STATEMENT OF WORK

PROJECT NUMBER: xxx PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. B178-1, Beltsville, Maryland 20705

REQUIREMENTS: Contractor shall have knowledge of all aspects pertaining to the Statement of Work and shall perform as per specifications outlined in Master Construction Specifications Section 22 13 00 Facility Sanitary Sewerage and ARS-242.1ARS Facilities Design Standards.

In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain asbestos materials. The contractor(s) is/are warned not to disturb any asbestos material during the performance of this work. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.

Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Office, Building 426A, BARC-East, Beltsville, Maryland. Vehicle permits and identification badges shall be returned to the Government PRIOR to the final payment being issued.

NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL

REPRESENTATIVE ON 301-504-9427 at least 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all federal, state, and local regulations as well as all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of the Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act. In the event of conflict, the most stringent regulation shall prevail.

Scope of Work: Remove in Building B178-1 the existing Domestic Waste piping from the Milk Parlor to Existing Pit #1 as indicated in the Attachments. Contractor shall provide and install new 4” sanitary piping including all associated fittings, and specialties the mentioned location. This shall include supplying and installing fittings, elbows, tee connections, and the like. Contractor shall also restore the damage walls, floors, and chases to their original condition as well as painting those damaged areas and cleanup job site.

The following work shall be performed:

A. Mobilization

• Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items, etc., to commence work after point of award of the contract and approval of submittals from the Contracting Officer Representative (COR).

• Dumpster location/s shall be coordinated with the COR and the final approval of that location.

• Contractor shall submit a construction schedule to the COR. Contractor shall coordinate with

Using Activity through the COR for the construction schedule 10 business days after issuance of the Notice to Proceed and prior to beginning construction.

• Cows are milked two times per day, i.e. 06:00 AM - 9:30 AM and 5:30 PM - 9:30 PM with two persons milking. These times also include the cleanup afterwards. Noise should not be an issue if work is done between indicated milking times. Cows will not be in the immediate vicinity of the construction area between scheduled milking times.

• Construction work/activity shall be Monday – Friday between 10:00 a.m. – 5:00 p.m.

Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.

• Contractor shall request, through the COR, an outage to any utility a minimum of five days in advance. See general requirements and government special conditions.

B. Demolition

• The Contractor shall phase, plan, coordinate and execute this work per Attachment #1 and Attachment #2.

• The Contractor shall protect areas that are not to be disturbed and remove all the sanitary system required to perform the installation of the new pipes. The COR shall approve all demolition work prior to commencement. This will require the removal of drywall and wall tile system. Contractor shall restore the wall tile system and reuse at the completion of the piping installation. Only clean undamaged wall tile can be reused; otherwise the contractor shall supply and install new. The material shall match the existing wall tiles system in style, size, texture and quality.

• The Contractor shall provide temporary metal grating approved by the COR and Milk Parlor Supervisor for cover of excavated corridor flooring during Phase 1 work. Refer to Attachment #1 for the location (yellow highlight) of work.

• The Contractor shall remove the existing sanitary piping and laterals from Milk Room going through the hallway, Receiver Room #1 and thru the Existing Pit #1. The estimated lateral piping length is 44’-0”.

• The Contractor shall provide the necessary materials and procedures to control the dust from entering the adjacent building work spaces. Contractor shall remove and discard all debris off site at an approved land fill.

C. Installation

• The contractor shall supply and install all required sanitary piping, unions, coupling, reducers, elbows, tees, joint kits, ells, end seals and all other associated required materials to complete the installation of a correctly functioning sanitary waste system. The material shall be Polyvinylidene Fluoride (PVDF) Schedule 40 plumbing pipe.

• The contractor shall have a certified or licensed Installers plumber that can install all piping all fittings, all joints and associated parts in accordance to the manufacturer specifications, industry standard professional practices and all relevant local and national codes whichever one is most stringent.

• The contractor shall supply and install 4-inch lateral lines all piping, fittings, anchors, and field joint etc. to fulfill the requirement in accordance to the manufacturer specifications, industry standard professional practices and all relevant local and national codes whichever one is most stringent.

• The contractor shall supply and install 4” pipe and fittings shall be PVDF schedule 40 pipe manufactured from FLUOROPOLYMER materials per ASTM F1673 - 10. The pipe shall be manufactured in strict compliance to consistently meet the Quality Assurance test requirements of this standard regarding material, workmanship, burst pressure, flattening, and extrusion quality. The pipe shall be produced in the USA using domestic materials, by an ISO 9001 certified manufacturer, and shall be stored indoors after production, at the manufacturing site, until shipped from factory.

• The contractor shall supply and install the pipe hanger, anchors and piping support as required in accordance with the manufactures specifications.

• The Contractor shall phase, plan, coordinate and execute this work per Attachment #1 and Attachment #3.

• In the case when piping material is penetrating a fire rated assembly system such as a fire rate wall, fire rated plenum, fire rated ceiling and fire rated shaft the contractor shall supply and install the required fire protection material that is needed for that assembly rating.

• PIPING MATERIAL: The contractor shall supply and install 4” pipe and fittings shall be PVDF schedule 40 pipe manufactured from FLUOROPOLYMER materials per ASTM F1673 - 10.

• PIPING INSTALLATION: The contractor shall supply and Install hangers and supports at intervals specified in the applicable Plumbing Code and as recommended by pipe manufacturer.

• PIPE JOINT: The contractor shall connect the pipe joints either by socket fusion or butt fusion where indicated. Threaded and/or flanged joints shall not be allowed for sizes over 2 inches.

• The contractor shall perform all the work in accordance to the manufacturer specifications, industry standard professional practices and all relevant local and national codes whichever one is most stringent. See enclosed manufacturer specifications.

• QUALITY ASSURANCE: The piping material, joint material and installation shall comply with manufacturer’s specifications.

• REFERENCE DOCUMENTS: Note to the contractor that they shall be comply to the documents listed below:

• NSF/ANSI 14 – Plastic Piping System Components and Related Materials.

• IPC International Plumbing Code current regulation.

• ASTM F1673 - 10

• INSPECTING AND CLEANING: Note to the contractor the pipes shall be flushed with cold water after finishing the installation. Inspect and test piping systems following procedures of authorities having jurisdiction and as specified by the piping system manufacturer. Clean and disinfect sanitary piping following procedures of the authority having jurisdiction.

• The installation of all work shall be in accordance with the manufacturer’s specifications, International Building Code current regulation, International Plumbing Code current regulation, BARC Special Conditions and Industry Professional Standards. Note to the contractor that BARC Special Conditions and International Codes supersede Industry Professional Standards.

• The contractor when repairing/replacing the damaged drywall do to their work shall supply and install fire coded drywall to match the existing fire rating of that area as well as the thickness of that area.

• The contractor when repairing/replacing the damaged wall tile do to their work shall supply and install new wall tile to match the tile of that area.

• The contractor when repairing/replacing the damaged concrete flooring due to their work shall match the existing of that area as well as the color.

• CLEAN-UP & FINAL PUNCH LIST: The contractor shall clean the site of any loose debris and schedule a final walk thru with Contracting Officer technical representative (COR) and Contracting Officer (CO). Upon completion of all punch list items, the parking passes and badges remitted to the (COR). The Contractor and the COR will instruct the CO that the contract has been to the completed in its entirety.

• The contractor shall provide at least a one-year warranty on the Work/Labor. The contractor shall indicate the years of the warranty upon submission of proposal.

• The contractor shall note that all plumbing installations shall comply with the current International Plumbing Code.

• The contractor shall field verify all field conditions, measurements, quantities and safety constraints prior to bidding and forward any discrepancies or concerns to the Contract Office Representative (COR). Otherwise it’s our intent that all is inclusive of everything regardless of quantity, measurement or level of protection required to accomplish scope of work.

• The contractor shall review the enclosed Attachments to determine size of Plumbing piping sizes, the limits of the work and relevant Bldg. Plumbing information.

General:

A. Demolition: The contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.

B. Field Verification: The contractor is responsible for field verification of all measurements, quantities and field conditions prior to commencing work.

C. Staging: All equipment, supplies and materials for this contract shall be stored in a staging area at the contractor’s risk and that which was designated by and/or coordinated with the COR. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.

D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts.

The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.

E. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day.

The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.

F. Formal Meetings: Any meeting (deemed formal by the contractor, the COR, or the CO) will have the minutes of said meeting prepared by the contractor (and a copy provided to the CO). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the CO) the contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.

G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.

H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION

FORM”, and the form is to be signed and submitted to the Contracting Officer.

I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB.

Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

J. Contractor and sub-contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update).

High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry.

Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets

(SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work.

M. Scheduling: The total contract period shall be 97 calendar days from the point of contract award. A period of 5 calendar days shall be allotted for the submittal, 5 calendar days for review and re-submit process. A period of 40 days shall be allotted for ordering materials after submittal approval. The work on-site shall be limited to 42 calendar days. The final inspection shall be scheduled a maximum of 60 calendar days from point of contract award, leaving 5 calendar days for punch list remedies. The contractor shall submit a copy of his proposed schedule to the CO for approval.

N. Submittals: The contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry five calendar days from the point of contract award.

Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 6 copies of each material submittal.

All Aquatherm materials shall list name of each product to be used identified by manufacturer and product number.

O. Coordination: The contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures or interruption in utilities.

P. Complete Work: It is the intent of this project to contract for a complete, functioning plumbing system, finished in all respects, accomplished by plumbers skilled in the trades involved and performed in the highest standards of workmanship.

Q. Manufacturer Warranty: Manufacturer shall warrant pipe and fittings for two years to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test.

R. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of two (2) year for labor from the date of final acceptance against defective materials, design and workmanship. The material shall be as specified in the manufactures specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE

TURNED OVER TO THE COR PRIOR TO FINAL INVOICING.

S. It shall be the Contractor’s responsibility to segregate the three identified waste streams

(aluminum, plastic and toner cartridges) and transport them to the two designated centralized collection points. Collection point number one will be located behind Building 003 and collection point number two will be located behind Building 200. The contracted recycler is scheduled to deliver collection containers to both centralized collection points within the next week. Once the collection containers have been delivered Contractor shall be notified and begin placing the identified waste streams into the collection containers.

T. BioPreferred Materials: The Contractor must comply with Sections 9002 of the Farm Security and Rural Investment Act of 2002; the Food Conservation and Energy Act of 2008; and the Agricultural Act of 2014; and the Federal Acquisition Regulation to provide biobased products.

The Contractor shall also comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts contained in Section I. The Contractor shall also comply with the provision at FAR 52.223-1, Biobased Product Certification contained in Section K.

The Contractor shall utilize products and material made from biobased materials (e.g., biobased insulating foam, biobased interior paints and coatings, and biobased wood and concrete sealers).

All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).

The following is a list of products that may be used in this minor construction contract for which biobased products are available and the designated biobased content. The list is not all inclusive. It is desirable that vendors can supply the greatest number of biobased products listed meeting the health and environmental specifications.

Composite Panels – Acoustical – 37 percent; Interior Panels – 55 percent; Plastic Lumber – 23 percent; Structural Interior Panels – 89 percent; Structural Wall Panels – 94 percent and Countertops and Solid Surface -_ 89 percent

Concrete and Asphalt Cleaners – 70 percent

Concrete and Asphalt Release Fluids – 87 percent

Dust Suppressants – 85 percent

Floor Coverings (Non-Carpet) – 91 percent

General Purpose Cleaners - 54 percent

Hand Soaps and Cleaners – 64 percent

Industrial Cleaners – 41 percent

Insulating Foam – 7 percent

Paint- Interior Paints and Coatings, Latex – 20 percent and Oil-based – 67 percent

Paint Removers – 41 percent

Wastewater Systems Coatings – 47 percent

Wood and Concrete Sealers – Membrane Concrete Sealers- 11 percent and Penetrating Liquids – 79 percent

Wood and Concrete Stains – 39 percent

Biobased products that are designated for preferential procurement under USDA’s BioPreferred Program must meet the required minimum biobased content as stated in USDA’s Final Rules available at www.biopreferred.gov. The Contractor shall provide data for their biobased products such as biobased content. In addition to the biobased products designated by the USDA BioPreferred Program, the Contractor is encouraged to use other commercially available biobased products such as biobased products certified with a label.

Within thirty (30) days of contract award, the Contractor shall provide a complete list of USDA designated biobased products that it intends to use or supply during performance of this contract, including products used or supplied by subcontractors. For each product, the Contractor shall identify the product and brand/manufacturer. For each designated product, the Contractor shall also identify the biobased content. The Contractor shall provide detail on how the Contractor intends to keep abreast of the development and increasing availability of designated and non-designated biobased products and how any new or improved products will be incorporated on an ongoing basis into contract performance. The list shall be approved by the COR in writing. The Contractor shall not commence work until this list is approved by the COR in writing.

Reporting is required by Sections 9002 of the Food Conservation and Energy Act of 2008 and the Agricultural Act of 2014. The Contractor shall provide quantities, product types and dollar value of any USDA-designated biobased product purchased by the Contractor. This important data shall be submitted to the COR for the current quarter and current contract year.
