Attachment 3 – Questions and Answers 1232SA26Q0393
1. The contract requires equipment and materials to meet the Buy American Act (BAA). Was the internal government estimate based BAA-compliant equipment and materials, in particular the boilers, hot water heater, pumps, and VFDs?
Yes
2. What is the minimum turndown requirement for the high efficiency boilers? Is a 10:1 turndown or greater acceptable?
Yes
3. What are the specifications for piping, valves, and insulation? None were called out in the
SOW.
Piping, valves, and insulation to be installed to same specifications as currently installed, or to specifications to fit new equipment. Site visit needed to verify current installation.
4. According to the SOW, the contractor is responsible for disconnecting existing BAS controls and connecting BACnet communication to the new boilers. What is the existing controls platform used at the facility? Who is the facility’s BAS controls contractor? Please provide a POC for the BAS contractor.
The current BAS platform is through Inteliglas Corporation. Contact for Inteliglas Corp. is Scott Martin (scott@inteliglas.com).
5. Will the facility or the contractor be responsible for disabling fire alarm devices during hot work activities inside the mechanical room? If the latter, please provide POC for the building’s FA system?
The contractor can notify the maintenance mechanic when hot work will be completed to disable the fire alarm system.
6. What is USDA’s cutoff date for site visits?
4/15/2026 at 4pm
7. From the photos we have the EVAM2000 non-condensing copper fin tube boilers. The Thermal Solutions AMP2000 condensing boilers have a different footprint, piping, and venting configuration. How will these differences be accommodated?
The SOW text did not include the specific model number. The photos included should be used as what is on-site, along with a required site visit to verify the actual footprint, piping, and venting configuration. The concrete footprint, piping, and venting may need to be modified to fit the new boilers and connect to the current piping and venting.
8. What is the flow and head of the system pumps? What is the model number of the existing system pumps?
See information PDFs from Taco Inc. Pumps 1,2,3 are the boiler leg HW pumps controlled by the boilers. Pumps 4,5 are the circulation HW pumps with independent VFDs.
9. Do you have additional information on the expansion tank model number?

10. What is the model number and manufacture of the water heater?
The water heater to be replaced is different from what is called for in the SOW. The water heater to be removed was manufactured by PVI Industries LLC with a Mfg serial no. 123135
11. Is the DHW fed by indirect tanks heated by the boilers?
No
