The project must be completed between June 1 and August 30, 2026, during summer months when the heating system is not needed for building operations. All work must occur during normal business hours (7 a.m. to 5 p.m., Monday through Friday) unless pre-scheduled with facility staff. The contractor must notify USDA technical points of contact (Matt Akins at 715-391-3246 and Joe Hattamer) at least one week before work begins to coordinate schedules. The contractor is responsible for all travel, delivery of materials, labor, insurance, small tools, equipment rental, and bid bonding. The quote must include detailed descriptions of all materials and services; quotes lacking required items will not be evaluated. A mandatory site visit is required for vendors to understand the scope and ensure accurate labor and material quotations; quotes from vendors who do not visit will not be evaluated. Security clearances are required for vendor staff on-site five or more days, with background checks required prior to facility access. The contractor must provide one full year warranty on all parts and labor, factory startup, and owner training.

Statement of Work (SOW) Project: Boiler and Hot Water Heater Replacement
GENERAL INFORMATION
1.0 Scope of Work:
Replacement of boiler system (3 hot water boilers, boiler circulation pumps, and hot water system pumps) and a domestic hot water heater at the USDA-ARS EIDMRU Lab in Marshfield, WI.
2.0 Background:
The EIDMRU Lab building hot water boiler system responsible for providing heat for the HVAC system is in need of replacement. In addition, the domestic hot water for supplying hot water for plumbing is in need of replacement. The project will include replacement of the current 3 hot water non-condensing boilers with 3 hot water condensing boilers, as well as 3 boiler circulation pumps and valves, 2 hot water system pumps, 2 VFDs for hot water system pumps, an expansion tank, and a glycol feed system. The project also includes replacement of a domestic hot water heater.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
The project will include the following:
-Shutdown of existing hot water system -Drain and recover existing glycol -Disconnect, removal and disposal of:
-Three (3) existing Thermal Solutions 2,000 MBH hot water boilers -All boiler exhaust venting -Combustion air venting to remain for reuse -Three (3) boiler circulation pumps, triple duty valves, isolation valves and strainers
-Two (2) hot water system pumps, triple duty valves, isolation valves and strainers -One (1) expansion tank -One (1) glycol feed system -One (1) domestic water heater and associated venting
-Furnish and install
-Three (3) new 2,000 MBH input hot water high-efficiency condensing boilers -Associated hot water supply and return piping and isolation valves -Associated combustion air venting to connect to existing -New exhaust air venting through existing roof penetrations
-Three (3) new boiler circulation pumps, triple duty valves, isolation valves and strainers -Two (2) new hot water system pumps, triple duty valves, isolation valves and strainers -Two (2) new VFDs for hot water system pumps -One (1) new expansion tank and associated piping
-One (1) new glycol feed system and associated piping -One (1) new 199,000 BTU domestic water heater and associated piping and venting -Insulation of hot water supply and return piping -Insulation of domestic hot water supply and return piping
-Temperature control work and Integration
-Disconnect of existing BAS controls -Connect BACnet communication to new boilers
-Electrical wiring
-Power -Disconnect electrical from current boilers and hot water heater -Install three (3) new 208/230/1 circuits for new boilers -Install two (2) new emergency stops as required by code
-Starters and disconnects -Install three (3) new 208/230/1 breakers for boilers -Reuse three (3) existing starters for boiler circulation pumps -Installation of two (2) new VFDs for hot water system pumps
-Concrete pad or bases
-Extend existing concrete pads as required for three (3) new boilers
-Balancing of two (2) hot water system pumps
-Any equipment rental required to complete work -All labor, insurance, small tools, truck & travel charges -Filling and venting with previously recovered glycol -Factory startup and owner training -One full year warranty on parts and labor -Freight/Shipping
-Quote must include a description of all materials and services to be provided as part of the package, including materials, labor, travel/deliveries, and bid bonding. If items deemed necessary in the above technical specifications are not included in the quote, the quote may not be reviewed.
**It is required for vendors to visit the site to understand the scope of work to ensure they quote sufficient labor and the correct supplies and materials to complete the project. If vendors do not visit, their quote will not be evaluated.
4.0 Government Furnished:
No government property or equipment will be provided
5.0 Deliverables / Schedule:
The site of this work is at the USDA-ARS EIDMRU lab and office located at 2615
Yellowstone Drive, Marshfield, WI 54449.
The project must be completed during the summer (June 1 to August 30, 2026) when the heating system will not be necessary to maintain building operations.
All work at the site must be conducted during normal business hours of 7am and
5pm Monday through Friday unless scheduled in advance with facility staff.
Contractors must notify the USDA technical POCs (Matt Akins-715-391-3246) and
Joe Hattamer at least 1 week before anticipated start of the package implementation to ensure the plans work with the staff’s schedule, and coordinate work schedules around other building projects.
6.0 Travel:
Worksite location is the USDA-ARS EIDMRU lab and office located at 2615
Yellowstone Drive, Marshfield, WI 54449. All travel and delivery of materials to the site must be included in the quote.
7.0 Contractor’s Key Personnel:
Key personnel for the contractor include the technical representative to determine the correct materials, and the staff in charge of implementation.
8.0 Security Requirements:
A clearance will be required for vendor staff entry into the building if staff will be on-site 5 or more days to complete the project. Vendor will be required to submit names of those staff who will be on-site for 5 or more days for a background check prior to being allowed into the building to conduct work.
