Performance Work Statement TNF HVAC System Maintenance and Repair Services
1.0 General Information
1.1 General: This is a non-personal services contract to provide maintenance and repair services to Heating, Ventilation, and Air Conditioning (HVAC) Systems for the Tongass National Forest (TNF). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 Background: The TNF seeks to maintain and repair HVAC Systems at the following sites:
Juneau Administrative Site: The heating system serves 3 buildings: office, dry storage, and warehouse/shop. The heating system was installed between 2005-2007 and is having several equipment failures that will require immediate repair services. The ventilation systems serving the dry storage and warehouse/shop buildings are not functioning optimally. They are exposed to freezing temperatures and introduce dust into areas containing sensitive equipment.
Ketchikan Administrative Site - Ketchikan-Misty Fiords Ranger District (KMRD) Office: The office includes heat recovery ventilators (HRVs) on each floor which exhaust air from the toilet rooms and transfer the exhaust heat to the makeup air. The makeup air is supplied to the air handler which distributes it to the rooms. The HRV dampers are not operating, and the units are full of dirt and debris. The office also includes a forced air heating system, for which the thermostats are not ideally located to adequately sense temperatures experienced by most building occupants.
1.3 Purpose: Provide maintenance and repair services to HVAC Systems to ensure continuous, safe, and reliable operation of the systems.
1.4 Description of Services: The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide HVAC maintenance and repair services in accordance with (IAW) this Performance Work Statement (PWS), its attachments, and all federal, state, and local laws and regulations.
1.5 Place of Performance: The work shall be performed at the Juneau Administrative Site (8510 Mendenhall
Loop Road, Juneau, Alaska) and at the Ketchikan Administrative Site (3031 Tongass Avenue, Ketchikan, Alaska).
Juneau Administrative Site: The work shall be performed to the heating system located in, and between, the office, warehouse, and dry storage buildings. A portion of the heating system is in a vault. The vault may be considered a confined space. The vault is located in a driveway, so the Contractor shall implement appropriate traffic control measures.
Ketchikan Administrative Site: The work shall be performed to HVAC systems located in the KMRD Office building.
1.6 Period of Performance (POP): The period of performance shall be from Date of Award to 30 September
2023.
1.7 Contract Type: The Government will award a Firm-Fixed Priced (FFP) service contract.
1.8 Regular Working Hours: The Government's regular working hours are Monday through Friday from 0700 to
1700, except federal holidays or when the government installation is closed due to local or national emergencies, administrative closings, or similar government directed closings. The contractor shall be responsible for conducting business between the hours specified in this paragraph, and to at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the government installation is not closed for the above reasons.
1.9 Federal Observed Holidays: When a federal holiday occurs on a Saturday, federal employees are normally granted the previous Friday as the holiday observance. When a federal holiday occurs on a Sunday, federal employees are normally granted the following Monday as the holiday observance. If a holiday falls on a scheduled Contractor workday, the following or proceeding workday will be used to schedule the work to be accomplished. Below is the list of recognized federal holidays:

1.10 Service Interruptions: If any services must be interrupted (even temporarily) due to maintenance of contract work, the Contractor shall notify the Contracting Officer (CO) and Contracting Officer’s Representative (COR) at least 3 business days in advance. If the service is due to an emergency breakdown, the Contractor shall notify the CO and COR as soon as practicable.
1.11 Post-Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office IAW Federal Acquisition Regulation (FAR) Subpart 42.5. The CO and/or COR shall meet periodically with the Contractor to review the contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.
1.12 Quality Control Plan (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed IAW this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which the Contractor assures that their work complies with the requirements of the contract. The Contractor’s QCP shall be provided to the CO and COR within 10 business days after contract award. After acceptance of the QCP, the Contractor shall receive the CO’s acceptance in writing of any proposed change to the
QCP.
