVERY, HANDLING, AND STORAGE:

A. Keep materials dry during delivery and site storage. Store lumber and millwork, where directed by the COR, off the ground with protective covers.

B. Do not expose wood to extreme changes of temperature and/or humidity.

2.1 WOOD:

A. Free from warpage, splits, stains, knots, rot, or other imperfections affecting durability, strength and appearance. Moisture content not to exceed 19 percent for yard lumber and 12 percent for finished lumber. Lumber two inches thick or less shall be kiln dried.

Grade stamps shall be on ends of boards.

1. Board Sheathing: Nominal 1-inch thick (Contractor to field verify and match existing sheathing thickness), S4S, 19-percent maximum moisture content, southern yellow pine or equivalent, grade: C&BTR. Which has been planed or sanded on 4 sides and primed on all sides.

2. Fascia: Nominal 1 1/8-inch-thick (Contractor to field verify and match existing fascia dimensions), SAS, 12-percent maximum moisture content white oak or equivalent, grade: FAS. Which has been planed or sanded on 4 sides, and primed on all sides, painted on exposed surfaces.

2.2 NAILS: Steel, wire, hot dipped galvanized. Nail classification, type, size, and finish: FHA minimum property standards. Siding/fascia will be square nails as manufactured by Tremont

Nail Corporation.

A. Obtain measurements and verify dimensions and details before proceeding with carpentry work.

3.2 ROOF SHEATHING:

A. Remove deteriorated sections where encountered in accordance with Section 02112.

Dispose of deteriorated and removed lumber at the contractor’s expense.

3.3 CLEANING:

A. Perform cleaning during installation of the work and upon completion of the work.

Remove from the site all excess materials, debris, and tools.

SECTION 07313 WOOD SHINGLE ROOFS

1.1 WORK INCLUDES

A. The work of this section consists of furnishing and installing fire retardant treated, 24” royal cedar shingles (wood shingled roofs), to meet existing shingle quantity/thickness.

1.2 QUALITY ASSURANCE

A. Installer Qualifications: Cedar Shake and Shingle Bureau (CSSB) member.

B. Grading Agency Qualifications: An independent testing and inspecting agency recognized by authorities having jurisdiction as qualified to label wood products for compliance with referenced grading rules.

C. American Society for Testing and Materials (ASTM).

D. Grading Rules: The rules established by the Cedar Shingle and Shake Bureau, Sumas, Washington.

E. Manufacturer’s printed recommendations.

1.3 SUBMITTALS

A. Sample manufacturer and installer warranty.

B. Submit product data and samples for shingles to be used.

C. Submit samples of fasteners proposed for use.

D. Submit samples of ridge vent products, to match existing.

E. Closeout Submittal: Maintenance Data.

1.4 PROTECTION

A. Protect new products from weather until ready for use.

1.5 PRODUCT HANDLING: Deliver shingles in manufacturer's original, unopened, protective packaging. Comply with manufacturer's recommendations for protection.

1.6 JOB CONDITIONS: Surface to which the roofing is to be applied shall be even, smooth, sound, clean, and dry. Correct any deficiencies in the surface or report defective surfaces to the COR.

1.7 GUARANTEES: Furnish a minimum, written ten year warranty on shingle and flashing materials and a 5-year warranty on installation craftsmanship.

1.8 DESIGN NOTE: Cedar Shingles manufactured in the U.S. are not commonly available;

most are being produced in Canada. Canadian Cedar shingles are subject to the buy

American Act and will be rejected at the job site. However, treated shingles may qualify as

American made if the treatment is performed in the U.S.

2.1 SHINGLES:

A. Shingles: Certi-Guard Fire Retardant Treated Cedar Shingles, 24 inches in length, #1 Blue label (also known as Royals). Type: Class C pressure treated and fire-retardant shingles, Number 1 grade, meeting UL Class C, meeting ASTM E-

108, UIL-790, NFPA- 256, UBC Standard 15-2. Select shingle with 30 year or greater warranty.

2.2 RIDGE VENT:

A. Basis of Design: Tamko Cool Ridge Sectional Ridge Vent or equal. Should have

18 square inches of net free area per linear foot. Vent holes sized to prevent insect infiltration.

2.2 HIP AND RIDGE UNITS: Match existing.

2.3 SHEATHING: To match existing thickness, as required. Locations to be determined upon sheathing walk with COR following removal and prior to installation.

2.4 FLASHING: Replace all flashing. Around the chimneys and dormers, use recommend procedures from the Cedar Shake and Shingle Bureau. Use at least, 24 GA galvanized metal.

2.5 NAILS: Use 6d box hot dipped zinc coated nails recommended by the Cedar Shake and

Shingle Bureau.

3.1 EXISTING SHINGLE REMOVAL: Remove in accordance with Section 02112, Selective Demolition.

A. Temporarily remove lightning protection system for the demolition and installation of wood shingles. Re-install system upon completion of shingle installation.

B. Remove or hammer down protruding nails.

3.2 INSTALLING CEDAR SHINGLES:

A. Inspection: Surface to which the roofing is to be applied shall be even, smooth, sound, clean, and dry. Correct any deficiencies in the surface or report defective surfaces to CO. Lay shingles in accordance with RCSHSB requirements to produce a straight coursing pattern.

B. Nails and fasteners: Follow shingle manufacturer's recommendations for maximum wind resistance. Wind speeds at Fort Scott can exceed 60 mph. Install fasteners with hammers only. Pneumatic tools shall not be allowed.

C. Drip edge: In accordance with Section 07600.

D. Sheathing: If 1x4 sheathing is found deteriorated and is replaced, it will be laid to match existing gaps. All surfaces will be primed prior to installation.

E. Laying shingles: Lay shingles in accordance with 5 ½ inch exposure (field verify).

Align shingles and courses with vertical and horizontal chalk lines. Extend shingles no more than 1 inch beyond eave and gable edges. Product should extend

1 ½ inch past the fascia edge. Shingles should be tripled at all eaves. Shingles should be a minimum 1/4 inch apart and no more than 3/8 inch. Shingles should be laid with not less than 1 ½ inch between joints in adjacent courses. Not more than 10% should be laid in direct alignment in alternate courses. Shingle width should be a minimum of 3 inches and a maximum of 8 inches when installed.

F. Ridges and Hips: Run shingle to within 2 inches of the ridge line. Ridge cap with be joined with a bevel cut matching the ridge line. Cedar ridge boards will be installed on ridgeline vent system. Ridge Boards will be 1x8 cedar. Ridge line will match existing historic construction. Cedar 1x8 should be at least 10 foot in length.

Install these ridge boards so the 5½ inch exposure is maintained. Secure these cedar ridge boards with hot dipped galvanized 8d nails. Flashing and sheathing may have to be removed to allow necessary the air gap.

G. Repairing: Repair or replace any work damaged, prior to acceptance of the

Government, to the satisfaction of the COR. The contractor will be responsible to keep the removed lighting protection from damage.

H. Number of nails: Two per shingle. Not over ¾ - inch from the edge of a shingle at each side. They should be 1 ¼ inches above the butt line of the course to follow.

Drive nails flush but not into the surface of the shingle.

3.3 CLEAN-UP: Remove and dispose of roofing debris from the site. Remove nails from the ground with a magnet.

3.4 STARTER COURSE: At eaves, project first course of shingles 1 1/2 inch. Make first course a TRIPLE layer of shingles, staggering joints. Saw 5 inches off butt end of first shingle course to maintain coursing build-up.

3.5 GABLE ENDS: Project shingles about 1-1/4 inches over end rafter, edge board, or molding.

3.6 HIPS AND RIDGES

A. Install a 1x8 cedar boards with a bevel edge matching the pitch along the ridge line to form a ridge cap. Use seamless runs if possible, 10 foot or greater sections is preferred. Secure with 8d galvanized nails.

3.7 REPAIR

A. Replace defective or split shingles during installation.

SECTION 07600 FLASHING, SHEET METALS, GUTTERS AND DOWNSPOUTS

A. Install new metal flashing around brick chimneys, dormers, hips and valleys, to match existing.

1.5 SUBMITTALS:

A. Product Data: Submit manufacturer current technical literature for each type of product.

B. Shop Drawings: Provide details of material shapes, connections, support and layouts.

C. Samples: Two 6-inch square samples of sheet metal material.

D. Samples: Provide nominal 3x5 inch sample of each color indicated for gutters, downspouts, and accessories.

1.6 JOB CONDITIONS:

A. Verify that all related work necessary for proper installation of sheet metal work is complete and in proper condition to receive the new work.

B. Determine that all surfaces, to which the sheet metal will be applied, are smooth and clean to the extent required for sheet metal work. Correct or report defective surfaces to the COR.

C. Before commencing field work; verify shapes and dimensions of surfaces to be covered.

2.1 SHEET METAL: Galvanized Steel: 24-gauge, ASTM A526-80, commercial quality, or ASTM A527-80, lock-forming quality. Coating designation, G90, ASTM A525-83.

2.2 FASTENERS: Nails; wire, hot dipped galvanized steel flat head, of sufficient length to penetrate through sheathing.

2.3 RIVETS: Material shall be of a type and size recommended by the sheet metal manufacturer.

2.4 SOLDER: As recommended by the sheet metal manufacturer, 50% minimum tin content.

2.5 FLUX: As recommended by the sheet metal manufacturer, non-corrosive rosin only.

Pre-tinning is not necessary.

2.6 SLIP SHEET: Rosin-sized, unsaturated paper weighing approximately six pounds per

100 square feet.

2.7 FABRICATION: Fabricate sheet metal flashing in accordance with the material manufacturer’s recommendations.

2.8 METAL DRIP EDGE and RAKE FLASHING: Replicate and replace.

2.9 GUTTERS and DOWNSPOUTS: Replicate profiles and appearance, with heavy seamless aluminum.

A. Install gutter supports at existing locations. Slope gutters evenly to downspouts;

provide end caps at gutter ends and solder seal watertight per manufacturer’s instructions.

B. Install outlet tubes at all downspout locations, solder seal watertight.

C. Install downspouts, provide in-kind elbows and offsets, and secure downspouts to wall construction using downspout supports spaced at current anchor points.

D. Where downspout connects to building perimeter drainage system, lap downspout and perimeter drainage pipe a minimum of 3 inches.

E. Align end of downspouts with existing splash pans/blocks.

A. Inspect areas where sheet metal is to be installed. Promptly report defective surfaces to the COR.

B. Ensure surfaces are clean and free of debris prior to installation of sheet metal.

C. Attach lightning suppression ground wires back to down spouts where encountered with a previous connection.

D. All guttering and downspouts will be painted white after using zinc chromate primer and Flat Super White – White Sherwin-Williams Duration, topcoat to match the existing paint. All guttering and downspouts will be replaced with new seamless aluminum, to match existing size, shape, location, color and sheen.

3.2 INSTALLATION:

A. General: Install work watertight, without waves, warps, buckles, fastening stresses or distortions, allowing for expansion and contraction. Hem exposed edges.

1. Do not install damaged components.

2. Separate dissimilar metals to prevent galvanic action through the use of bituminous coating or other permanent separation recommended by

SMACNA.

3. Rivet joints where required for strength, exposed rivet shall match gutter or downspout color.

4. Torch cutting of components is not allowed.

B. Gutters:

1. Install gutter supports at no more than 24 inches on center.

2. Slope gutters evenly, when sloped, to downspouts; provide end caps at gutter ends and solder seal watertight per manufacturer’s instructions.

3. End Caps: Match material, shape, and finish of gutter.

4. Outlet Tubes: Match material and shape of downspout. Install outlet tubes at all downspout locations, solder seal watertight.

C. Gutter Support: Use 24GA galvanized metal 1 inch wide and 24 inches long strips to secure the gutters. They will have a 180-degree twist and pop riveted to the gutter.

Alternate the hanger strip and screws.

D. Reattach any grounding wires or cables to the gutters as constructed.

E. All gutters and downspouts will be seamless aluminum. Gutters and downspouts will be painted white to match existing.
