Submarine Equipment Support Services in Guam

Notice ID N6824624Q0017

Question and Answer (Q and A)

Question 1: Previous Performance Work Statements (PWS) included Oil Filtration man-hours and Man-hours deduction report under Paragraph 3.5 Projected... Deliveries. This PWS does NOT list these items.

Yet, paragraph 3.6.1 states "If any submarine service equipment fails, Contractor SHALL provide onsite support and ANY necessary corrective maintenance to bring equipment immediately back to operation...

followed up with a man-hour deduction report..."

Without man-hours set aside, the PWS is directing action be taken without appropriate coverage. It is unclear why reference is made to a "man-hour deduction report" as the PWS is silent about man hours to set-aside. What assurances does the Contractor have to recoup additional coverage not included in the PWS?

Answer 1: An amendment will be made to the solicitation removing reference to a man-hour deduction report in paragraph 3.6.1 in the PWS.

Question 2: Table 3.2.2 Item 14 lists Parker Hannifin/CFC 200 and 2190 Oil. Previous PWS included statements about oil filtration and 2190 TEP oil under paragraph 3.6 Operations. This paragraph no longer exists. Please clarify who will filter the oil and confirm that this is no longer a Contractor function.

Answer 2: An amendment will be made to the solicitation removing line item 14 in 3.2.2 Table of Equipment in the PWS. Filtration of 2190 oil will not be a contractor function.

Question 3: What about line item 15 in 3.2.2 Table of Equipment in PWS?

Answer 3: Line item 15 in 3.2.2 Table of Equipment in PWS will remain.

Question 4: Will Paragraph 3.5 Line Item 10 in PWS be modified or deleted?

Answer 4: Line item 10 in Paragraph 3.5 in PWS will remain.
