Tinker AFB, OK 73145-2713
1.0 SCOPE.
This Statement Of Objective (SOO) defines the requirement for the Contractor to engineer, furnish, install and test (EFI&T) new single mode (SM) fiber optic cables (FOC) to support connectivity from Information Transfer Building (ITB) 1101 to ITB 6901 at Keesler AFB
MS.
2.0 GENERAL REQUIREMENTS.
General requirements are included in the Supplemental Information document included as part of this requirement.
2.1 Period of Performance.
The period of performance for this project shall begin within 10 days of contract award, upon issuance of the Notice to Proceed (NTP) and proceed for 120 days.
3.0 SPECIFIC REQUIREMENTS.
The Contractor shall EFI&T thirty-six (36) strand SM fiber optic cables (FOC) to support connectivity from ITB1101 to ITB6901 at Keesler AFB MS.
The Contractor shall provide a Statement of Work (SOW) as part of their proposal incorporating all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this
SOO.
The Contractor shall comply with the current TIA telecommunication installation and testing commercial standard and base installation standards.
All equipment, supplies, and materials provided shall be new and not refurbished.
3.1 New Fiber Optic Distribution Panel (FODP)
The Contractor shall provide and install the following FODPs. Coordinate with 81 CS/SCXP for final mounting location within existing racks.
• ITB 1101: Install one (1) each 36-port FODP in the existing rack.
• ITB 6901: Install one (1) each 36-port FODP in the existing rack.
4.0 Outside Plant Requirements.
Any distances provided in this SOO are approximations and should NOT be used for ordering materials or determining duct lengths.
4.1 Outside Plant Installation.
This section describes the underground maintenance hole/conduit system, flexible geotextile multiple cell fabric inner-duct and copper and fiber optic cable installation requirements. The Contractor shall design and install Customer-Owned Outside Plant Telecommunications Infrastructure in according with TIA-758-B. Each cable installation shall be coordinated with the 81 CS/SCXP so that the impact on the building users is minimized to the greatest extent possible. The sequence of installation is at the Contractor’s discretion.
See the information provided below for reference and estimated distances of existing and proposed infrastructure and cables routes. This is only a proposed solution. The Contractor is to propose their own solution and recommendations pertaining to the accomplishment of this requirement in their proposal.
The Contractor shall install underground outside plant infrastructure as described below.
4.2 Infrastructure Installation.
The contractor shall install the following new infrastructure. All locations and distances are approximate.
4.2.1 New Hand holes.
The Contractor shall install one (1) 4’W x 4’L x 4’H (interior dimensions) hand hole (to be designated as HH-2801-4-1-A), and one (1) each LockDown Security Device with Abloy lock or equivalent. Coordinate with 81 CS/SCXP for final hand holes placement and numbering scheme.
4.2.2 Duct bank Infrastructure.
