PERFORMANCE WORK STATEMENT (PWS)
For
Combined Chapel Music Contract
FY 2021

1. DESCRIPTION OF SERVICES
1.1. The Contractor shall provide non-personal services for four (4) unique positions: a Catholic Mass Musician, a Protestant Worship Musician, a Catholic Mass Music Director, and a Protestant Contemporary Music Director for the Base Chapel on Peterson Air Force Base (AFB), Colorado. The Contractor will provide music services to enhance the worship atmosphere at the Peterson Chapel.
The Contractor shall ensure musical performance and direction for Protestant and Catholic Christian worship during weekly and special services scheduled throughout the year, consistent with the Airman Ministry Plan (AMP).
1.1.1. The Contractor shall support and promote an atmosphere of religious sensitivity to all personnel participating in chapel programs. Contract services will be conducted consistent with an atmosphere of respect for diverse religious faith groups.
1.1.2. For purposes of this contract, references to the Air Force shall also apply as Peterson Air Force Base becomes Peterson-Schriever Garrison.
1.1.3. Unless otherwise designated by the Installation Chaplain, the Contract Officer Representative (COR) for supervising contract performance shall be the (COR).
1.2. Location. The primary location for all services will be the Peterson Chapel, located at: 455 Vincent St. Building #1410, Peterson AFB, CO 80914. Any changes to the location of services must be approved by the Installation chaplain or (COR).
1.3. Period of Performance.
1.3.1. The anticipated performance period for this contract includes a base year: 22 September 2020
– 21 September 2021, and four (4) option years and six (6) month extension clause.
1.3.2. The Contractor shall furnish all management, personnel, and services necessary to prepare for full service support no later than 30 days from the contract award date.
1.3.3. The Contractor shall provide approximately eight (8) hours per week per position, not to exceed 40 hours per month per position (160 hours total). These work hours include planning, rehearsals, weekly services, and additional special services as required by lead faith group chaplains, consistent with the Airman Ministry Plan (AMP).
1.3.4. Monthly hours shall typically include:
1.3.4.1. Weekly Rehearsals for regular Sunday services
1.3.4.2. Weekly performance for regular Sunday services (Protestant worship and Catholic Mass)
1.3.4.3. Additional rehearsals and performance as required by the lead faith chaplain(s) for special services, holy days, funerals, memorials or similar (up to, but not exceeding monthly hours).
1.3.4.4. Contractor shall provide additional rehearsals and performances as coordinated by lead faith group chaplain(s) up to the total hour cap, in accordance with §1.3.3.
1.3.5. Contractor shall ensure that contract personnel arrive at least 20 minutes prior to the start of each service and remain until all setup and clean-up are accomplished.
1.3.6. Contract personnel shall coordinate with lead faith group chaplains or (COR)s for acquiring music, supplies, licenses, etc. All requests for purchases or supplies will be coordinated in accordance with Chapel policies for purchase requests.
1.3.7. Contractor will comply with all applicable Air Force and local guidance for financial management, facility use, maintenance and security.
1.3.8. Contractor shall be accountable for paying any FICA, Federal, State, or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.
1.3.9. The Contractor is required to give the Installation Chaplain or (COR) at least two-week notice of any period of absence.
1.3.10. The Contractor shall provide a suitable substitute coordinated with the Installation Chaplain or (COR). In addition, the Contractor shall provide the substitute’s appropriate credentials in accordance with §4.4. At no time can a substitute begin work before a background check has been completed. Compensation for substitute is the sole responsibility of the Contractor.
1.3.10.1. A substitute must be of equal or greater capability than the Contractor.
1.3.10.2. The Contractor shall provide written documentation of all substitutions indicating name and date of substitutions.
SECTION 2
DUTY REQUIREMENTS
2.1. Catholic Mass Musician
2.1.1. The Catholic Mass Musician shall provide music accompaniment as approved by the Catholic Music Director and Catholic Priest and in his absence, the Installation Chaplain or (COR).
2.1.2. The Catholic Mass Musician shall play/perform music, utilizing piano/keyboard, and Allen organ, for regular and special Catholic worship, in accordance with Catholic style of worship.
2.1.3. The Catholic Mass Musician shall rehearse at least once per week with contract and volunteer musicians and vocalists at the scheduled time (time may be changed upon mutual agreement between the Mass Musician, Catholic Music Director, and Catholic Priest or (COR)). Regular weekly rehearsals shall be a minimum of one (1) hour, not to exceed three (3) hours. Length is determined by the time needed to ensure that music is prepared and professional for the upcoming masses or services.
2.1.4. The Catholic Mass Musician shall play the music selections at the weekly Sunday Mass, as coordinated with the Music Director or Catholic Priest. The Catholic Mass Musician shall play selected music in a manner, which meets the worship and musical requirements for Catholic Mass, as requested by the Music Director and Catholic Priest. Disputes will be handled in accordance with §4.8.
2.1.5. The Catholic Mass Musician shall be available shall be available for additional rehearsals and performances including Easter, Christmas, Holy Days of Obligation, memorials, or similar services as approved by the Installation Chaplain or (COR). Additional services may include planning, preparing, consulting, rehearsing, performing, etc. Additional services and rehearsals will be coordinated through the Catholic Mass Music Director and Catholic Priest before performing the duty.
2.2. Protestant Worship Musician
2.2.1. The Protestant Worship Musician shall provide music and vocals as approved by the Protestant Music Director and Lead Protestant Chaplain.
2.2.2. The Protestant Worship Musician shall perform Protestant Worship music, and may utilize piano/keyboard/drums, Allen organ, or other instruments provided by the chapel or by the musician for regular and special Protestant worship, in accordance with Protestant Styles of worship.
2.2.3. The Protestant Worship Musician shall rehearse at least once per week with contract and volunteer musicians and vocalists at a mutually acceptable date and time with coordination through the Protestant Music Director and Lead Protestant Chaplain. Time may be changed upon mutual agreement between the Musician, Music Director, and lead Protestant Chaplain. Regular weekly rehearsals shall be a minimum of one (1) hour, not to exceed three (3) hours. Length is determined by the time needed to ensure that music is prepared and professional for the upcoming masses or services.
2.2.4. The Protestant Worship Musician shall play the music selections at the weekly Protestant service as coordinated with the Music Director or officiating Chaplain. The Protestant Worship Musician shall play selected music in a manner, which meets the worship and musical requirements for a Protestant Service, as requested by the Protestant Music Director and Lead Protestant Chaplain. Disputes will be handled in accordance with §4.8.
2.2.5. The Protestant Worship Musician shall be available for additional rehearsals and performances including Easter, Christmas, memorials or similar services as approved by the Installation Chaplain or (COR). Additional services may include planning, preparing, consulting, rehearsing, performing, etc. Additional services and rehearsals will be coordinated through the Protestant Music Director and Lead Protestant Chaplain before performing the duty.
2.3. Catholic Mass Music Director
2.3.1. The Catholic Mass Music Director shall provide music direction as approved by the Catholic Priest and the Installation Chaplain.
2.3.2. The Catholic Mass Music Director shall direct contract and volunteer musicians and vocalists for Catholic Masses, services and rehearsals in accordance with Catholic Style of worship.
2.3.3. The Catholic Mass Music Director shall rehearse at least once per week with contract and volunteer musicians and vocalists at a scheduled time (time may be changed upon mutual agreement between the Mass Musician, Catholic Music Director, and Catholic Priest or (COR)).
Regular weekly rehearsals shall be a minimum of one (1) hour, not to exceed three (3) hours.
Length is determined by the time needed to ensure that music is prepared and professional for the upcoming masses or services.
2.3.4. The Catholic Mass Music Director shall direct the music selections at Sunday Masses and special masses as coordinated with the Catholic Priest. The Catholic Mass Music Director shall select and direct music in a manner, which meets the worship and musical requirements for Catholic Mass, as requested by the Catholic Priest. Disputes will be handled in accordance with §4.8.
2.3.5. The Catholic Mass Music Director shall be available for additional rehearsals and performances including Easter, Christmas, Holy Days of Obligation, memorials, or similar services as approved by the Installation Chaplain or (COR). Additional services may include planning, preparing, consulting, rehearsing, performing, etc. Additional services and rehearsals will be coordinated with the Catholic Musician and Catholic Priest before performing the duty.
2.3.6. The Catholic Mass Music Director shall prepare or coordinate preparation of any audio/visual requirements for Catholic rehearsals, Masses and special services. Such preparations may include (but are not limited to): setup and tear-down of stage, music stands, microphones, instruments, amplifiers, sound board, preparing and inputting words and slides for presentation software, etc.
The Catholic Mass Music director may work with chapel staff, contractors and volunteers to ensure setup and tear-down is accomplished.
2.4. Protestant Music Director
2.4.1. The Protestant Music Director shall provide music direction as approved by the Lead Protestant Chaplain.
2.4.2. The Protestant Music Director shall select and direct music in coordination with contract and volunteer musicians and vocalists for Protestant worship services.
2.4.3. The Protestant Music Director shall rehearse at least once per week with contract and volunteer musicians and vocalists at a mutually acceptable date and time with coordination through the Protestant Music Director and Lead Protestant Chaplain. Times may be changed upon mutual agreement between the Musician, Music Director, and lead Protestant Chaplain. Regular weekly rehearsals shall be a minimum of one (1) hour, not to exceed three (3) hours. Length is determined by the time needed to ensure that music is prepared and professional for the upcoming masses or services.
2.4.4. The Protestant Music Director shall select and direct music selections at the weekly Protestant worship service and in coordination with the officiating Chaplain. The Protestant Music Director shall direct selected music in a manner, which meets the worship and musical requirements for a Protestant Worship Service, as requested by the Lead Protestant Chaplain. Disputes will be handled in accordance with §4.8.
2.4.5. The Protestant Music Director shall be available for additional rehearsals and performances including Easter, Christmas, memorials or similar services as approved by the Installation Chaplain or (COR). Additional services may include planning, preparing, consulting, rehearsing, performing, etc. Additional services and rehearsals will be coordinated with the Protestant Musician and Lead Protestant Chaplain before performing the duty.
2.4.6. The Protestant Music Director shall prepare or coordinate preparation of any audio/visual requirements for Protestant rehearsals and worship services. SECTION 3
GOVERNMENT FURNISHED PROPERTY (GFP) & SERVICES
3.1. Facilities.
3.1.1. The Contractor shall have the use of the following facilities for performance under this contract: Peterson Chapel 455 Vincent St. Building #1410, Peterson AFB, CO 80914.
3.1.2. The Peterson Chapel will issue the Contractor chapel keys or building access code as necessary to ensure building access. Keys will only be used in the capacity of work duties and may not be duplicated. The contractor shall report, in a timely manner, any lost or missing keys to the Chapel Superintendent or (COR).
3.1.3. The Government will not be responsible for loss or damage of personal items brought into the chapel.
3.2. Equipment and Supplies
3.2.1. The Peterson Chapel will provide piano, keyboard, drums, Allen organ, music and other related instruments necessary to conduct Mass or Service. Contractor may use supplied items, and may supplement these items with personally provided items.
3.2.2. The Contractor shall have joint use of all available equipment and facilities necessary for performing services required by this contract.
3.2.3. Contractor shall be responsible for safeguarding all Government property provided for Contractor use.
3.2.4. The Chapel is not responsible for loss, damage or theft of contract personnel’s personal or personally provided items.
SECTION 4
GENERAL INFORMATION
4.1. Contractor shall be able to sight-read music.
4.2. Contractor shall maintain professional conduct and present self in a neat, clean and well-groomed manner wearing business/business casual clothing depending on the event. The Chaplain responsible for the service will resolve questions on appropriate dress.
4.3. Contractor shall maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.
4.4. Contractor shall provide information necessary for successful completion of a background investigation in accordance with DoDI 1402.5 and AFI 52-101. The Government shall be responsible to conduct the required background investigation and for the costs incurred while doing so.
4.4.1. Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.
4.4.2. In accordance with DoDI 1402.5 and AFI 52-101, the Contractor may begin work before completion of the background check, provided when working with minors the individual is within sight of an individual who has successfully completed a background check.
4.4.3. In accordance with DoDI 1402.5, payment of the background check is the responsibility of the Government.
4.5. Contractor is responsible for cleaning up work area and returning spaces to their neutral configurations after each rehearsal and mass or any other chapel activities requiring musical services.
4.6. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be promptly secured.
4.7. Contractor shall comply with Peterson AFB security requirements prior to contract performance, after contract award for base access.
4.8. COVID-19: Pandemic Solutions. During these uncertain times of the COVID-19 Pandemic, procedures have been put into place to provide social distancing for religious services conducted at Peterson AFB. Distance working may be approved by the CO and Installation Chaplain dependent on circumstances.
4.9. Contract Management. The Contractor and Chapel personnel are encouraged to resolve minor disputes or infractions at the lowest level possible, but ensure that the Contracting Officer (CO) is notified. If the Contractor fails to perform IAW the PWS, the Lead Faith Group Chaplain shall complete a Corrective Action Report (CAR) and submit it to the CO. The CAR is used to document a contractor’s failure to meet performance IAW the PWS.
4.9.1. When a CAR is issued, the Contractor will correct non-conforming work, within a reasonable time limit deemed appropriate by the Contracting Officer, and will report corrective actions to the
CO.
4.9.2. At no time may a contractor be instructed not to contact the CO or the Contracting Office.
4.9.3. Only the Installation Chaplain, Lead Faith Group Chaplain, and the CO have authority to review, inspect, accept or reject contract deliverables. Responsibility for contract activities rests solely with the CO. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, affecting the scope, schedule, or price of the program covered by this PWS, shall be acted upon by the Contractor unless specifically approved by the CO.
